• Blair Budai: He met with the City Attorney Ginny Genaro to ascertain if he may have his volunteer effort
HHKC get additional support from the City Solid Waste Division to cleanup private property. Viri noted
that Budai must obtain permission from property owners. Staff will determine level of support and details
to haul litter/debris. He noted that HHKC intends to cleanup on May 25 and lune 29.

A. Recap April Recycling Drive-Thrus—Jessica Felix
1. April 20: STRATA Credit Union Earth Day Community Recycling Event
City Solid Waste collected 3,5001bs. bulky/debris in KBB's name.
2. April 27: Kern Schools Community Recycling Day at Bakersfield College (BC) April 27 City
Solid Waste collected 25,500 lbs. bulky/debris, 50tires in KBB's name.
1. Heather noted that BC and Kern Schools would like the annual event at BC again.
B. Shopping Cart Ordinance Inquiry Referral Update—Viri Gallardo-King
Research finds that other cities have ordinances pertaining to cart containment devices and/or a
cart retrieval policy. Both can be costly options to a business as a policy would require the City to
penalize a violating business. Councilmember Chris Parlier no longer wants to pursue these
options. However, the City began to promote cart retrieval service providers on its website. The
private sector service only applies to registered businesses. The public may report abandoned
shopping carts on cartretrieval.net or call 1(800) 252-4613. The City will also make more cart
retrieval company contact information available when possible. Meanwhile, the City does hold
unclaimed shopping carts for a period of time before sending them to the landfill.
• Jenifer noted that her point to bring this topic to KBBC was not to penalize the business
community, but to keep shopping carts at their respective store locations.
• Kevin noted that the City regularly utilizes and promotes Cart Retrieval.
• Jessica noted that County of Kern makes efforts to recycle metal shopping carts.
• Monica requested local numbers for cart retrieval are made available to the public.
Task: Viri will follow up with local phone numbers as requested by Monica.
C. Keep America Beautiful (KAB) Coca-Cola Pedestrian Recycling Receptacle In -Kind Grant Update:
Request Motion to Gift Receptacles to GET Bus for Public Use with KAB approval—John Enriquez
The downtown businesses that initially wanted to accept the receptacles changed their mind
because of maintenance concerns. GET Bus will take the receptacles and maintenance responsibility.
The receptacles are for designated bus stops.
Jessica corrected this agenda item in that KAB does not need to give approval, as this
agrees with the existing grant terms from KAB's perspective, but KAB will need an update
on how this grant was used by KBBC.

D. KBBC Tasks Status Updates — Heather Pennella
1. Downtown Rehabilitation Grant Update—John Enriquez
a. April activity— volunteers continue to paint/stain designated public benches and
pedestrian waste receptacles. A few remain to complete the list in the grant terms.
However, touchups are already required from some despite using products
recommended by the City. The budget remains near $5,700 due to in-kind
sponsorships and volunteers.
b. Request motion for new grant terms proposal for grantor
Motion to ask grantor to bank funds to access as KBB needs to retouch designated
furnishings as indicated in the original grant terms: Jenifer

2. Inquire about opening online donor recipient profile(s) for the Bakersfield Foundation to
widen KBB's potential funding sources, i.e. Kern Community Foundation (includes Give Big
Kern program).
• Mayor Goh noted that she is the president of the Bakersfield Foundation and understands
Kern Community Foundation to be the most trusted and utilized local option.
• Jessica noted that Benevity is another similar option to allow potential donors to peruse
eligible recipients online and make a contribution to accordingly. For instance Apple
selects volunteer opportunities via Senevity. Apple then gives the organization that its
employees volunteer for $25 per Apple volunteer.
Jenifer noted that Kohl's also participates in an online giving program to provide up to
$500 to an organization that it volunteers for per volunteer day.
Task: Brianna will see if someone from the Bakersfield Foundation or City Hall would
make a profile(s), or if Jessica may be able to do so for KBB with the Bakersfield Foundation as the
fiscal agent.
3. KBBC Goals—No updates.
4. TBD 1" Quarter 2020, KBBC members submit public Great American Cleanup hot spot
locations by deadline.
E. Special Projects and Programs Funding Update — Jessica Felix
1. Request motion to redirect Old Town Kern (OTK) funds due to dissolving this special
project —Amended and Tabled as follows...
Motion to table OTK budget recommendations with the contingent addition of a letter to Cal
Water requesting reduced water service fees for KBB community gardens. The determination of
Cal Water will be essential to KBBCs consideration on how to redirect funds.: Matthew

Task: Stoff will recommend at least 2 packaged options on how to redirect funds at an upcoming board
meeting.
Review community garden water usage
a. Request motion to redirect eligible KBB funds for water usage—Tabled
• Kevin and multiple KBBC members want to pursue putting water service fees on the
responsibility of the garden members. Kevin said that Cal Water and legislators declined his
requests in the past to reduce the service fee or sponsor community garden water usage.
• Brianna noted from experience that creating a fee structure may take more effort than
continuing to use sponsors/grantors to pay for the water service.
• Jessica reminded KBBC and staff that the garden adoption agreement allows but does not
require garden members to pay for water service. Water service is the responsibility of the
City. Jessica recommend that KBB redirect $3,000 of the remaining $5,000 from PG&E in
the OTK budget to cover KBB community garden water service. This amount would cover
approximately 1 year of service for both gardens with about a $500 cushion.
• Mayor Goh reminded KBBC and staff that the gardens are in low income neighborhoods.
• Matthew and Jenifer are interested in KBBC having approval rights over KBBC garden
membership guidelines. Originally it was thought best to allow the gardeners to create
their own membership fee structures and guidelines beyond what's included in the
adoption agreement.
Task: KBBC member will draft letter to Cal Water asking for discounted water servicefor KBB gardens.
F. Mayor's KAB Community Appearance Index—Mayor/John Enriquez/Heather Pennella

Average Score: 1.8 (1 is the best score possible, 4 is the worst possible(

• Mayor Goh noted that this a subjective survey.
• Heather noted that she rated the worse score and that the survey was conducted the
morning after a windy Memorial Weekend, which are factors that are known to increase the
appearance of litter.
• Mayor, John, and Heather thanked volunteers and participants.
V. New Business
A. Keep Bakersfield Beautiful Affiliation Status With KAB — Kevin Barnes
Kevin announced that KAB notified KBB during Great American Cleanup peak coordinating time that
KBB fell out of good standing with KAB. Teleconferences with KAB, Jessica, and Kevin suggest that
good standing was lost due to evolving online reporting software and conflicting login information.
• Jessica apologized to the board for the oversight and expressed her commitment and
passion for KBB and its volunteers. She also explained that the silver lining to falling out of
good standing is that the communication with KAB revealed ways that she can improve her
reports to KAB. She shared for the newer KBBC members, staff, and guests that KBB has
been the top KAB affiliate 3 times and that she would like to bring KBB back to the top.
When asked, Jessica answered that the difference between good standing and the
President's Circle is the annual reporting submission deadline with President's circle being
the early bird deadline. President's Circle status could also give an affiliate an edge in a KAB
grant opportunity.
B. Schedule KBBC KAB's Community Appearance Index— Heather Pennella
KBBC scheduled for each ward to do its survey on Saturday, June 29, 2019 from 8 - 10 AM and to
submit scores to Jessica by July 12. Substitutes should be coordinated if necessary to complete it.

C. City of Bakersfield Wastewater Cant Flush Campaign— Rosanne Padley
Evette Roldan, Engineer III, City Wastewater did a PowerPoint presentation on how flushable wipes
and other non -toilet paper products damage infrastructure at the expense of the City and at times
homeowners. Evette stressed that toilet paper is the only product that should go down the toilet
drain. Items, even when marketed as flushable, are known to cause problems. This is partof City
awareness campaign that started in April. More information is at www.cantflush.us.

VII. KBBC and Advisory Board Member Comments
Heather: She's working with Jessica to get a branded canopy and tablecloth for KBB. She
also thanked KBBC members who volunteered at the KBB booth at Garden Fest at BC in April.
She'd like battery collection to be a part of KBB booths in the future.
Theresa: The local farmers markets could be good, ongoing booth opportunities for KBB.
She also shared that she had a great time representing KBB at the Greenfield Walking Group
Garden anniversary celebration Memorial Weekend. Jessica thanked herfor attending as
she, the mayor and so many others were preoccupied with the holiday weekend.

Meeting with Caltrans
Litter Committee Notes By Carola Enriquez
Tuesday, June 25, 2019, 1:00 pm
at Caltrans Offices, 1226 Olive Drive, Bakersfield
The meeting was called to order at 1:03 pm
1. Welcome and Introductions
Everyone in Bakersfield introduced themselves, as did those
participating via teleconference from Fresno: John Liu, Deanna
Hornback, and Rafaela Leal.
2. City of Bakersfield Redwood Tree Replacement Project
Darin Budak, Assistant Director Recreation and Parks for the City of
Bakersfield reported that 3,000 to 4,000 trees were lost in the
medians and streetscapes due to the drought. 4,000 trees have been
removed and 3,000 trees replaced. The redwoods that cannot
withstand drought have been replaced by trees which provide good
shade canopy and have compact root systems, such as Crape Myrtle
and Chinese Pastiche. Thanks to Public Safety Vital Services
Measure N, there will be an additional $1.5 million to continue
removing 1,000 to 1,500 trees and replanting 1,500 to 2,500 trees.
The contract will go out soon for fall 2019 covering this work all over
the city. Hopefully the work will be done by April or May 2020. Trees
will be planted in a variety of public places including parks, replacing
existing trees or adding new ones as desired. Some trees will also be
planted along the bike path where it is not forbidden by the Corps of
Engineers because it is a levee.
3. Homeless Center Report on Caltrans Beautification Special Funding
Andrew Miles passed out copies of the January to May report on the
Caltrans beautification crews. The crews' last day is Friday, June
30`". Andrew reported that it was a great effort with a total of 16,944
bags and 243 truckloads of trash removed. They started off with 22
active employees and as of May 31, there were 35 active employees.
On July 1st, 28 of those 35 employees will remain employed with the
Job Development Program on various other crews. Andrew really
hoped to be able to use the very last of the original funding from
Caltrans if that was possible. John Liu said that he would see what
could be done about that. Andrew thanked everyone for all their hard
work and coordination with the grant process and with the
organization of the crews with Caltrans projects.
John Liu had to leave the meeting early so reported that he was still
lobbying headquarters for new fiscal year funding, although S61
cannot be used for that purpose. However, since the Governor's
priority is homelessness, he is working with that angle. The issue of
the Carmax grass fire was raised. Caltrans reported that oddly
enough, that area of Highway 99 was scheduled to be cleaned the
next day. Caltrans staff reminded everyone how vast their highway
frontage was especially considering new interchanges and the
Westside Parkway adding inventory with no more staff or budget.
John Liu reminded the group that in some areas like McFarland and
Anaheim Caltrans pays the city to take care of their own freeways.
This is certainly a possibility for other cities. John Liu reported that so
far no dollars have been set aside for the County of Kern. He was
under the impression the Sheriffs inmate crew was continuing longer,
although discussion between Sal Moretti and Becky Napier later in
the meeting indicated that the Sheriffs contract with Kern COG for
$50,000 would sunset June 30 as the Sheriff needed to move those
resources to the prison system due to budget constraints. They
anticipated those funds would to go to new County programs.
4. Bakersfield Entry Sign Tree Planting
Melissa Iger, Director of the Tree Foundation of Kern, thanked the
Worldwide Mission Society Church of God for planting 49 trees.
5. Keep Kern County Beautiful Update
Heidi Carter Escudero, reported progress towards affiliation with
Keep America Beautiful. They will probably focus on working with
other cities and communities in Kern County, which might ultimately
become affiliates themselves.

6. Results of the Mayor's Litter Index Survey
John Enriquez reported that 7 raters posted an average score of 1.8
on the most recent Mayor's Litter Index Survey, with 2.2 being the
high and 1.7 being the low. 10 areas were covered across all 7
wards.
7. Veterans Outreach Program Update
Jay Asistin reported that the veterans are on the freeways everyday
doing great work. Funding for the partnership will continue.
8. Caltrans Project Update
Caltrans staff reported lots of construction going on throughout the
Bakersfield area. Deanna Hornback reported that conversion of the
Westside Parkway sponsorships to state sponsorships would need to
be discussed. Kevin Barnes reported that there were no current or
pending sponsorships because it was unknown when the Westside
Parkway would be transferred to Caltrans. Therefore, the City could
not offer ongoing annual sponsorships.
9. Freeway Litter Partnership Update
Andrew Miles reported that other homeless work programs continue
including some work with County Supervisors David Couch and Mike
Maggard on special projects. He also reported that in 2017/2018
85 people were hired, 34 were female and 19 were single mothers
with 30 children in total. Of the 339 total people hired, 36.5% are now
fully employed. Andrew reported the city and the county are also
using homeless help on bulky waste removal.
10. Committee Member or Public Comments
John Noriega reported that the heat might affect work on some days
this summer for the Bakersfield Adult Program, but they plan to be
out cleaning downtown Bakersfield on June 26, 2019.
Hal Bopp reported that the Retirees group still needs Caltrans bags.
They plan to add Pacheco at Cottonwood to their regular rotation.
They have 10 regulars, 70% of the group are female. Tomorrow they
will be cleaning the Monterey at Union area.
Becky Napier reported that Kern COG had the $150,000 set aside for
freeway cleanup for 2019/2020. She and Sal Moretti of Supervisor
Couch's office agreed that they need to get with John Liu to clarify the
contract for the county. Becky said although there will probably be a
cleaning route establishes, they will need to have hotspots throughout
Kern County identified by Caltrans.
Heidi Carter Escudero reported on the hours of new transfer stations
open weekly at Buttonwillow and Lost Hills. Heidi also discussed their
Eco Hero Program going to 20 schools in response to an observation
that public education was of paramount importance to get litter under
control.
Blair Budai reported that Ginny Gennaro has allowed the homeless
helpers of Kern County to collect property owner's approval for
cleanups.
There was some discussion of the use of Weill Park for the homeless
under Measure N.

Graffiti Abatement Subcommittee Minutes - May 10, 2019 by Subcommittee Chair Bob Lemde
Those present were: Steve Montgomery, Donna Clopton, Pattie Salyards, Roseanne Jones and
Bob Lerude.
Meeting was called to order at 11:07 a.m.
Agency/Area updates - Steve said he has removed many `9 buy house" signs. He abated some
graffiti on signs. No meetings recently with KBB advisory board. The Jastro House across from
Happy Jacks is being looked at as a Historic Building and they are working to have it in the Na-
tional Register.
Donna discussed that there is a lot more tagging. OCAC is going to help with the Census. Mu-
rals have been done - Oildale derrick, Trout fish sign, etc. July 13th they will be power washing
sidewalks. They are also doing park surveys.

OLD BUSINESS:
. Yard of the Season
Theresa Edmonson Olson was there for the Mayor Gob to present the Yard of the
Season for Spring at the City Council meeting scheduled for Friday, June 28w. The
recognition was given to Jack and Elizabeth Romain, 7604 Feather River. Elizabeth
will be present to receive the recognition.
Yard of the Season for Summer will be presented at next month's meeting.
.Illegal Signage
John and Therese have noticed a decrease in we sale home signs and hope that it
continues. John said a lot of the signs that are up now are from the promoters for
events at the Fox Theater. John and Cathy are on the Fox Board and will discuss
with the manager.
. Support for "Rebuilding together Kern County'
Update regarding the Old Town Kern Project.
. Block to Block Proiect
Cathy Butler announced the first meeting of the 25 block captains were installed by
Mayor Gob in May due to people on vacation June meeting cancelled. Block
Captains will now be distributing questionnaires to neighbors and returning to
DBA/DBDC for review at the next Block to Block, scheduled for July 25ffi, 7:30 a.m. to
9 a.m. DBA is working this month to secure another 25 block captains and is an
ongoing project.
