August 30, 2019
TO: Honorable Mayor and City Council
FROM: Alan Tandy, City Manager
SUBJECT: General Information

holiday. Curbside trash and recycling services will not be affected.
Notable Items
City staff and Mayor Goh joined a delegation from Bakersfield and Kern County at
the state capitol this week to discuss regional economic development activities with
state leaders. City Manager’s Office staff, Kern County government officials, Greater
Bakersfield Chamber of Commerce staff and representatives from Tejon Ranch met
with Senators Shannon Grove and Melissa Hurtado, as well as Assembly Members
Vince Fong and Rudy Salas on several important economic development initiatives.
The group also met with Chief Economic and Business Advisor to the Governor’s
Office of Business and Economic Development, Lenny Mendonca, to discuss several
economic development opportunities in Bakersfield and the region. All of the
meetings were very positive and productive. We thank our hosts at the capitol for
meeting with us!

The Development Services and Public Works Departments reported a very
productive meeting with the Home Builders Association after the HBA brought a
number of items of concern to the Planning and Development Committee meeting
on Permit Streamlining in July. The two departments and the HBA discussed all 22
items, as well as some others. At least six of the items may be addressed with an
electronic Plan Check system. Staff is working on a Request for Proposal for such a
system. Development Services plans to meet with the HBA again to continue
discussions about Permit Streamlining.
The August 2019 edition of the monthly Public Safety and Vital Services Newsletter

The Bakersfield Police Department hosted the Principled Policing at the Kern County
Superintendent of Schools Office on Thursday, August 29. The eight-hour training is a
class for all department staff regarding procedural justice and its four tenets: Voice,
Respect, Neutrality, and Trustworthiness. Members of the community are invited to
attend and share perspectives that help promote this process in order to help build
trust between the police and the community. A total of 25 staff and five community
members attended the event.
In honor of the Labor Day weekend and the end of summer, the City of Bakersfield
will be extending the spray park hours of operation to 11 a.m. to 6 p.m. all weekend,
starting the morning of Saturday, August 31. Monday, September 2 will be the last
day of operations for the summer season.
McMurtrey Aquatic Center will be open for General Swim from 1 a.m. to 4 p.m. all
three days this weekend as well.
Banda MS de Sergio Lizárraga, a Latin music act from Mazatlán, Sinaloa, Mexico, will
take the stage at Rabobank Arena Friday, August 30 at 8 p.m.

Nighttime lane closures planned for State Route 99 next week
Nighttime lane closures have been scheduled for northbound State Route 99 between
State Route 58 and Ming Avenue on Tuesday, September 3 and Wednesday,
September 4. The lane closures are expected to be in place between the hours of 9
p.m. and 5 a.m., each night.
The contractor will be setting temporary concrete barrier rail along the inside and
outside northbound lanes. Only one lane will be closed at a time and all three lanes will
be open to traffic in time for the morning commute.
This work may be cancelled and rescheduled without notice due to inclement weather
or other unforeseen circumstances. Please slow down and watch for construction
workers and equipment while driving through the area. The Thomas Roads
Improvement Program apologizes for any inconvenience this work may cause the
traveling public.
Nighttime lane connector ramp closure on Northbound State Route 99 to Eastbound
State Route 58
Nighttime closures are planned for the northbound State Route 99 to eastbound State
Route 58 connector ramp from Tuesday, September 3 through Thursday, September 5.
The closures are expected to be in effect between the hours of 10 p.m. and 5 a.m.,
each night. The closures are needed to place concrete for the approach slabs at the
new connector ramp bridge.
Northbound motorists wanting to access eastbound State Route 58 will need to exit the
freeway at Ming Avenue. The detour route will follow Ming Avenue to northbound H
Street. Motorists can enter eastbound State Route 58 at the H Street interchange.
Work may be rescheduled without notice due to unforeseen circumstances. Please
slow down and watch for construction workers and equipment while driving in the
vicinity of this work. The Thomas Roads Improvement Program apologizes for any
