The Report summarizes remedial progress, and evaluates remedial effectiveness at the subject underground storage tank (UST) release site. The Bakersfield Fire Department requested the Report by letter of. 13 May 2011 and transferred regulatory oversight of the UST release to the California Regional Water Quality Control Board, Central Valley Region staff (staff) by letter of 24 February 2012. This letter includes a brief summary of the Report, notes staff concerns and concurrence or non - concurrence with Report recommendations. Report Summary Soil vapor extraction (SVE) and air sparging (AS) remediation began operation on 7 November 2002. The remediation system was shut down on 19 November 2007 due to irregular fuel supply and transfer of property ownership. At shutdown, E2C estimates that the system had removed approximately 390,000 pounds (lbs.) of volatile hydrocarbon mass and had a relatively high removal rate of approximately 175 lbs. per day. Propane supplemental fuel was not practical, as the fuel supply needed to be continuously replenished. The new property owner, TMC Corporation, indicated that a natural gas line would be installed for continuous fuel supply and that application would be made to have the UST Fund Claim transferred. However, this work was not being accomplished and you, as the previous property owner, resumed responsibility for corrective action. A natural gas line was installed through a directional boring beneath Brundage Lane during May 2011. The SVE and AS system was restarted on 8 July 2011 after equipment repairs were completed. System removal rate at restart was approximately 70 lbs. per day. On 4 October 2011, the system was again restarted after the SVE blower was replaced. Influent concentration and destruction rate significantly increased after blower reinstallation. By 29 March 2012, E2C estimates that the system had removed an additional 12,000 lbs, since November 2007, and removal rate was still approximately 63 lbs. per day. KARL E. SVE system removal data suggests that approximately 63,000 lbs. of gasoline source mass remained in soil at the end of the first quarter 2012. The subject UST release is therefore not ready for closure. Removal rate is expected to decrease to approximately 12 lbs. per day during March 2013, assuming that the system is operated continuously. E2C recommends that SVE and AS continue. Monthly influent and effluent vapor samples should be analyzed in a California- certified analytical laboratory for total petroleum hydrocarbons as gasoline by EPA Method TO -3; and benzene, toluene, ethylbenzene, and xylenes (BTEX) and methyl tertiary butyl ether (MTBE) by EPA Method TO -15. Groundwater monitoring should continue on a semiannual schedule. Reports summarizing remediation system performance and groundwater monitoring data should be submitted semiannually. Staff Comments Staff concludes that additional SVE and AS system operation is warranted, provided that the data presented in the .Report are representative of site conditions and system performance. Additional source mass removal is practicable. The subject UST release appears to have had a large source mass in the vadose zone, although groundwater monitoring since 2001 demonstrates a slight groundwater impact during the last several years. At present, when the majority of estimated source mass appears to have been removed, but relatively high removal rates persist, continued operation of the existing system is a cost- effective remedial option. We authorize additional continuous SVE and AS operation for up to approximately six months, until.removal rates are reduced to less than 20 lbs. per day. Intermittent (cycled) operation to reduce operating costs and evaluate influent concentration rebound may be appropriate thereafter. Perform the proposed monthly laboratory analysis of influent and effluent vapor samples. We do not concur with a semiannual reporting schedule for remediation system performance. You will need to submit quarterly performance reports and notify staff as soon as possible when removal rates are reduced to less than 20 lbs. per day. The second and third quarter 2012 remediation system performance reports are due by 1 August 2012 and 1 November 2012, respectively. Continue semiannual groundwater monitoring and reporting. Submit semiannual groundwater monitoring reports by the first day of the second month following the end of the calendar quarter when monitoring was conducted. The third quarter 2012 groundwater monitoring report is due by 1 November 2012. After remediation system shut off, but prior to consideration of case closure (no further action), staff requests that you investigate health risk from the remaining effects of.the UST release. The investigation should be a screening -level evaluation of all complete exposure pathways. We anticipate that sampling and analysis for gasoline constituents remaining in shallow soil ( <10 feet below site grade) and shallow soil gas will be necessary. Your consultant will use data from the health risk investigation together with other previous assessment data to prepare a Site Conceptual Model (CSM). The CSM will establish the source and attributes of the UST release; describe all affected media (soil, groundwater and soil vapor, if appropriate); describe contaminant transport and fate; and identify all confirmed and potential receptors (water supply wells, surface water bodies, structures, and inhabitants). At present, we request that you submit a work plan for the health risk investigation by 1 August 2012.
