REQUEST FOR WELL DESTRUCTION - UNDERGROUND STORAGE TANK RELEASE,
MR. FAST SERVICE STATION, 600 BRUNDAGE LANE, BAKERSFIELD, KERN COUNTY,
RB CASE NO. 5T15000619
By letter of 18 July 2011, Central Valley Water Board staff (staff) notified you that corrective
action at your underground storage tank (UST) release site was nearly complete and informed
you of tasks remaining prior to case closure (no further action). We requested that you provide
a mailing list of vicinity property owners and other interested parties, and you provided this
information. Staff used the list to notify interested parties of the proposed case closure, and
invited comments, pursuant to Section 2728 of the California Code of Regulations, Title 23,
Division 3, Chapter 16. Comments adverse to case closure.were not received during a 30 -day
period.
By this letter you are directed to document the disposition of the remediation system and
groundwater monitoring network. You will need to submit either:
A report documenting destruction of the remediation and groundwater monitoring wells
and abandonment of associated piping, or
A plan to destroy remediation wells and maintain the on -site groundwater monitoring
wells. The well maintenance plan should, at a minimum, insure that the wells are not in
low -lying areas, describe how the wells will be secured, state how often the wells will be
inspected, and identify who is responsible for maintaining the wells.. The plan needs to
include documentation that the owner of the wells agrees to be responsible for proper
maintenance of the wells, and that the City of Bakersfield agrees with the decision to
maintain the wells.
All work should be conducted in accordance with Kern County ordinances and California Well
Standards (California Department of Water Resources Bulletin 74 -90). You will need to secure
well destruction permits from the Kern County Environmental Health Services Department and
follow any additional procedures requested by that agency prior to fieldwork. You also need to
follow any City 'of Bakersfield requirements.

Please submit a well destruction report by 22 December 2011. Staff expects to send you a
case closure letter soon thereafter.
