Notable Items
This past Tuesday, the Board of Supervisors approved moving forward with the
regional public safety communications system project. This project will upgrade and
enhance the public safety radio system for both City and County first responders.
Rather than operating two separate and obsolete systems, this project will modernize
radio infrastructure, which will enhance emergency response capabilities and first
responder safety both during day-to-day operations and in the event of a large-scale
emergency. Working collaboratively with the County is anticipated to result in cost
savings in comparison to each agency procuring new radio systems separately, thus
resulting in the best value to the taxpayers. Staff anticipates a request for proposal to
be jointly issued later this summer and awarding of the project within the current
calendar year. As a reminder, the City Council approved the first of two anticipated
capital allocations as part of the Fiscal Year 2019-20 budget. The allocation was from the Public Safety and Vital Services Measure. Without this funding, this critical
infrastructure upgrade would not be possible.
In celebration of the 29th anniversary of the Americans with Disabilities Act of 1990,
Representatives from the City of Bakersfield were invited to speak at the annual
celebration by the Independent Living Center of Kern County. Mayor Goh presented
a Certificate of Recognition to Jimmie Soto, Executive Director of ILC and thanked them
for the wonderful services they provide to individuals with disabilities in our community.
Management Assistant Nathan Gutierrez gave an update on ADA projects around the
City of Bakersfield and explained how
residents can actively engage with local
government.
The public is invited to the first of three-monthly Family Fun Night event at McMurtrey
Aquatic Center hosted by the Recreation and Parks Department beginning tonight

Thanks to special grant funding, the American Red Cross and Kaiser Permanente are
bringing Jr. Lifeguard Courses for boys and girls ages 11-15, Monday-Thursday from
6:05-7:05 p.m. The classes run August 5th- 15th with spots available at Jefferson Park,
M.L.K. Park and McMurtrey Aquatic Center. Income eligibility is required. For more information, please see the flyer here.
Join the celebration of National Night Out on Tuesday, August 6th at Rabobank Arena

The Bakersfield Police Department periodically offers an interactive training, “Principled Policing” for interested city residents who would like to provide different
perspectives of their interactions with officers while also learning what it is like to provide police services in local neighborhoods. It is an opportunity to make a

Traffic Advisories
State Route 99 Long-Term Traffic Switch
The Department of Transportation (Caltrans), in cooperation with Brosamer & Wall Inc.,
announced long-term traffic switch on State Route 99 started Sunday night in the city of
Bakersfield as part of construction on the Bakersfield 99 Rehab project.
The following changes are in effect:
o The #1 (left) lane of Northbound State Route 99 will be diverted onto the
Southbound State Route 99 side of the center median between Palm Avenue and
Olive Drive.
o The #1 (left) lane will be a through lane during this stage of construction and will
not have off-ramp access between California Avenue and Olive Drive.
o This traffic switch is anticipated to continue until Summer 2020, at which time the
traffic switch will reverse for work on Southbound State Route 99.
o State Route 99 will have 3 lanes of traffic open in each direction during normal
and peak traffic times.
Centennial Corridor Construction Begins- La Mirada Drive Closure
Construction of the Centennial Corridor Mainline has begun and excavation activities for

the new bridge at La Mirada Drive will soon be underway. This will require the closure of
La Mirada Drive at the freeway alignment, beginning Thursday, August 1.
Construction of the new bridge is expected to take 9 months to complete. Residents can
use Marella Way to cross the alignment while the bridge is under construction.
Long-Term Closure of Northbound State Route 99 at Rosedale Highway/24th Street
Caltrans will be closing the northbound 99/Rosedale Highway/24th Street exit for 55 consecutive days beginning the week of August 12th . The closure will allow for the
construction of an auxiliary lane at the off-ramp. The two outside lanes on State Route 99 will also be closed in this area and traffic will be shifted to the median/inside lanes.
Northbound motorists can exit at Buck Owens Blvd. then return south to Rosedale Highway/24th Street. The closure is not expected to affect east-west traffic.
This work is part of the Bakersfield State Route 99 Rehab project, which is rehabilitating
the pavement between the Palm Avenue overcrossing and the Beardsley Canal Bridge.
Traffic Control at State Route 43 (Enos Lane) and Stockdale Highway
Construction has begun on a new roundabout at State Route 43 (Enos Lane) and
Stockdale Highway.
Drainage and re-striping work will require traffic control from Tuesday, July 23rd through
Friday, July 26th between the hours of 6 a.m. and 6 p.m. The contractor also plans to set
temporary concrete barrier rail on Monday, July 29th between the hours of 6 a.m. and 2
p.m., which will also require traffic control.
Flagging personnel may need to stop traffic for up to 15 minutes at a time. Motorists are
encouraged to use alternate routes or allow extra time to reach their destinations if they
must travel through this intersection.
Nighttime lane closure scheduled for Westside Parkway/Truxtun Avenue off-ramp
The contractor for the Kern River Bridge Improvements began placing concrete for the
widened Kern River Bridge deck Tuesday night. The deck will require a total of four
concrete pours (scheduled for July 24th , 28th , and 29th). Due to the extreme daytime
temperatures, these concrete pours are scheduled to begin at 9 p.m. and each will take
more than eight hours to complete.
Traffic impacts are only expected to occur on Monday night, July 29th, with a single lane
closure on the eastbound Westside Parkway off-ramp to Truxtun Avenue. The remaining
lane on this off-ramp is expected to stay open to traffic while work is underway.
L Street closure at 23rd Street- Starting Monday, July 29th
The contractor for the 24th Street Improvement Project will close L Street on the south side

of 23rd Street beginning Monday, July 29th, at 6 a.m. The around-the-clock closure is
expected to remain in effect for one week.
The closure will affect north-south access to and from L Street on the south side of 23rd
Street only. Motorists can use K Street or M Street to detour around the closure. This work
is not expected to impact eastbound traffic on 23rd Street or westbound traffic on 24th
Street.
The closure is needed to complete drainage work in this area.
Traffic Delays on Wible Road- Stockdale Highway and Belle Terrace
Motorists should anticipate traffic delays on Wible Road from Tuesday, July 29th through Friday, August 2nd. Traffic control will be needed between Stockdale Highway and Belle
Terrace while the contractor removes falsework from the new northbound State Route 99 to eastbound State Route 58 connector bridge. Flagging personnel will be stopping
traffic for up to 10 minutes at a time between the hours of 6 a.m. and 4 p.m.
Installation of shoring for the new retaining wall along northbound State Route 99 will require the closure of southbound Wible Road between Belle Terrace and Ming Avenue.
This closure is also expected to be in effect between the hours of 6 a.m. and 4 p.m.,
Tuesday through Friday. Southbound vehicles will be detoured at Belle Terrace. The
detour route will follow Belle Terrace to H Street, south to Ming Avenue, then west on Ming
Avenue to return to Wible Road. Northbound Wible Road is expected to remain open
while this work is underway.

The American Red Cross Junior Lifeguard Program is designed to build a foundation of
knowledge, attitudes and skills for future lifeguards. Participants will improve swim strokes
and learn valuable life saving skills. Basic swim skills are necessary.
Please remember to bring your towel and a swim suit.
Thanks to a grant program from Kaiser Permanente and American Red Cross there are $5 Jr.
Lifeguarding courses available for boys and girls ages 11 –15 years. Spots available at Jefferson,
McMurtrey Aquatic Center, and M.L.K.; income eligibility is required.

Maintenance Grind & Pave on Hughes between Planz and White Lane
Maintenance Grind & Pave on Riverlakes between Coffee and Olive Dr
Sealing streets in the area south of Stockdale Hwy between Allen and Old River
Grind & Pave in the area between Riverlakes and Coffee from Hageman and Olive.
Miscellaneous Streets Division projects:
Video inspection of City owned sewer and storm lines to evaluate condition of pipes
Repairing damaged sewer line found during video inspection
Miscellaneous concrete repairs throughout the City
Constructing a sump on 1st Street and V Street
Concrete at various GET Bus Stop throughout the City of Bakersfield
Concrete work in the Oleander HUD area
Concrete work in the Wilson Rd HUD area
NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be
assigned to cleaning plugged drains and part circle culverts. This also applies when a large
number of street sweepers are in Fleet for repairs. Areas that have been missed during this time
will be swept at the end of the month only when possible.
