HomeMy WebLinkAboutRES NO 101-19RESOLUTION NO. 1 01 19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD SUPPORTING SENATE 5 BILL (BEALL, MCGUIRE, PORTANTINO) AS CURRENTLY PROPOSED RECITALS WHEREAS, the State Legislature approved the dissolution of over 400 Redevelopment Agencies (RDAs) in California during fiscal year 2011-2012; and WHEREAS, property tax revenues have been used to pay existing bonds, and pass-through payments to local governments; and WHEREAS, the State realized an annual loss of $1 billion in funding for low - and moderate -income housing; and WHEREAS, remaining property taxes revenues are allocated to cities, counties, special districts, school and community college districts to provide critical resources and preserve public services; and WHEREAS, Successor Agencies (SAs) were established to manage redevelopment current projects, make payments on obligations, and dispose of redevelopment assets and properties; and WHEREAS, proposed legislation Senate Bill 5 (Beall, McGuire, Portantino) would create local -State partnerships to provide up to $2 billion annually to fund State approved affordable housing, infrastructure, and economic development projects to advance state and local priorities; and WHEREAS, 2D19-2020 fiscal year State budget projections indicate a surplus which would allow the restoration of financing mechanisms to support local efforts to build more affordable housing, improve infrastructure, further address poverty, and provide more opportunities in underserved communities NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Bakersfield as follows: 1. The above recitals are true and correct 2. The City Council hereby confirms its support for SB 5 (Beall, McGuire, Portantino) 3. The Mayor is hereby authorized to send a letter of support and a copy of this resolution to the following: a. Honorable State Senator, 16th District, Shannon Grove; b. Honorable State Assembly Member, 34th District, Vince Fong; c. Raj Rakkar, South San Joaquin Valley Regional Public Affairs Manager, League of California Cities; and d.
