Notable Items
The Bakersfield Police Department K-9 Trial will take place next Saturday, July 20th at
the Rabobank Arena with competitions taking place from 8:00 a.m.-5:00 p.m. The
event showcases the skills of our K-9 police teams locally and from across the region.
The event asks for a $2 suggested donation with a portion of the proceeds
benefitting the Armed Forces Support Foundation. See the attached flyer for more
details.

The Bakersfield Fire Department has provided the attached checklist for residents on
things to remember before, during, and after an earthquake event.
The deadline to submit comments to the City of Bakersfield Bike and Pedestrian
Safety Plan study online interactive survey map has been extended to July 31st. We
encourage all residents to take advantage of this opportunity to have your voice
included in this report. This survey will help staff get resident feedback in addition to
data collected over the year. The map can be accessed online here:

Traffic Advisories
L Street closure at 23rd Street begins Tuesday, July 16th
The contractor for the 24th Street Improvement Project will need to close L Street on the
south side of 23rd Street for one week beginning Tuesday, July 16th, at 6:00 a.m. The
around-the-clock closure will affect access to and from L Street on the south side of 23rd
Street. The closure is needed to complete drainage work in this area.
Motorists can use K Street or M Street to detour around the closure. The drainage work
scheduled through the weekend at Chester Avenue and at K Street will be completed
and the streets re-opened prior to closing L Street.
This work is not expected to impact eastbound traffic on 23rd Street or westbound traffic
on 24th Street.
Lane closure scheduled for Westside Parkway on Tuesday, July 16th
The outside westbound lane and shoulder on the Westside Parkway, between Mohawk
Street and Coffee Road, will be closed on Tuesday, while crews work on fiber optic
lines. The closure is expected to be in place between the hours of 7:00 a.m. and 4:00
p.m.
Interchange ramps are expected to remain open while work is underway. This work is
not expected to impact eastbound traffic.
K Street closure at 23rd Street; Weekend closure for Chester Avenue at 23rd Street
The contractor for the 24th Street Improvement Project has closed K Street on the south
side of 23rd Street. The closure is expected to remain in effect through Sunday, July 14th
and will affect access to and from K Street on the south side of 23rd Street. The closure is
needed to complete drainage work in this area.
Drainage work is also scheduled for this weekend at Chester Avenue. This work will close
Chester Avenue on the south side of 23rd Street, affecting both northbound and
southbound access across the intersection. Northbound and southbound motorists can
use either H Street or L Street to cross the 23rd Street/24th Street corridor while work is
underway. This will be an around-the-clock weekend closure beginning Friday, July 12th
at 7:00 p.m. and continuing through 5:00 a.m. on July 15th.
The drainage work is not expected to impact eastbound traffic on 23rd Street or
westbound traffic on 24th Street.

Motorists should be advised of two road reconstruction projects underway:
o Reconstruction of Haley Street from Columbus Street to University Avenue;
scheduled completion August 2019
o Reconstruction of District Boulevard from Gosford Road to Stine Road;
scheduled completion September 2019.
During the reconstruction of these roadways, traffic will be reduced down to one
lane in each direction. In addition, access to side streets may be affected; while on
street parking will be closed for the period of time that reconstruction is occurring in
these areas. Detours and alternate access points will be provided during these
closure periods. This will result in traffic delays, so drivers are advised to use caution
and to take alternate routes or allow extra travel time through this area. The City
thanks the public for their patience during the construction of these improvements.

Introduction:
June was an extremely busy month with two big openings of the Stadium Field at Kaiser
Permanente Sports Village on June 11th and the much-anticipated opening of the
renovated Pickleball and tennis courts at Jastro Park on June 27th. Both events were well
attended by the community.
Beal Band Concerts on Sunday evenings and Movies in the Park on Friday nights brought
hundreds of residents to free family fun events each weekend.
Aquatics programs served over 51,000 in the first month of summer. Athletics program
attendance was over 30,700.
At Camp King, approximately 1,270 free breakfasts were served in addition to 1,350 free
lunches. Meals are provided by the Kern County Superintendent of Schools to children
18 and younger.

Amtrak
• Assisted with weed clean up at north side of railroad tracks. Area 3
• On 6/28/19, staff trimmed the new BPD training Facility at California Ave and
Easton Dr.
• On 6/1/19 and 6/12/19 neighborhood informational meetings were held at
future park location at 6800 Brahma St. Beale Park
• Prepped amphitheater for Beale Band Concerts Jastro Park
• Assisted with the preparation work at the tennis courts ahead of the grand
opening.

Mesa Marin Sports Complex
• Repaired/replaced 2 valves and main line at field #3; contractors
repaired/replaced lateral line and valves at field #1. MLK
• Staff repaired and made security adjustments to the roof access and entry to
the recreation center.
Q Street
• Planted “Mexican Heather” in the planters at the intersections on Q St.
Tree Maintenance
• Staff assisted Area 3 by removing a shade sail at Stiern Park on June 5th.
• Staff delivered four bleachers and one mobile restroom to Kaiser Permanente
Sports Village for the Grand Opening of the stadium on June 11th
• Staff pressure washed the stage and rafters at the Amphitheatre at TPRW in
preparation for RBRM concert on June 14th.
• Staff delivered three mobile restrooms and one ticket booth to TPRW
Amphitheatre on June 13th for the concert on the 14th.
• Staff assisted park planning staff with an aerial lift to take pictures of Jastro Park
pickle ball and tennis court rehab project.
• Staff has completed the renovations to the center median at Calloway and
Stockdale Hwy. Staff leveled the median, repaired irrigation and replanted
four trees.
• Staff trimmed all the trees at the BPD shooting range during the month of
June.
• Staff applied an aquatic treatment to the lakes at TPRW; to control the
aquatic weeds and moss in the lakes and ponds. Trimming:
• Trees Trimmed: 53 Clearance: 44 Removals: 6 RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for the
month of June totaled 103,623 as compared to last year’s total of 94,501.
Aquatics/Attendance: 51,135
51,135 compared to 50,066 in 2018 which is a 2% increase. In the first
month of seasonal pool operations, staff had already served thousands of community members.

McMurtrey Aquatic Center:
• Monthly attendance at the McMurtrey Aquatic Center was 27,538 compared to last year’s 28,009. Although, overall McMurtrey
attendance is slightly down, attendance is up in both recreational swim and swim lessons compared to the prior year.
• Recreation Open Swim attendance was 12,041 for 27 days, this equates to an average of 445 visitors per day. Recreation open swim
runs Monday through Sunday 1:00 – 4:00 pm.
• Swim lessons attendance this month was 8,034. Session 1 at McMurtrey
had 248 participants and Session 2 had 250.
• The first Parent and Me session, designed for children 5 and under and
their guardians took place on June 21st. More than 100 participants took advantage of the morning play session in the McMurtrey activity
pool.
• The first Family Fun Night of the summer took place on June 28th from 6
to 9 p.m. at McMurtrey Aquatic Center. 444 participants attended the
evening event that included swimming, waterslides, diving boards, a
water safety and healthy beverage booth and raffle prizes.
• 100 Mile Club: 400 active members swam 13,139 miles through June.
The club has swum a combined total of 192,770 miles.
Jefferson Pool:
• Total attendance at Jefferson Pool for the month was 5,821 compared
to last year’s 4,838. This difference can be attributed to an increase in
recreational swim and swim lesson participants at this site.
• This year’s swim lessons increased from 912 last year to 1,280 this year.

Silver Creek Pool:
• Total monthly attendance at Silver Creek Pool was 13,659. Last year’s
total attendance was 13,526. Attendance was slightly up due to
increases in swim lessons and recreation swim.
• Swim lessons for Session 1at Silver Creek had 205 participants and
Session 2 had 227. Lessons have been in high demand at this site; all
levels classes for school-aged children filled for entire summer in the
first week of June.

Bathing Suit Drive:
• The community generously responded to the Bathing Suit Drive on
Friday, June 14th at all the City Pools; donating 93 new or gently used
swim suits. Wacky Fridays:
• Wacky Fridays brought a Fiesta Friday theme to Silver Creek, Jefferson,
and MLK Pools during Recreational Swim on designated Fridays. Aquatic Grants:
• First Five Kern- Aquatics staff provided 3 water safety workshops to
parents of children ages 0 to 5 years. School sites visited include: the Children’s Center at Bakersfield College, the Bakersfield Homeless
Center Discovery Depot Childcare Center, and Edison Preschool.
• Kaiser Permanente Operation Splash- All three components of the 2019 Operation Splash grant began in June, including discounted lessons,
discounted Junior Lifeguarding classes, public swim access through the Operation Splash Pass, and healthy beverage and water safety
education during swim lesson and aquatic special events.
• American Red Cross Centennial Campaign- 82 income eligible youth
received discounted lessons thanks to partnership with American Red
Cross. The grant still has openings for discounted Junior Lifeguarding
classes and $5 adult swim lessons for income eligible participants.
• USA Swimming Make A Splash Grant- The USA Swimming grant was in
high demand and filled on the first day of open enrollment. A total of
70 income eligible youth were able to participate in a $5 swim lesson in
June.

Athletics/Attendance: 30,720
• Total monthly attendance was 30,720 compared to 23,142 last June
which is a 32% increase. An Adult Softball scheduling change is the
primary reason June 2018 attendance numbers were lower than
average. The increase is much more in line with previous year’s
attendance.
Athletic Programming
• Adult Softball – The Summer Adult Softball League is made up of 84
Men’s teams and 52 Coed. T-Ball League
• The Pee Wee T-Ball and T-Ball Leagues completed their seasons on
Saturday, June 8 with an awards ceremony for all the participants and
volunteer coaches. Volunteer coaches donated 20 hours during the
month of June. Softball Tournaments
• Tarina Homes Sports Complex at Mesa Marin Hosted a National Softball Association (NSA) Slow Pitch Softball Tournament on June 8
and 9 with 38 teams participating. Beach Park and Patriots Park softball fields were also used to accommodate the large number of
teams and games played during the tournament.

Dr. Martin Luther King, Jr. Community Center/Attendance: 7,992
• Attendance was down over June 2018 due to slightly lower attendance
in the basketball gym and weight room.
• Camp King – started on June 3rd with 13 sponsored children by
BCMEMBA and various community members. Campers are enjoying
swim lessons, practicing for talent shows and arts and crafts. BPD has
been active with campers by putting on several demonstrations. Stay
Focused Ministries have been coming in once a week discussing topics such as preventing bullying, staying out of gangs and how to be
respectful to each other.
• Kern County Superintendent of Schools Free Breakfast & Lunch –
Approximately 1,270 breakfast meals and 1,380 lunches are being served to children 18 years and younger at the center.
• Beale Band Concerts – Three band concerts were held on Sunday evenings during the month of June. A combined total of 1,350 in
attendance at the concerts.
• Donations: $5,316.00 Saunders Recreational Facility/Attendance: 596
• Hockey Program: 29 Participants/ Total Attendance: 116
• Soccer Program: 10 Registered Teams / Total Attendance: 480
• There were no rentals for the month. Silver Creek Community Center/Attendance: 2,552

NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be
assigned to cleaning plugged drains and part circle culverts. This also applies when a large
number of street sweepers are in Fleet for repairs. Areas that have been missed during this time
will be swept at the end of the month only when possible.
