If you remove "materials that require special handling" (MRSH) from a major appliance you need to provide evidence
to a scrap metal facility that you are a Certified Appliance Recycler, pursuant to Health and Safety Code Section
25211 et seq (AB 1447, 2007).
Once a certificate is issued, DTSC will notify the certified uniform program agency (CUPA) in your jurisdiction
responsible for inspecting the certified appliance recycling facility.
Certificates issued will be valid for three years. Once your certification has expired, you are no longer a Certified
Appliance Recycler.
Please note: Any changes to the information provided on the Certified Appliance Recycler Application must be
submitted to DTSC in order for the certification to be valid.

b.) In an attached document, describe in detail your ability to properly remove and manage all materials that require
special handling (MRSH) (HSC 25211.4(a)). The list below describes the level of detail that DTSC would like to see:
Your Proposed Activities- What kinds of major appliances do you expect to recycle? What types of MRSH
do you expect these appliances to contain?
Training- Who will provide training to personnel responsible for removing MRSH from appliances at your
facility? What are the contents of the training and what MRSH will be covered? How frequently will staff be
trained? When will new staff be trained? What hard copy and electronic training and reference materials will
be made available to staff?
Health and Safety- Does your facility have a health and safety plan and/or a safety officer? What personal
protective equipment used during the removal of MRSH? Are any spill kits available?
Proposed removal processes- What tools and equipment will you use to remove each type MRSH? Briefly
describe how each MRSH is identified and the procedure used to remove each type of MRSH from the
appliance.
Storage'- How long do you plan to accumulate removed MRSH at your facility? Describe the container for,
and secondary containment of, the MRSH. How will you label the containers for each MRSH? Describe how
materials will be packaged to avoid breakage. Describe your record - keeping system.
Disposition of Waste- What will be the disposition of each MRSH? Name of the company that picks up
waste, or description of where the waste is sent and /or how it gets there.

Re: Answers to Question 8.
Your Proposed Activities:
We expect to recycle the following major appliances: Washers, dryers,
refrigerators, ovens, microwave ovens, hot water heater and freezers.
We expect to receive the following MRSH materials: Pcb's, DEPH capacitors,
CFC's, used oil, Mercury switches and any other regulated hazardous waste.
Trainine:
The training will be given by our Safety Officer and the experienced employees
that have been handling the appliances over the past few years. The training
consists of MRSH materials recognition and extraction. Staff will be trained if
and when new technological tools and techniques are discovered. New staff will
be trained upon hiring. Training will be conducted according to the CAR
information from the DTSC website.
Health and Safety:
Yes, we do have a health and safety program and a safety department. The
employees PPE consists ofgloves, hard hat, safety glasses, safety shield, steel
toed boots and hearing protection. Spill kits are available as well as a Hazardous
Waste company located on our facility.
Proposed Removal Processes:
We utilize Jaws of Life Cutters, screw drivers, Appliance Oil /Gas removal unit,
hammers and hand held snips. The oils and gasses will be removed with the
Extractor Unit. Switches and Capacitors will be cut out and loaded into the proper
drums. Oils will be loaded into totes. All non - recyclable materials will be
properly disposed of.
Storage
The oils that are extracted will be stored in a covered area in totes. The totes will
be placed in plastic secondary containment tubs. Oils will be disposed of annually
or when tote is full (which ever comes first). The pcb switches and mercury
containing switches will be placed into double lined steel 55 gallon drums with
lids. Absorbent powder will be placed at the bottom of drum and sprinkled
throughout the contents. Drum(s) will be disposed of every 90 days or when
drum is full (which ever comes first). Appliances will be recorded on the tally
sheet and a separate tally sheet for the extracted materials per drum. Totes with oil
will be documented by gallons disposed. Bill of Ladings and Manifests will be
kept, recording the name and address to which the materials were disposed.
Disposition of Waste
All MRSH waste generated will be handled by Coles Services, Inc, PO Box
10764, Bakersfield California 93389. Coles will handle the negotiations and
logistics of the disposal process for us.

Enclosed is the approved application and certification for Sierra Recycling and
Demolition, an appliance recycler in your jurisdiction. The Department of Toxic
Substances Control (DTSC) has reviewed and approved this company's application to
be a Certified Appliance Recycler (CAR). After reviewing and approving a CAR
application for conformance with section 25211.4 of the Heath and Safety Code, DTSC
is required to transmit all application documents to the Certified Unified Program
Agency (CUPA) whose jurisdiction the business or person is located.
The CUPA is required to inspect the CAR facility "as soon as is practicable" to
determine whether the recycler is capable of properly removing and managing all
Materials that Requires Special Handling (MRSH) from major appliances (Health & Saf.
Code § 25211.4(d)). The statute requires CUPAs to consider the working condition of
the equipment, the technical ability of the employees, and the facility's compliance with
existing law (Health & Saf. Code § 25211 et seq., and Pub. Resources Code § 42160
et seq.).
Please refer to the DTSC Fact Sheet entitled "AB 1447 (2007) Changes to the
Appliance Recycling Program" (available on our CAR Web page) for a summary of
existing law. In summary, an appliance recycler must be certified by DTSC prior to
removing MRSH and discarding major appliances. MRSH may not be disposed of in the
garbage or at a solid waste facility.
The law also prohibits anyone from transporting, delivering, or selling discarded major
appliances to a scrap recycling facility unless one of three conditions is met:

1. the appliances have not been processed in a manner that could release,
or prevent the removal of, MRSH and the receiving scrap metal facility
has been certified by DTSC to remove the remaining MRSH; or
2. the appliances have been processed in a manner that could release, or
prevent the removal of, MRSH, and the person provides written evidence
DTSC Form 1430) to the scrap metal facility that all MRSH were
removed from the appliances by a CAR prior to processing; or
3. the appliances were found with some or all of their MRSH already
removed ( "orphaned" appliances) and the person transporting them
presents the accepting scrap facility with valid photo identification and
provides written certification (DTSC Form 1459) that he or she did not
process or knowingly have someone else process the appliance. A
facility that accepts orphaned appliances must provide a monthly report
to the local CUPA and DTSC, detailing everyone who transported
orphaned appliances to the facility and the total number of orphaned
appliances received.

Inventory be accessible to the State in electronic form. The State of
California administers a new program called the California
Environmental Reporting System (CERS). If you had entered data
into the old UNIDOCS system that information has been transferred
over however you will need to update and create a user account. If
you had not entered any data into the system you will need to do so
now. You may now update this information on -line for your business.
Your Hazardous Material Inventory Updates are due within 30
days after receiving this letter.
