1.0 INTRODUCTION
1.1 Purpose of Study: This report has been prepared to determine design parameters for the on-
site sewer for a 9-acre mixed used commercial development in the City of Bakersfield, herein
sometimes called “Project.
1.2 Project Description: The Project comprises approximately 9-acres of mixed-use planned
commercial development and is bounded on the north by Brimhall Road, on the west by offices
and on the east and south by Coffee Road and the Westside Freeway.
Exhibit “A” herein shows the Project site, its vicinity, and a proposed land use of mix use
commercial.
The Project is intended to be phased, and the only component of the site being developed at this
time is the Home2 Suites hotel, and the main north-south access road, labeled as such on Exhibit
“A”. The main access road will also include some backbone utilities for the entire Project, to
include the sewer mainline that will connect to the City’s municipal line in Brimhall Road. These
components (the Home2 Suites and main access road) are part of an existing site, grading, and
utility plan submittal with the City of Bakersfield.
Again, Exhibit “A” shows the current state of planning for the site at the time of this report. It
should be noted that the two other hotel sites abutting the Home2 Suites are very likely to be
developed as shown. The mixed commercial area on the east side of the main access road is in
preliminary stages of planning and is subject to change. As discussed later in this report, sewage
flow estimates for the proposed hotels were developed using very specific flow-rates, as opposed
to a general flow rate for the proposed commercial on the east side of the main access road.
1.3 Existing Conditions
An existing 8-inch sewer line stub to the Project from Brimhall Road will ultimately serve the
Project.
Exhibit “A” shows the existing and proposed sewer pipelines and facilities that will serve the
Project.
2.0. SEWER FLOW CALCULATIONS AND PIPE SIZING
2.1 Sewer Design Flows: At the time of the report, the Home2 Suites building and grading/site
improvements have been submitted to the City for permit approval. Additionally, there is high
confidence that the other two adjacent hotels will be developed as shown. Appendix “K” of the
California Plumbing Code estimates flow rates for motels as 50 gallons per day per bed. We have
assumed 2 beds per room; therefore, the daily sewer flow from these three hotels has been
estimated herein based on 100 gallons per day per room. Conservatively, one hundred percent
occupancy has been assumed for these calculations, which have been shown on Table 1 in
Appendix “B”. In accordance with City Standards, a peaking factor of 1.8 was applied to the daily

flow estimate for the hotel sites to yield the design flow rate. The design flow rate is used to size
pipelines.
The sewer flow for the balance of the site, to include medical offices, a sit-down restaurant, and a
coffee shop, sewer flows were estimated using the “alternate per capita method” provided in the
City of Bakersfield Subdivision & Engineering Manual, Section 2.1. This method, again in
accordance with Section 2.1, estimates sewer flows using 5 people per 1,000 square feet of net
floor area multiplied by the per capita rate of 100 gallons per day (prescribed in said City
engineering manual). It should be noted that a peaking factor of 1.8 was applied to all estimated
sewer flow rates to yield a maximum flow rate for sizing pipes.
Again, these calculations of sewer flow have been shown in Table 1, included in Appendix “B” of
this report.
2.2 Pipe Sizing: In accordance with City of Bakersfield Standards, sewer pipes have been sized
with a physical gradient to flow at a minimum velocity of 2 feet per second or greater when flow
full or half full, and to not exceed a velocity of 10 feet per second. Since all pipe is PVC, a
Manning’s “n” value of 0.011 was used for flow calculations.
Table 1 provides the velocity and friction calculated for each pipe shown on Exhibit “A”.
3.0. PROPOSED ON-SITE SEWER SYSTEM
The proposed on-site sewer system has been shown on Exhibit “A” herein. Some notable
components are as follows:
The on-site system ties into the existing 8-inch stub from the City of Bakersfield sewer
main in Brimhall Road. The “as-built” depth of said 8-inch stub is more than adequate to
achieve gravity flow from the entire development.
Proposed sewer lines are more than one foot below proposed domestic water lines.
Although the exact components of Commercial Development east of the main access road
are unknown, pipe stubs have been provided that are adequate in size.
4.0 CONCLUSIONS AND RECOMMENDATIONS
The proposed system is adequate to collect on-site sewer and convey it to the municipal system.
The design has been conservative including pipe stubs to future development.
