HomeMy WebLinkAbout09/06/2019AT/CH/JK OFFICE OF THE CITY MANAGER September 6, 2019 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  The City is excited to announce that we have received a two-year extension of the Metropolitan Bakersfield Habitat Conservation Plan Permit, through August 2021. This important permit streamlines construction and development throughout the City by allowing developers to simply pay a habitat impact fee and eliminating the need for developers to go through the expensive and lengthy process of applying for individual permits through the California Department of Fish and Wildlife.  Apple Pay is now live at the City Treasury! The City is always looking for ways to make things easier for residents and business owners, and this new payment option will help accomplish that. Apple Pay can be used to securely pay many bills to the Treasury without using a physical credit card. The Treasury is located on the first floor of City Hall North, 1600 Truxtun Avenue. The Treasury already accepts Google Pay as well.  Congratulations to everyone who worked on the Truxtun Avenue Operational Improvements Project! The American Society of Civil Engineers (ASCE) Los Angeles Section has selected the project as the 2019 Roadway and Highway Project of the Year and the award will be presented at the Section’s annual meeting and luncheon in Long Beach on October 5. The project will also receive an Excellence Award at the ASCE South San Joaquin Branch annual banquet in Bakersfield in September. The Truxtun Avenue Operational Improvements Project added a lane in each direction and made other improvements to Truxtun Avenue between Empire Drive and Elm Street. Construction began in January 2018 and was completed in September 2018, four months ahead of schedule. The project previously received the Project of the Year Award from the Central California Chapter of the American Public Works Association. General Information September 6, 2019 Page 2  Keep Bakersfield Beautiful organized a Downtown Clean-up on Saturday, August 31. Assemblyman Vince Fong, Mayor Goh, and Councilman Andrae Gonzales volunteered their time, as did staff from the Bakersfield Police Department. In all, 200 volunteers showed up to clean up the Downtown area. There is also a First Saturday cleanup scheduled for Saturday, September 7 from 7 a.m. to 9 a.m. Crews are meeting at the parking lot of the Fox Theater.  Sadly, the Bakersfield Police Department said goodbye to one of their own at a funeral service this week for Detective Kevin Hock, whose watch ended on August 25. Hock served in a number of roles since joining the department as an officer in 1995, including K-9 handler, detective and SWAT member. His service at Riverlakes Community Church was widely attended, a testament to the fact that his absence will be sorely felt.  I will be on vacation from Friday, September 6 through Monday, September 9. During my absence Assistant City Manager Chris Huot will be in charge. The office will have my contact information in the event of an emergency. Traffic Advisories  Nighttime closures scheduled for State Route 99 and Real Road Nighttime lane closures have been scheduled for the two inside lanes on both northbound and southbound State Route 99 from Sunday, September 8 through Thursday, September 12, between 10 p.m. and 5 a.m., each night. Southbound closures will extend from California Avenue to just south of State Route 58. Northbound closures will be in place from Ming Avenue to just north of State Route 58. One lane will remain open in each direction while work is underway. All lanes will re-open in time for the morning commute. General Information September 6, 2019 Page 3 This work is part of Centennial Corridor Phase 3, which includes widening the westbound State Route 58 bridge across State Route 99. The closures are needed to install shoring for bridge column footings within the freeway median. The contractor also plans to close Real Road between Stockdale Highway and Elcia Drive each night, Sunday through Thursday, between the hours of 9 p.m. and 5 a.m. Real Road will be open to daytime traffic throughout the week. The nighttime closures are needed to install shoring for the new bridge that will cross Real Road. This work may be cancelled and rescheduled without notice due to inclement weather or other unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving through the area. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public.  Nighttime closures on Truxtun Avenue next week Truxtun Avenue will be closed in the vicinity of the Westside Parkway on- and off-ramps during nighttime hours from Tuesday, September 10 through Thursday, September 12. This is a full closure and will impact both directions of travel between the hours of 9 p.m. and 5 a.m. each night. The eastbound off-ramp to Truxtun Avenue will also be closed while this work is underway. The westbound freeway on-ramp will remain open. Motorists can detour around the closure by using California Avenue or Rosedale Highway. All lanes will re-open in time for the morning commute. The closure is needed to allow the contractor to remove forms from the bridge and begin work on the final finish for the new bridges crossing Truxtun Avenue. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. PROJECT STATUS 24th Street Improvement Project Contractor: Griffith Company 42% complete; anticipated completion: spring 2020 Access to and from the north side of 24th Street remains closed at Spruce Street, Pine Street, Cedar Street, and Alder Street. Drainage work was completed on the south side of 23rd Street at L Street and M Street in August. The contractor is removing and rebuilding curb, gutter and sidewalk along both sides of 23rd Street within the commercial section of the corridor. This work will continue through September in preparation of paving 23rd Street in early fall. Drainage work will then begin on westbound 24th Street. Wall construction continued along the south side of 24th Street between the A Street alley and C Street and along the north side of 24th Street at Olive Street. These walls are nearly complete. Work planned for the 24th Street/Oak Street intersection in September is expected to include significant weekend lane closures. Dates will be announced as they are scheduled. September 2019 TRIP Status Report TRIP Status Report September 2019 Page 2 Centennial Corridor All phases of the Centennial Corridor project are now under construction. Final completion is anticipated in summer 2022. Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company 88% complete; anticipated completion: fall 2019 This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound exit from Centennial Corridor (State Route 58) to Mohawk Street and widens the existing eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline. The contractor completed the bridge deck for the widened Kern River Bridge and concrete has been placed for the approach slabs to the widened bridge as well as for the new bridge that will carry westbound traffic from the Centennial Corridor to Mohawk Street. Crews are working on the barrier rails on both bridges. The Westside Parkway eastbound on-ramp from Mohawk Street remains closed as crews make improvements and widen the ramp. Motorists wanting to travel eastbound from Mohawk Street will need to use Truxtun Avenue during the closure. Electrical and fiber optic work continues at various locations. Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction 44% complete; anticipated completion: summer 2020 The approach slabs and concrete barriers on the new northbound State Route 99 to eastbound State Route 58 connector bridge were constructed last month and the bridge is complete. Concrete paving for the ramps on either side of the bridge will be completed in the coming weeks. Installation of new lighting systems and metal beam guardrail should begin later in the month. The new connector bridge is expected to open in October. Construction of the retaining wall along the outside shoulder of northbound State Route 99 continues. This wall will allow northbound State Route 99 to be widened between State Route 58 and Ming Avenue. The installation of shoring adjacent to the Ming Avenue on-ramp was completed in August, allowing for the construction of a cast-in-place concrete retaining wall at this location. Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company 13% complete; anticipated completion: summer 2021 This phase of Centennial Corridor reconstructs the westbound State Route 58 to southbound State Route 99 loop ramp at the State Route 58/State Route 99 interchange. To maintain westbound-to- southbound access, a temporary ramp will be built prior to reconstructing the loop ramp. The project also shifts the southbound State Route 99 entrance to the Ming Avenue off-ramp northward and constructs a barrier-separated connector to Ming Avenue. Excavation activities continue and the dirt is being hauled to other areas along the mainline where it will be used for future embankment construction. Work on various drainage systems is also underway. Construction began on the Belle Terrace Pump Plant in August. TRIP Status Report September 2019 Page 3 In September, the contractor anticipates starting construction on the widening of the westbound State Route 58 bridge over State Route 99. The contractor also plans to start work on a new structure that will cross over the southbound State Route 99 on-ramp as part of the re-designed Ming Avenue off-ramp. Phase 4 – Mainline Contractor: Security Paving Company 2% complete; anticipated completion: summer 2022 Construction has started on the Centennial Corridor Mainline. This phase will provide the direct freeway connection between State Route 99 and the Westside Parkway. Clearing and grubbing activities continue along the mainline corridor. The contractor began constructing various retaining walls along the corridor in August and screen wall construction is underway in various areas. Wall construction will continue through September. Pile driving for the new bridges at Real Road will begin in the coming weeks and excavation for the new bridge at La Mirada Drive will also begin in September. La Mirada Drive is closed at the alignment; motorists can use Marella Way to cross the corridor. State Route 43/Stockdale Highway Roundabout Contractor: Griffith Company 21% complete; anticipated completion: spring 2020 This project replaces an existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and Stockdale Highway intersection. The contractor finished paving the shoofly, which provides access to and from State Route 43 south of Stockdale Highway, and has shifted traffic onto the new pavement. State Route 43 access is closed on the north side of Stockdale Highway through the end of the year. Motorists can use Heath Road to travel between Rosedale Highway and Stockdale Highway during this closure. Crews are currently working on drainage and roadway grading behind temporary concrete barrier rail. Drainage, with the exception of a new drainage basin, is expected to be completed in September. Crews will begin placing aggregate base and will work on installation of curb, gutter, and the splitter islands in the coming weeks.
