HomeMy WebLinkAboutRES NO 115-19RESOLUTION NO. 1 1 5— 17 A RESOLUTION DISPENSING WITH BIDDING UNDER SECTION 3.20.060.D.6 OF THE BAKERSFIELD MUNICIPAL CODE RELATING TO DESIGN/BUILD CONSTRUCTION PROCUREMENT PROCESS FOR THE SCADA SYSTEN WHICH WILL PROVIDE REAL- TIME MONITORING OF RIVER WATER FLOWS AND ALLOWS FOR THE DATA TO BE ARCHIVED. RECITALS WHEREAS, the use of design/build methodologies has been shown to be an effective method of reducing construction costs; and WHEREAS, the use of design/build joins the construction and design of a project under one single legal entity thereby reducing conflicts; and WHEREAS, the City Council believes the use of design/build is appropriate for certain unique projects where specialized design or construction methods are necessary or special design expertise must be employed; and WHEREAS, the City Council believes the public and the procurement process can be adequately protected through the use of a fair competitive process for choosing a design/build entity which best serves the interests of the City; and WHEREAS, the Water Board approved the Resolution to be referred to full council on July 10t°, 2019. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and are incorporated herein by reference. 2. The SCADA project is appropriate for design/build because of the specialized nature of the design or construction or because specialized design expertise must be employed. 3. The SCADA project justifies an exception to the bidding process and the City Council hereby determines that the work, supplies, equipment and material can best be obtained through the design/build construction procurement process. 4. Upon adoption of this Resolution, the Water Department Manager is authorized to proceed with the design/build procurement process, as set forth in the Bakersfield Municipal Code Section 3.20.060D.5, at al, for the SCADA project. 5. The Water Department Manager shall recommend a design/build entity that combines appropriately licensed contracting, architectural and engineering services, as needed, into one legal entity. & The Water Department Manager shall invite no less than three appropriate design/build entities to participate in the selection process. The Water Department Manager shall, in a timely manner, bring the contract for award of the project to the City Council for approval with a report setting forth the reasons the award is recommended to the chosen design/build entity.
