OFFICE OF THE CITY MANAGER
July 19, 2019
TO: Honorable Mayor and City Council
FROM: Alan Tandy, City Manager
SUBJECT: General Information
Notable Items
The July 2019 edition of the Bakersfield Public Safety and Vital Services
Measure newsletter is now available! The newsletter is a monthly
publication highlighting the progress on several key priorities funded by the
Measure, including the status of public safety hiring, homelessness
reduction efforts, economic development activities and quality of life
projects. Read the newsletter here.
A big thanks goes out to several departments that responded quickly to the
earthquakes that struck Ridgecrest on July 4th and 5th. Staff from the
Bakersfield Police Department, Bakersfield Fire Department, Public Works
Department, Development Services Department and City Manager’s
Office coordinated and provided mutual aid in response to the events.
Staff worked closely with Ridgecrest and County officials to ensure
resources were available for immediate response and recovery.
Additionally, staff coordinated with the Federal Emergency Management
Agency and California Office of Emergency Services to stage equipment
and supplies at the City’s municipal airport. Although an emergency of this
kind is never desired, City staff is trained and prepared to respond both
locally and when mutual aid in other communities is needed.

Traffic Advisories
Work will continue at Chester Avenue, requiring an around-the-clock
closure beginning on Friday, July 19 at 7 p.m. and continuing through
Monday, July 22 at 5 a.m.
A project is underway to reconstruct the roadway on Panama Lane from
Mountain Vista Drive to Old River Road and Old River Road from Panama
Lane to Gazelle Creek Lane. During the reconstruction of the roadway,
Eastbound Panama Lane from Mountain Vista Drive to Old River Road will
be closed. Southbound Old River Road from Panama Lane to Gazelle
Creek Lane will also be closed. Traffic detours and alternate access points
will be provided during this closure period. This may result in traffic delays;
therefore, drivers are advised to use caution and to take alternate routes
or allow extra travel time through this area. All street work on this project is
scheduled to be completed August 2, 2019.
Drainage work for the 24th Street Improvement Project continues along 23rd
Street and the closure at K Street (on the south side of 23rd Street) remains
in effect. This closure is expected to remain in place for another week.
The closure at L Street, on the south side of 23rd Street, previously planned
for this week will be rescheduled following the conclusion of the work at
Chester Avenue and K Street.
The drainage work at these locations is not expected to impact eastbound
traffic on 23rd Street or westbound traffic on 24th Street.
