HomeMy WebLinkAboutRES NO 102-19RESOLUTION NO. 102 - 1 9 A RESOLUTION OF LOCAL SUPPORT FOR REGIONAL SURFACE TRANSPORTATION PROGRAM (RSTP) AND HIGHWAY INFRASTRUCTURE PROGRAM (HIP) PAVEMENT REHABILITATION PROJECTS WHEREAS, Regional Surface Transportation Program (RSTP) and Highway Infrastructure Program (HIP) (herein "Federal Funds") consists of monies used for pavement rehabilitation projects. WHEREAS, The City of Bakersfield (herein "APPLICANT') is submitting applications to the Kern Council of Governments (herein "Kern COG") for $5,117,000 in RSTP and $1,315,000 in HIP in Fiscal Year 2020-2021 and $5,114,000 in RSTP in Fiscal Year 2021-2022 for a total of $11,546,000 in Federal Funds for the following projects: Fiscal Year 2020-2021: • Pavement Rehabilitation 2020-2021 RSTP-HIP: New Stine Road from Ming Avenue to Stockdole Highway; • Pavement Rehabilitation 2020-2021 RSTP-HIP: South H. Street from Panama Lane to Pacheco Road. Fiscal Year 2021-2022: • Pavement Rehabilitation 2021-2022 RSTP: California Avenue from Union Avenue to Washington Street; (herein referred collectively as "PROJECTS"); and WHEREAS, APPLICANT has the financial capacity to complete, operate and maintain the PROJECTS: and WHEREAS, APPLICANT will ensure that funds required from other sources will be reasonably expected to be available in the time frame needed to carry out the PROJECTS; and WHEREAS, APPLICANT is authorized to execute and file an application for funding the PROJECTS under the RSTP Program and HIP Program; and oF0AKF9m > r r I Page 1 of 3 Pages - 0 ORIGNAL NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Bakersfield as follows: SECTION 1. APPLICANT will provide $833,333 in Fiscal Year 2020-2021 and $662,573 in Fiscal Year 2021-2022 for a total of $1,495,906 in local matching funds. SECTION 2. APPLICANT understands that the RSTP and HIP funding for the PROJECTS is fixed at the approved programmed amount, and that any cost increases must be funded by the APPLICANT from other funds, and that APPLICANT does not expect any cost increases to be funded with additional Federal Funding. SECTION 3. APPLICANT understands the funding deadlines associated with these funds and will comply with the program implementation procedures described in Chapter 2 of the Kern COG Project Delivery Policies and Procedures manual. SECTION 4. PROJECTS will be implemented as described in the complete application and in this resolution and, if approved, for the amount programmed in the Federal Transportation Improvement Program (herein "FTIP" ). SECTION S. APPLICANT and the PROJECTS will comply with the requirements as set forth in the program. SECTION 6. APPLICANT authorizes its City Manager, or designee to execute and file an application with Kern COG for Federal Funding for the PROJECTS as referenced in this resolution.
