A. Goals Update —KBB Goals Leads
• Social Media: Jessica handed out a goals update and media liability waiver. On behalf of
Crystal, she asked KBBC to follow KBB social media immediately if not already doing so.
Crystal started the Social Media Ad Hoc Committee. She wants to make increasing
followings the primary goal. She wants to use Instagram to gain followers on Facebook.
Nate and Heather noted more posts on Facebook lately have been good. She reminded
committee members that they can tag and hashtag KBB social media. Jessica noted that a
post spotlighting John Enriquez is the best performing organic post to date for KBB. She said
she will spotlight each KBBC member unless a KBBC member requests not be featured. She
also shared that the City webmaster explained that a Facebook reaction, i.e. a heart or wow
will keep a post in a newsfeed longer than a like. Jessica mentioned that she is looking into
an app that KBBC members could upload potential social media content for her to consider.
Brianna confirmed that, that's fine as long as only staff is posting and there is a secure
password for staff only. Brianna also said that the City's incoming Public Information Officer
will be able to help. Brianna says that the City is discouraging KBB from online direct
donations, i.e. Facebook and Instagram donation buttons at this time. The City needs more
time to look into whether or not these options should be received so freely for KBB while
City departments must go through City Council for most funding arrangements. Jessica
noted that the City Solid Waste Division does not have a way to receive credit card
donations, however PayPal is an option for Bakersfield Foundation donations. Kevin
explained that donations are deposited into the Bakersfield Foundation. Solid Waste makes
the purchases for KBB with its operation budget. Then Solid Waste works with the
Bakersfield Foundation to transfer eligible funds to reimburse Solid Waste. Anastasia noted
PayPal has a memo option. Heather added that from her professional experience, many
people don't use the memo option.
• Online Calendar: The webmaster is going to see if there is a way to link KBB's website
calendar to other calendars, i.e. KBBC members and KBB volunteers interested in synching it
with their personal online calendars, i.e. Outlook or Google calendar.
Task: Brooks and Jessica will meet, ideally with the webmaster.
• Set Kern Community Foundation Profile for the Bakersfield Foundation: Brianna will follow
up with Heather on the inquiry.
• General KBB Fundraiser: Heather has this tabled until she knows how this would work.
Monica asked if the Christmas cookie fundraiser would be an example of this. Jessica said
yes, it's a way that KBB received cash donations which KBB could direct the use. John
explained that the home that we had done this at is no longer interested in doing this with
KBB. Monica suggested finding another house. Heather thinks this could be a good way to
get PR if the work balance to funds raised makes sense. Heather thinks $5,000 or more
incoming would be a worthwhile project to create. Mayor Goh cautioned against a gala
which take a lot of time and funds to produce.
Task: Monica will look into getting o feature on KBB in Westchester community magazine.
The October issue is the one that features Christmas season activities.
• Beautiful Business Recognition: John and Heather are considering the In -N -Out Burger on
Stockdale Hwy. for its xeriscape design.
Task: Heather will email Jessica a photo and bullet points to make a social media post to
promote the program and announced that public recommendations are possible.
• Tree Planting Calloway: John will confirm the jurisdiction. John wants to know if this
something KBB would like to do with the Tree Foundation of Kern or on KBB's own. Jessica
said that's up to the committee, but to remember that KBB has its own grant funds available
for trees. So it may be best for KBB to finish its grant obligations before leveraging other
opportunities. John thinks about $1,500 is needed. The planting will be set for late fall or
spring.
• Tree Planting Caltrans Jurisdiction: This effort is to plant trees since Caltrans removed trees
on Hwy 99 and Hwy 58 due to construction. Westside Parkway is a site possibility when
Caltrans takes it over and adds irrigation.
• Tree Planting Hwy 99 Bakersfield: This goal has been achieved. Nearly 100 volunteers
planted 49 trees. There is an opportunity to plant more trees at this location.
1. 5 Year Plan: Jessica this: KBBC started this in 2018 to outline where KBBC wants to be in
2022. She wants KBBC to review it and see if there are any updates or edits needed.
Task: Jessica will email the 5 year plan to KBBC.
B. KBBC Tasks Status Updates—Heather Pennella
1. Downtown Rehabilitation Grant Update — John Enriquez: This project will move forward
again in September or October.
Task: John needs to get grantor approval for KBBC to bank funds to access as KBB needs to retouch
designated furnishings as indicated in the original grant terms.
2. Letter from KBB to Cal Water
Task: Jessica will send bullets to Mayor Goh for Mayor Goh to broach the subject with Cal Water. If
Cal Water is interested, then Heather will follow up by drafting a formal letter.
C. Special Projects and Programs Funding Update—Jessica Felix: Tabled by Heather at Request of
Ray.
1. Request motion to redirect Old Town Kern funds due to dissolving this special project

D. KBBC Community Appearance Index —KBBC: Heather thanked KBBC for the effort. Most but not
all wards did all the indices. Many wards need to submit the hard copies to staff.

It's in coordination with the California Resource Recovery Association conference to be more
accessible to government officials. Ray will be there. All KBBC members are welcome to attend. A
remote online option is in progress. Ray will forward webinar information to KBBC.
C. Volunteer Liability and Image Waiver—Jessica Felix: KBBC members present signed and
submitted it to Jessica. Viri explained that every volunteer possible is to sign this waiver. The waiver
would be good for the fiscal year.
Task: Viri will look into Heather's suggestion to see if the waiver could be built into online
registration, i.e. Eventbrite. Viri will also look into any blanket protection for government entities.

• BC Shopping Cart Service is a local shopping cart removal business ran by Jesus Flores, but staff has not
been able to find a public phone number.
VII. KBBC and Advisory Board Member Comments
• Anastasia: Thanked John for substituting for Ward 1 on the Community Appearance Index so she could
attend her daughter's show.
• Sophia: Jessica sent me KAB recycling contest information. Sophia will incorporate Recycle Bowl
promotions into KBB's After School Program, An Education Subcommittee lunch time meeting will be
scheduled for July 23.
• Cathy: A DBA Block to Block meeting will be held on Thursday, July 25 at 7:30 AM at the Association of
Realtors.
• John: Thanked the following volunteers:
o Kern Adult Program, June 26 Downtown Cleanup (next cleanup 9:30-11:00 AM, July 22)
o Bakersfield City School District Boys to Manhood 8:30-10:30 AM, July 19 at Lowell Park
o Southwest Carpenters Union and Liberty High School cleaned up Park at Riverwalk July 5 after the
0 of July event. Approximately 70 volunteers cleaned up 50 bags of litter.
o Mayor Goh for an upcoming a presentation and breakfast to the Bakersfield Homeless Center.
o Heather: She will volunteer to do a KBB booth at the Bakersfield Police Department's National
Night Out from 6 —9 PM on August 6 at the Rabobank Convention Center if other KBBC members
will help her.

WAIVER OF LIABILITY FOR LITTER/ILLEGAL DUMP CLEAN-UP AND
PHOTO/VIDEO RELEASE
1. In consideration for being allowed to participate as a litter/illegal dump
clean-up volunteer for the City of Bakersfield, Keep Bakersfield Beautiful Committee
(KBB), the undersigned, for himself/herself and any personal representatives, heirs, and
next of kin, hereby acknowledges, agrees and represents that he/she has voluntarily
undertaken the services involved in the litter/illegal dump clean-up and the
undersigned hereby releases, waives, discharges and covenants not to sue the City of
Bakersfield, its officials, officers, employees or agents with regard to liability to the
undersigned, his/her personal representatives, assigns, heirs, and next of kin for any loss
or damage, and any claim or demands therefor on account of injury to the person or
property resulting in death of the undersigned, his/her personal representatives, assigns,
heirs, and next of kin whether caused by the negligence of the City of Bakersfield or
otherwise while the undersigned is participating in the litter/illegal dump clean-up.
2. The undersigned hereby assumes full responsibility for and risk of bodily
injury, death or property damage due to the negligence of the City of Bakersfield or
otherwise while participating in the litter/illegal dump clean-up. The undersigned
further expressly agrees the foregoing release and waiver of liability is intended to be as
broad and inclusive as is permitted by the law of the State of California and that if any
portion thereof is held invalid, it agrees that the balance, notwithstanding, continue in
full force and effect.
3. The undersigned hereby grants permission to the City of Bakersfield,
specifically KBB, to use his/her likeness and/or that of his/her child/children and/or
family, whether through the use of photographs, film, videotape, or other media, for
KBB promotional and public outreach purposes. The undersigned understands that
his/her likeness may be used in KBB publications, literature, the internet, or other visual
means that KBB may choose to use to promote KBB, its programs, and its activities.
4. THE UNDERSIGNED HAS READ AND VOLUNTARILY SIGNS THIS RELEASE AND

2.1.1 According to the KBB budget spreadsheet, the Old Town Kern Project has a
balance of $13,700, roughly broken out to: $3k- utility box murals, $5k -
trash can grant, and $Sk miscellaneous projects. Jessica to send correct
budget numbers out with KBB Board meeting materials.
2.1.2 Out of (6) utility box murals, 3-4 are complete and 2-3 are pending permits.
Jessica will follow up with artists on pending permit process. Jessica to
follow up on pending permits.
2.1.3 Trash cans have not been purchased yet According to Jessica, Jenifer
Pitcher had ongoing discussions with the Mission at Kern County to service
trash cans, Monica will follow up with Jennifer on her POC from the Mission.

will follow up with KBB Board on how trash installation process worked
downtown at next board meeting. Jessica sent "Adopt an Area

2.2 Greenfield Walking Group Status Update (5224 Jonah Street- Ward
2.2.1 Garden recently finished up their winter cleanup and planting.
2.2.2 Ayearly celebration will be hosted at the garden on 5/25/2019 from 8 -10
am, Jessica will post this event on KBB social media. KBB posted about the
event on social media, subcommittee to follow up with Rosalba and
Gema at next meeting for event pictures.
2.2.3 Garden group meets at the garden the 2nd Monday of the month at 6 pm,
followed by a regular garden cleanup that following Friday. Meetings will
be shared on KBB social media.
2.2A Issues discussed included garden tools and green trash cans that go missing.
Jessica mentioned following up with the city on replacements.
2.2.5 Garden group was receptive about KBB sharing their upcoming events and
monthly meetings on KBB social media. CLOSED.

2.3 Seeds of Inspiration Community Garden (405 Eye Street- Ward 2):
2.3.1 Jessica communicated that this garden had a volunteer group that tends to
ebb and Flow, security has been an issue in the past (shed got broken into),
and recently Carla Palm was designated on the adoption agreement.
2.3.2 Monica will follow up with Carla on attending the next monthly
subcommittee meeting.

3.1 Tree Foundation Trees
3.1.1 Free trees through the Tree Foundation, contact Melissa Iger.
Subcommittee discussed planting trees in the Northwest to benefit the
City of Bakersfield Air Quality. NOR Parks and Rec is interested and
will fund the maintenance of the trees. However planting trees in
alternate location such as Old Town Kern could be more impactful,
however unclear if business owners would be interested in
maintaining trees.

3.2.1 Subcommittee discussed if the Cal Water Donation to GAC could be
transferred to Seeds of Inspiration water bill instead. (Post meeting
Jessica clarified that GAC Cal Water Donations are not guaranteed).
3.3 Adopt a Street Program
3.3.1 Discussed similar agreement for Westside Parkway to be used for
Adopt a Street Program:
• Yearly Parkway Sponsorship moving from $6700/yr to $2,000/Yr
• Would like to see $100/year donation for each Adopt a Street with a
business name. Possibly a $50/Yr Donation for all others.

3.1 Tree foundation Trees
3.1.1 07/01/2019 - Free trees through the Tree Foundation, contact Melissa Iger.
Subcommittee discussed planting trees in the Northwest to benefit the City
of Bakersfield Air Quality. NOR Parks and Rec is interested and will fund the
maintenance of the trees. However planting trees in alternate location such
as Old Town Kern could be more impactful, however unclear if business
owners would be interested in maintaining trees.

Those in attendance were the following:
Crystal Pinthong, KBB Ward 5; Steve Montgomery, KBB Advisory Board; Karl Hunt, Kern County
General Services and Bob Lerude, KBB Ward 6.
Agency/Area updates: Karl Hunt from General Services reported they have missionaries volunteering
abating graffiti and picking up trash at Lamont and Heritage parks. Ivan an employee of General Services
went to Rosamond to abate graffiti on a large wall. They are using gratuitous service agreements for
volunteers in the parks. Vandalism is continuing to be a major issue costing a lot of money in the parks.
County said they would not be using the City app due to the cost.
Steve from the Advisory Board is abating graffiti on signs when he sees it. There is not as much
currently. There is also a decrease currently in the "buy house" signs.
Donna Clapton sent an e-mail to let the group know they have two new murals in Oildale.
Discussion for speakers in July and August. Want to try and get the Sheriff or DA to speak to the sub-
committee regarding graffiti. Karl will be gone in August.

. Illegal Signage - Stephen announced We Buy Home signs are back and he has
taken down this past week at least 30. After discussion Stephen will speak with
Councilmembers Gonzales and Parlier about enforcing the illegal sign ordinance.
Support for "Rebuilding together Kern County"
4 homes across from Luigi's in Old Town - Tony was unable to attend
understand work in progress.
Block to Block Project - The committee thought KBB should support
DBA/Downtown Business Development Corporation's Block to Block Project and to
ask Jessica to put future agenda for a presentation to be made to the KBB
Committee.
