SPECIAL MEETING - 5:15 PM
1. ROLL CALL
Present: Mayor Goh, Vice -Mayor Parlier, Councilmembers Rivera
(seated at 5:16 p.m.), Gonzales, Weir, Smith, Freeman,
Sullivan seated at 5:27 p.m.)
Absent: None
2. PUBLIC STATEMENTS
Curtis Bingham, Sr. expressed appreciation and gave blessings to
City Manager Tandy, Mayor, and Councilmembers, for the work
they do for the City.
b. Nick Ortiz, President of the Greater Bakersfield Chamber of
Commerce, spoke in support of using a professional recruitment
firm to conduct a national search for the City Manager position;
and believes the recruitment should also include some process for
public engagement with the finalists.
C. Michael Turnipseed, Kern County Taxpayers Association, also spoke
in support of using a professional recruitment firm for the City
Manager position; strongly feels the recruitment process should be
open and transparent; and stated he has not yet been provided
with the items he requested such as deferred maintenance and
equipment replacement lists.
3. WORKSHOPS
a. City Manager Selection - Initial Phase
(Staff recommends City Council determination.)
Assistant City Clerk Legge announced a staff memorandum was
received regarding item 3.a., transmitting correspondence from
the Chamber of Commerce and Kern Taxpayers Association.
■ City Manager Tandy made staff comments.

3. WORKSHOPS continued
Motion by Councilmember Freeman directing the Vice Mayor to ,
appoint an Ad Hoc Committee consisting of three
Councilmembers for the purpose of evaluating executive
recruitment firms in order to retain a new City Manager and return
to the Council with a recommendation on the firms; at that time the
full Council will discuss further need for the Ad Hoc Committee.
Motion passed with Councilmember Gonzales voting no.

6. ADJOURNMENT
Mayor Goh adjourned the meeting at 5:51 p.m.
