A RESOLUTION OF APPLICATION PROPOSING
PROCEEDINGS FOR ANNEXATION OF TERRITORY TO THE
CITY OF BAKERSFIELD IDENTIFIED AS ANNEXATION NO.
669, LOCATED AT THE SOUTHWEST CORNER OF THE
PANAMA LANE AND PROGRESS ROAD INTERSECTION
(WARD 5).
WHEREAS, the City of Bakersfield desires to propose a change of organization, to
wit, the annexation to the City of Bakersfield of the hereinafter -described territory,
pursuant to Section 56654 of the Government Code of the State of California; and
WHEREAS, the proposed annexation territory is within and consistent with the City
of Bakersfield Sphere of Influence boundary; and
WHEREAS, the City of Bakersfield agrees to annex the territory located at the
southwest corner of the Panama Lane and Progress Road intersection; and
WHEREAS, the City agrees to serve the territory upon annexation; and
WHEREAS, the property owners of the territory have consented to annexation;
and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that it
hereby finds and determines as follows:
The above recitals, incorporated herein, are true and correct
2. That the City of Bakersfield hereby proposes the annexation to the City of
Bakersfield of the territory in Exhibit "A" and shown on map marked Exhibit
"B" for the project attached hereto, and made a part of this resolution as
though fully set forth herein, located at the southwest corner of the
Panama Lane and Progress Road intersection.
3. That a plan for providing services within the affected territory of the
proposed annexation, in accordance with the provisions of Section 56653
of the Government Code, is marked as Exhibit "C", attached hereto and
made a part hereof as though fully set forth herein.
4. That this proposal for change of organization, to wit, annexation, is made
pursuant to the Cortese -Knox -Hertzberg Local Government
Reorganization Act of 2000, and it is requested that proceedings be
authorized for annexation in accordance therewith.
5. That the reasons for the proposed change of organization are that the
owners of the affected territory desire to receive municipal services from
the City of Bakersfield and the City desires to receive tax revenues for
benefits given and to be given to the territory proposed to be annexed.
6. That this proposed annexation territory and the pre -zoning therefore was
adopted by the City Council and a notice of exemption for the
annexation is determined to be adequate for the annexation proposal.
7. That the laws and regulations relating to the preparation of a notice of
exemption as set forth in the California Environmental Quality Act have
been duly followed.
8. That the territory proposed for annexation as described herein has been
determined to be uninhabited pursuant to Section 56046 of the
Government Code.
9. That the territory proposed for annexation as described herein has been
determined to have 100°% property owners consenting to annexation.
10. That the territory proposed for annexation as described herein is within the
City of Bakersfield Sphere of Influence boundary.
11. That the names of the officers of the City of Bakersfield who are to be
furnished with copies of the Executive Officer's Report and who are to be
given mailed Notice of Hearing, if any, are:

TO THE CITY OF BAKERSFIELD
Being a portion of the Northwest quarter of Section 29 Township 30 South. Range 27 East,
Mount Diablo Base and Meridian, in the County of Kern, State of California, more
particularly described as follows:
Commencing at the Northwest Section comer of Section 29 said point also being the
intersection of Panama Lane and Old River Road; thence South 89014'59" East along the
North line of said Section 29 also being the centerline of said Panama Lane a distance of
2539.30 feet to the intersection with the Northerly prolongation of the East line of parcel
described in Grant Deed recorded November 11. 2004 filed in the office of the Kern County
Recorder as Document No. 0204278266; thence departing said North line of Section 29 and
centerline of Panama Lane South 00°34'47" West along said Northerly prolongation a
distance of 30.00 feet to the Northeast comer of parcel described in said Grant Deed and
the South right-of-way of said Panama Lane point also being on the existing City of
Bakersfield corporate boundary also being the POINT OF BEGINNING, thence along the
following four courses:
(1) Continuing South 00034'47" West along the East line of said parcel a distance of
260.40 feet to the Southeast comer of said parcel also being a parcel comer of
Parcel 2 of Lot Line Adjustment 53-09 per Certificate Compliance recorded January
27, 2010 filed in the office of the Kern County Recorder as Document No.
0210010597; thence
(2) North 89°14'59" West along the South line of said parcel a distance of 150.00 feet to
the Southwest comer of said parcel also being a parcel comer of Parcel 2 of said Lot
Line Adjustment 53 09; thence
(3) North 00034'47" East along the West line of said parcel a distance of 260.40 feet to
the Northwest comer of said parcel also being a parcel comer of Parcel 2 of said Lot
Line Adjustment 53-09 and a pant on the South right-of-way of said Panama Lane
also being a point on the existing City of Bakersfield corporate boundary; thence
(4) South 89014'59" East along the North line of said parcel, also along said South right-
of-way line of Panama Lane and City of Bakersfield corporate boundary a distance
of 150.00 feet to the Northeast comer of said Parcel and the POINT OF BEGINNING.
