ASPHALT CONCRETE SHALL BE TYPE 'A' (MODIFIED FOR ALL ARTERIAL AND COLLECTOR STREETS AND TYPE 'B' (MODIFIED) FOR LOCAL STREETS AND SHALL CONFORM TO THE PROVISIONS IN SECTION 39, "ASPHALT CONCRETE", OF THE STANDARD SPECIFICATIONS AND THESE SPECIAL PROVISIONS. 2. PRIOR TO THE ADDITION OF ASPHALT BINDER, THE COMBINED MINERAL AGGREGATE FOR TYPE 'A' (MODIFIED) OR TYPE '8' (MODIFIED) ASPHALT CONCRETE SHALL CONFORM TO THE REQUIREMENTS OF SECTION 39-2.02, "AGGREGATE; OF THE STANDARD SPECIFICATIONS FOR 3/4" MAXIMUM, MEDIUM GRADING. 3. ASPHALT BINDER FOR TYPE A (MODIFIED) ASPHALT CONCRETE SHALL BE PG 64-10 PERFORMANCE GRADED ASPHALT, UNLESS OTHERWISE DIRECTED BY THE CITY ENGINEER. ASPHALT BINDER FOR TYPE B (MODIFIED) ASPHALT CONCRETE SHALL BE PG 64-10 PERFORMANCE GRADED ASPHALT, UNLESS OTHERWISE DIRECTED BY THE CITY ENGINEER. THE ASPHALT BINDER SHALL CONFORM TO THE REQUIREMENTS IN THE TABLE FOR "STEAM -REFINED PAVING ASPHALTS," IN SECTION 92-1.02, "GRADES," OF THE STANDARD SPECIFICATIONS. 4. THE AMOUNT OF ASPHALT BINDER TO BE MIXED WITH THE MINERAL AGGREGATE SHALL BE DETERMINED BY THE CONTRACTOR IN ACCORDANCE WITH CALIFORNIA TEST METHOD 367 USING SAMPLES OF MATERIALS PROPOSED FOR USE IN THE WORK. THE AMOUNT OF ASPHALT BINDER SHALL BE APPROVED BY THE CITY ENGINEER. 5. AT LEAST 14 DAYS PRIOR TO THE START OF WORK, THE CONTRACTOR SHALL SUBMIT THE FOLLOWING FOR THE CITY ENGINEER'S RENEW AND APPROVAL: A. A UST OF AGGREGATE AND ASPHALT SOURCES. B. DOCUMENTATION VERIFYING THAT THE AGGREGATES TO BE INCORPORATED IN THE WORK CONFORM TO THE REQUIREMENTS OF SECTION 39-2.02, "AGGREGATE; OF THE STANDARD SPECIFICATIONS AND THESE SPECIAL PROVISIONS. MATERIAL SIEVE ANALYSIS AND SAND EQUIVALENT TEST RESULTS SHOULD NOT BE OLDER THAN SIX (6) MONTHS. ALL OTHER TEST RESULTS SHOULD NOT BE OLDER THAN ONE (1) YEAR. C. AN ASPHALT CONCRETE MIX DESIGN DETERMINED IN ACCORDANCE WITH CALIFORNIA TEST 367. LABORATORY TEST RESULTS ON WHICH THE DESIGN IS BASED SHALL BE SUBMITTED WITH THE MIX DESIGN ALONG WITH THE THEORETICAL MAXIMUM DENSITY OF THE DESIGN MIXTURE AS DETERMINED BY ASTM D2044. THE ASPHALT CONCRETE MIX SHALL MEET THE REQUIREMENTS OF SECTION 39-2.02, "AGGREGATE," OF THE STANDARD SPECIFICATIONS AND THESE SPECIAL PROVISIONS. IF THE DATA SUBMITTED SHOWS THAT THE MATERIALS ARE SUBSTANTIALLY THE SAME AS WHEN THE DESIGN WAS PREPARED, THE DESIGN MAY BE UP TO THREE (3) YEARS OLD. THE CONTRACTOR SHALL BEAR ALL COSTS ASSOCIATED WITH THE ASPHALT CONCRETE MIX DESIGN. 6. WHERE NEW ASPHALT CONCRETE PAVEMENT IS TO CONFORM TO EXISTING PAVED SURFACES, THE EXISTING PAVEMENT IS TO BE SAW CUT IN A NEAT STRAIGHT LINE, EITHER PARALLEL OR PERPENDICULAR TO THE CENTS RUNE OF THE STREET, AND AT A MINIMUM DISTANCE OF ONE (1) FOOT FROM THE EXISTING EDGE OF PAVEMENT. 7. A PRIME COAT WILL NOT BE REQUIRED ON NON -PAVED AREAS TO BE SURFACED PRIOR TO THE PLACEMENT OF ASPHALT CONCRETE. HOWEVER, ALL OTHER REQUIREMENTS OF SECTION 39-4.01, "SUBGRADE," OF THE STANDARD SPECIFICATIONS SHALL BE MET. B. THE AREA TO WHICH PAINT BINDER HAS BEEN APPLIED SHALL BE CLOSED TO PUBLIC TRAFFIC. CARE SHALL BE TAKEN TO AVOID TRACKING BINDER MATERIAL ONTO THE EXISTING PAVEMENT SURFACE BEYOND THE UNITS OF CONSTRUCTION. 9. PAVING SEAMS SHALL BE LOCATED TO MATCH DESIGNED TRAFFIC LANE STRIPE LOCATIONS UNLESS OTHERWISE PERMITTED BY THE CITY ENGINEER. 10. INTERSECTIONS AND TAPERED SHOULDERS SHALL BE SURFACED AS DIRECTED BY THE CITY ENGINEER. ADDITIONAL ASPHALT CONCRETE SHALL BE PLACED AT ROAD CONNECTIONS AND PRIVATE DRIVE WHERE SHOWN ON THE PLANS AND AS DIRECTED BY THE CITY ENGINEER, AND HAND RAKED, IF NECESSARY, AND COMPACTED TO FORM SMOOTH, TAPERED CONNECTIONS. 11. WHERE THE COMPACTED THICKNESS OF A LAYER OF ASPHALT CONCRETE IS 0.15 FOOT OR LESS, PAVING OPERATIONS SHALL BE CONDUCTED IN SUCH A MANNER THAT, AT THE END OF EACH WORK SHIFT, THE LENGTH OF PAVEMENT ALONG THE LONGITUDINAL DROP-OFF BETWEEN ADJACENT LANES IS NOT GREATER THAN THAT WHICH CAN BE SURFACED DURING THE FOLLOWING SHIFT OF NORMAL PAMNG OPERATIONS, ADDITIONAL ASPHALT CONCRETE SHALL BE PLACED ALONG THE TRANSVERSE DROP-OFFS ON EACH LANE. SUCH ADDITIONAL ASPHALT CONCRETE SHALL BE HAND RAKED AND COMPACTED TO FORM TEMPORARY CONFORMS BEFORE THE LANES ARE OPENED TO PUBUC TRAFFIC. KRAFT PAPER, OR OTHER APPROVED BOND BREAKER, MAY BE PLACED UNDER THE CONFORMS TO FACILITATE THE REMOVAL OF THE CONFORMS WHEN PAVING OPERATIONS RESUME. 12. WHERE THE COMPACTED THICKNESS OF A LAYER OF ASPHALT CONCRETE IS MORE THAN 0.15 FOOT, PUBLIC TRAFFIC. AT THE END OF EACH WORK SHIFT, THE DISTANCE BETWEEN THE ENDS OF A LAYER OF ASPHALT CONCRETE ON ADJACENT LANES SHALL NOT BE GREATER THAN 10 FEET. ADDITIONAL ASPHALT CONCRETE SHALL BE PLACED ALONG THE TRANSVERSE DROP-OFFS ON EACH LANE. SUCH ADDITIONAL ASPHALT CONCRETE SHALL BE HAND RAKED AND COMPACTED TO FORM TEMPORARY CONFORMS BEFORE THE LANES ARE OPENED TO PUBLIC TRAFFIC. KRAFT PAPER, OR OTHER APPROVED BOND BREAKER, MAY BE PLACED UNDER THE CONFORMS TO FACILITATE THE REMOVAL OF THE CONFORMS WHEN PAVING OPERATIONS RESUME. 13. ASPHALT CONCRETE SHALL BE COMPACTED TO A MINIMUM 92 PERCENT OF THE MAXIMUM THEORETICAL DENSITY AS DETERMINED BY ASTM 0-2041, IN-PLACE DENSITY SHALL BE DETERMINED IN ACCORDANCE WITH CALIFORNIA TEST 375. 14. IF THE IN-PLACE DENSITY OF ANY LOT OF ASPHALT CONCRETE IS LESS THAN 92 PERCENT OR GREATER THAN 94 PERCENT OF THE MAXIMUM THEORETICAL DENSITY, THE CONTRACTOR WILL BE ADVISED THAT THE REQUIRED RELATIVE COMPACTION IS NOT BEING ATTAINED AND THAT THE MATERIALS OR PROCEDURES OR BOTH, IF NEEDED, ARE TO BE ADJUSTED. ASPHALT CONCRETE SPREADING OPERATIONS SHALL NOT CONTINUE UNTIL THE CONTRACTOR HAS NOTIFIED THE CITY ENGINEER OF THE ADJUSTMENT THAT WILL BE MADE IN ORDER TO MEET THE REQUIRED COMPACTION. IF ANY SUCCESSIVE TEST AFTER NOTICE IS GIVEN DOES NOT MEET THE SPECIFIED RANGE, THE ASPHALT CONCRETE REPRESENTED BY THAT LOT SHALL BE REMOVED AND REPLACED WITH MATERIAL THAT MEETS THE IN-PLACE DENSITY REQUIREMENTS. 15. IF THE TEST RESULTS FOR ANY LOT OF ASPHALT CONCRETE INDICATE THAT THE RELATIVE COMPACTION IS EITHER LESS THAN 90% OR MORE THAN 96X, THE ASPHALT CONCRETE REPRESENTED BY THAT LOT SHALL BE REMOVED AND REPLACED WITH MATERIAL THAT DOES MEET THE IN-PLACE DENSITY REQUIREMENT. THE CORRECTIVE WORK SHALL BE AT THE CONTRACTOR'S EXPENSE. 16. THE FIELD DENSITY OF COMPACTED ASPHALT CONCRETE SHALL BE DETERMINED BY: A. A PROPERLY CALIBRATED NUCLEAR ASPHALT TESTING DEVICE IN THE FIELD. OR B. ASTM 01188 WHEN SLABS OR CORES ARE TAKEN FOR LABORATORY TESTING. ZINC STEARATE MAY BE SUBSTITUTED WITH PARAFFIN. C. IN CASE OF DISPUTE, METHOD 8 ABOVE SHALL BE USED. 17. IF THE FINISHED SURFACE OF THE ASPHALT CONCRETE DOES NOT MEET THE SPECIFIED SURFACE TOLERANCES, IT SHALL BE BROUGHT 1WTHIN TOLERANCE BY EITHER: A. ABRASIVE GRINDING WITH EQUIPMENT UTILIZING DIAMOND BLADES, B. REMOVAL AND REPLACEMENT, OR C. PLACEMENT OF AN ASPHALT CONCRETE OVERLAY. THE METHOD WALL BE SELECTED BY THE CITY ENGINEER. THE CORRECTIVE WORK SHALL BE AT THE CONTRACTOR'S EXPENSE. 18. IF ABRASIVE GRINDING IS USED TO BRING THE FINISHED SURFACE TO SPECIFIED SURFACE TOLERANCES ADDITIONAL GRINDING SHALL BE PERFORMED, AS NECESSARY, TO ENLARGE THE GRINDING AREA SO THAT THE LONGITUDINAL LIMITS OF GRINDING ARE AT A CONSTANT OFFSET FROM, AND ARE PARALLEL T0, THE NEAREST LANE UNE OR PAVEMENT EDGE, AND THE TRANSVERSE LIMITS OF GRINDING ARE NORMAL TO THE PAVEMENT CENTERLINE ALL GROUND AREAS SHALL CONFORM TO THE REQUIREMENTS IN THE FIRST PARAGRAPHS OF SECTION 42-2.02, "CONSTRUCTION", OF THE STANDARD SPECIFICATIONS A FOG SEAL GOAT SHALL BE APPLIED TO ALL FINISHED ASPHALT SURFACES AT THE CONTRACTOR'S EXPENSE. THE FOG SEAL COAT SHALL BE EITHER REJUVENATING AGENT OR ASPHALT EMULSION AS DIRECTED BY THE CITY ENGINEER. 19, ARTERIAL AND COLLECTOR STREET BASE MATERIAL SHALL BE CRUSHED AGGREGATE BASE (CAB) CONFORMING TO SECTION 200-2.2 OF THE "GREENSOOK". BASE MATERIAL FOR LOCAL STREETS SHALL BE CAB OR FINE GRADATION CRUSHED MISCELLANEOUS BASE (CMB) CONFORMING TO SECTION 200-2.4 OF THE "GREENBOOK . .... ... WHICH ALLOWS UP TO 50% OF THE VOLUME TO BE RECLAIMED ASPHALT CONCRETE PORTLAND CEMENT CONCRETE, LEAN CONCRETE BASE, CEMENT TREATED BASE OR A COMBINATION OF THESE MATERIALS. OTHER RECYCLED BASES SHALL NOT BE ALLOWED. AGGREGATE BASE SHALL BE COMPACTED TO A MINIMUM OF 95% OF MAXIMUM DRY DENSITY. 20. PAMNG CONTRACTOR SHALL GRADE THE PAVING AREAS TO THE FOLLOWING MODIFIED CALTRANS STANDARD SPECIFICATION SECTION 19-1.03 PER THE CITY OF BAKERSFIELD. IMMEDIATELY PRIOR TO PLACING SUBSEQUENT LAYERS OF MATERIAL THEREON, THE GRADING PLANE SHALL CONFORM TO THE FOLLOWING: A. WHEN ASPHALT CONCRETE OR ASPHALT CONCRETE BASE IS TO BE PLACE ON THE GRADING PLANE, THE GRADING PLANE AT ANY PONT SHALL NOT VARY MORE THAN 0.04 FOOT ABOVE OR BELOW THE GRADE ESTABLISHED BY THE ENGINEER. B. WHEN THE SUBBASE OR BASE MATERIAL (OTHER THAN ASPHALT CONCRETE BASE) IS TO BE PLACE ON THE GRADING PLANE, THE GRADING PLANE AT ANY POINT SHALL NOT VARY MORE THAN 0.04 FOOT ABOVE OR BELOW THE GRADE ESTABLISHED BY THE ENGINEER. 21. COMPACTION TESTS SHALL BE THE RESPONSIBILITY OF THE DEVELOPER/SUBDIVIDER/ CONTRACTOR. THE NUMBER & LOCATION OF REQUIRED TESTS SHALL BE DETERMINED BY THE CITY ENGINEER. NOTE: 95% COMPACTION AT LEAST 1' ON EACH SIDE OF CROSS GUTTERS. 22. THE CONTRACTOR SHOULD BE AWARE OF EXISTING SEWER AND STORM DRAIN MANHOLES WITHIN THE ROADWAY. STANDARD NOTES 1. All Engineered Fill should be placed with th soil moisture at or above optimum and recompacted to not less than 95 percent of the maximum density based on ASTM Test Method D1557. Reconstructed slopes should be constructed at an inclination not exceeding 2:1 (horizontal to vertical). Krazan and Associates, Inc. should be retained to review all slope reconstruction plans and specifications prior to initiating the repair work. Temporary construction slopes, in the natural soil, should be constructed in accordance with Occupational Safety and Health Administration (OSI1A) standards. However, in all cases, appropriate safety precautions should he provided. Construction dewatering is not expected to be respired. Although unlikely, if water is encountered it may be handled either singularly or with a combination of discing, diverting, and pumping. This office will be in a position to assist the Contractor in designing dewatering systems if the conditions at the time of construction warrant it. General site clearing should include removal of vegetation, organic topsoil, debris, and any loose and/or saturated materials. Excavations or depressions extending below subgrade levels should he cleaned to firm, undisturbed soil and backfilled with Engineered Fill, placed with soil moisture at or above optimum and rec:ompacted to not less than 95 percent of the maximum density based on ASTM Test Method D1557. Where fills greater than 8 fleet are to be constructed on original ground that slopes al inclinations steeper than 6:1 (horizontal to vertical), benches should be cut into the existing slope as the filling operations proceed. Each bench should consist of a level terrace a minimum of 8 feet wide, with the rise to the next bench held to 4 feet or less. W here fills of comparable height will be constructed on ground that slopes at an inclination steeper than 4:1 (horizontal to vertical), a keyway should be provided in addition to the benches. Each keyway should consist of a level trench at least 10 feet wide and at least 2 feet deep, centered along the toe of the new slope, with side slopes not exceeding 1:1 (horizontal to vertical), cut into the natural slope or original ground. Where fills of comparable height will be constructed on ground that slopes at an inclination steeper than 2:1 (horizontal to vertical), geotextile fabric and retaining structures should be utilized in slope construction where subsequent specific building site investigations warrant. Permanent cut -and -fill slopes inclined at 2:1 or Platter (horizontal to vertical) should be grossly stable. If static surcharge loading is located within a horizontal distance from the brow of the slope, equal to h the slope height (H/3) or 15 feet, whichever is less, a slope stability analysis should be performed. Fill slopes should be constructed by over -filling and trimming back to provide a fere, well -Compacted slope face. .Slope Protectien Site grading near slopes and embankments, including retaining walls and wing walls, should be accomplished such that excessive sheet run-off is prevented. The completed slopes should be seeded or otherwise vegetated to protect from erosion. Well -vegetated slopes, at the recommended configuration, should be reasonably protected from typical erosional effects. However, vegetated slopes may not be protected firm unusual flow conditions, such as a flood event. If erosion control from unusual flow conditions is desired, more substantial erosion protection measures, such as grouted cobble slope facing or manufactured slope protection products, should be Considered. Conduit shall conform to the provisions in Section 86-2.05, "Conduit", of the Standard Specifications and these special provisions. Conduits may be installed by either jacking/drilling or oppen trench methods. Installation using jacking or drilling shall conform to Section 82-2.05C "Installation", of the Standard Specifications. Open trench installation in pavement shall conform to the following specifications. 1. Conduit shall be rigid non-metallic type. Conduit shall be laced under existing 9 P pavement in a trench not to exceed inches in width. Trench shall be cut using a rock saw and all loose uncompacted material shall be removed from the bottom of the trench prior to placement of conduit. The installed conduit shall have a cover of eighteen (18) to twenty-one (21) inches below finished grade. 2. The conduit shall be placed in the bottom of the trench and the trench shall be backfilled with a one (1) sack slurry cement backfill. Slurry cement backfill shall be placed to within 0.2 feet of the pavement surface. Temporary roadmix or other acceptable temporary surface will be allowed on the top 0.20 feet until such a time as the permanent asphalt surface is placed. Dependent upon adverse soil conditions or other circumstances encountered at the time of construction, the Engineer may specify which of the above methods may be used. A pull rope shall be installed in all signal conduits new or existing. The pull roppe shall be nylon or polypropylene with a minmum tensile strength of 500 pounds. At least 2 feet of pull rope shall be doubled back into the conduit at each termination. PULL BOXES. Pull boxes shall conform to the provisions in Section 86-2.06, "Pull Boxes", of the Standard Specifications and these special provisions. Recesses for suspension of ballasts will not be required. CONDUCTORS AND WIRING. Conductors and wiringshall conform to the provisions in Section 86-2.08 "Conductors," and Section 86-2.09 "Wiring", of the Standard 9 Specifications and these special provisions. CONDUCTORS - The Contractor shall use multi -conductor electrical cables for all circuits except lighting, camera detection and between the service switch and controller cabinet. Conductors shall be spliced by the use of "C" shaped compression connectors as shown on Standard Plan ES 13. Splices shall be insulated by "Method B". The optical detector cable (3-M Opticom Model 138 or equal) shall have four conductors of AWG #20 (7x28) strandard individually tinned drawn wire to provide signal integrity and transient protection. The individually tinned copper, color coded insulation shall be as follows: a. Orange for delivery of optical detector power (+ b. Negative return wire for optical detector power -) c. Yellow for optical detector signal #1 d. Blue for optical signal #2 The Contractor shall arrange for a qualified Opticom technician to be present at each signal tum on. A representative servicing the Bakersfield area may be contacted at (714) 321-7513. The insulation for all conductors shall be Type THW polyvinyl chloride. SERVICE. Service shall conform to the provisions in Section 86-2.11, "Service", of the Standard Specifications and these special provisions. Unless otherwise noted, service pedestal shall be Type III -BF, per Caltrans Standard Plan ES -2E, with a window for photoelectric unit, and shall be furnished with a 60 amp, 240 volt, 3 pole main breaker and the following branch circuit breakers: No. Amos ** Phase Volts Branch Metered 1 50 1 120 Traffic Signal Yes 2 30 1 120 Lighting No ** Increase main breaker as required for actual load. The Contractor shall coordinate with P.G.&E. to make service connections to service points shown on the plans. The Owner will pay oil required costs and fees required by the utility. Testing shall conform to the provisions in Section 86-2.14, "Testing", of the Standard Specifications and these special provisions The signal shall not be placed in flashing mode, with signal faces uncovered, prior to Functional Testing. Submit to City General Services Electrical Division for testing. FUNCTIONAL TESTING. All functional testing shall conform to the provisions in Section 86 2.14C "Functional Testing," of the Standard Specifications and the following paragraph: Functional test period is included in the number of working days to complete the project as described in contract for this project. The fourth paragraph of Section 86-2.14C "Functional Testing" of the Standard Specifications shall be amended to read as follows: Turn on of new or modified traffic signals shall be made only after all traffic signal circuits, including signal interconnection circuits, have been thoroughly tested as specified above. SIGNAL FACES AND SIGNAL HEADS. Signal faces signal heads and auxiliary equipment, as shown on the plans, and the installation thereof, shall conform to the provisions in Section 86-4.01, Vehicle Signal Faces", 86-4.03, "Directional Louvers", 86-4.04, "Backplates" and 86-4.08, "Signal Mounting Assemblies", of the Standard Specifications and these special provisions. Housing, visors, directional louvers and backplates shall not be structural plastic. All lamps for traffic signal units shall be furnished by the Contractor. All signal faces shall be provided with 12 -inch sections and red, amber, green, respective arrow LED" module andtype indicators. Tunnel visors shall be on all signal heads. The third sentence of the first paragraph of Section 86-4.08, "Signal Mounting Assemblies, of the Standard Specifications, shall be amended to read as follows: Post top slip -fitters and terminal compartments shall be cast bronze or hot -dip galvanized ductile iron. Each module shall consist of an assembly that utilizes LEDs as the light source in lieu of an incandescent lamp for use in traffic signal sections. The LEDs utilized in the modules shall be AIInGaP technology for red, amber and yellow indications, or GoN for green indications, and shall be the ultra bright type rated for 100,000 hours of continous operation from 4'C to +74'C. The modules shall be rated for a minimum useful life of 48 months. All modules shall meet all parameters of this specification during this period. The individual LEDs shall be wired such that a castastrophic loss or failure of one or more LED unit will not result in the loss of the entire module. The power supply for the module shall be integral to the unit. The circuit board and power supply shall be contained inside the module. Circuit boards shall conform to Chapter 1, Section 6 of the "Transportation Electrical Equipment Specifications". The assembly and manufacturing process for the LED signal assembly shall be designed to assure all internal components are adequately supported to withstand mechanical shock and vibration from high winds and other sources. Materials Materials used for the lens and signal module construction shall conform to ASTM specifications for the materials. Enclosures containing either the Power supply or electronic components of the signal module shall be made of UL94VO flame retardant materials. The lens of the signal module is excluded from this requirement. Module Identification Each module shall have the manufacturer's name, trademark, model number, serial number, date of manufacture (month -year), and lot number as identification permanently marked on the back of the module. The following operating characteristics shall be permanently marked on the back of the module: rated voltage and rated power in Watts and Volt -Ampere. Each module shall have a symbol of the type of module (i.e. circle, arrow, etc.) in the color of the module. The symbol shall be one inch (25.4 mm) in diameter. Additionally, the color shall be written out in 1/2 inch letters next to the symbol. If a specific mounting orientation is required, each module shall have prominent and permanent markings) for correct indexing and orientation within a signal housing. The markings shall consist of an up arrow, or the word "UP" at TOP". Type 1 Traffic Signal Module The following specification requirements apply to the Type 1 module only. All general specifications apply unless specifically superseded in the section. Type 1 modules can be manufactured under this specifications for the following faces: 300 mm circular 200 mm circular 300 mm arrow Bicycle indication (future) Lane Control (future) Physical and Mechanical Requirements The module shall fit into existing traffic section housings built to the specfications detailed in ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads). Each Type 1 module shall be designed to be installed in the doorfrome with a one-piece EPDM (ethylene propylene rubber) gasket. The maximum weight of a Type 1 module shall be 1.8kg (4 lbs). Each Type 1 module shall be a sealed unit to include all parts necessary for operation (a printed circuit board, power supply, a lens and gasket, etc.), and shall be weather proof after installation and connection. Two secured, color coded, 600 V, 20 AWG minimum, jacketed wires, conforming to the National Electric Code, rated for service at +105'C, are to be provided for electrical connection for each Type 1 LED signal module. Conductors for Type 1 modules shall be 1 m in length, with quick disconnect terminals attached and shall conform to Section 86-4.01C, Electrical Components", of the Standard Specifications. If specified in the purchase order, the module will be equiped with an adapter that will screw into the base of the medium base lamp socket. The adapter shall be able to accept the quick disconnect terminals at the end of the conductors for the module. The electrical contacts of the adapter shall be made of brass. Lens The lens of the Type 1 module shall be integral to the unit, shall be convex with a smooth outer surface made of plastic or of glass. The lens may be tinted or may use transparent film or materials with similar characteristics to enhance ON/OFF contrasts. The use of tinting or other materials to enhance ON/OFF contrasts shall not affect chromaticity and shall be uniform across the face of the lens. The LED signal module lens shall be U.V. stabilized and shall be capable of withstanding ultraviolet (direct sunlight) exposure for a minimum period of 60 months without exhibiting evidence of deterioration. If a polymeric lens is used, a surface coating or chemical surface treatment shall be used to provide front surface abrasion resistance. Type 2 Traffic Signal Module The following specification requirements apply to the Type 2 module only. All general specifications apply unless specifically superseded in the section. Type 2 modules can be manufactured under this specifications for the following faces: 300 mm circular 200 mm circular 300 mm arrow Programmed Visibility (red, yellow, green) Physical and Mechanical Requirements The module shall fit into existing traffic section housings built to the specfications detailed in ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads), with the existing lens, reflector and lamp socket remaining in place, and without modification to the housing. The lane control module shall meet approximate shape and size specification as shown in Figures 8-1 and 8-2 for lane control modules. PHOTOELECTRIC CONTROLS. Photoelectric controls sholl conform to the provisions in Section 86-6.07, "Photoelectric Controls", of the Standard Specifications and these special provisions. Each luminaire shall be provided with a Type IV photoelectrical control. Internally illuminated street name signs will be controlled by a single Type V photoelectric control located in the service pedestal. The following operating characteristics shall be permanently marked on the back of the module: rated voltage and rated power in Watts and Volt—Ampere. If a specific mounting orientation is required, each module shall have prominent and permanent marking(s) for correct indexing and orientation within a signal housing. The markings shall consist of an up arrow, or the word "UP" or "TOP". TYPE A PEDESTRIAN SIGNAL FACE (COMBINATION RAISED HAND/WALKING PERSON SECTION) The following specifications requirements apply to the Walking Person section only. All general specifications apply unless specifically superseded in this section. GENERAL Pedestrian signal face modules shall be designed to mount behind or replace the existing face plate of existing Type "A" housing as specified by the requirements in the ITE Publication: Eaujgrnent and Materiols Standards. Chapter 3 (Pedestrian Traffic Control Signal Indications). The design of the modules shall require a specific mounting orientation. PHOTOMETRIC REQUIREMENTS Each module shall provide an average luminous intensity of at least 3,750 candela/m for "Hand" and 5,300 candela/m for "Walking Person" symbol throughout the useful life over the operating temperature range. The uniformity ratio of an illuminated symbol shall not exceed 4 to 1, between the highest luminance area and the lowest luminance area in the module. The color output of the module shall conform to the requirements of Section 5.3 in the ITE Publication: i�uipment and Material Standards. Chapter 3 (Pedestrian Traffic Control Signal Indications). "Hand" shall be Portland orange. Not greater than 0.39 , nor less than 0.331 nor less than 0.997—x. "Walking Person" shall be lunar white. x: not less than 0.290, nor greater than 0.330, y: not less than 1.5x-0.175, nor greater than 1.5x-0.130. PHYSICAL AND MECHANICAL REQUIREMENTS The module shall be designed to be used in the pedestrian signal section as retrofit replacement for existing signal lamps and shall not require special tools for installation. The module shall fit into the existing pedestrian signal housing built to the PTCSH specifications without modification to the housing. The height of each symbol on the module shall not be less than 250 mm and the width of each symbol on the module shall not be less than 165 mm. CONSTRUCTION The modules shall be o single, self—contained device, not requiring on—site assembly for installation into an existing Type "A" housing. Quality Assurance The modules shall be manufactured in accordance with a manufacturer quality assurance (QA) program. The OA program shall include two types of quality assurance: (1) design quality assurance and (2) production quality assurance. The production quality assurance shall include statistically controlled routine tests to ensure minimum performance levels of LED signal modules built to meet this specification, and a documented process of how problems are to be resolved. QA process and test results documentation shall be kept on file for a minimum period of seven years. LED signal module designs not satisfying design qualification testing and the production quality assurance. testing performance requirements described below shall not be labeled, advertised, or sold as conforming to this specification. Design Qualification Testing 9 Design Qualification Testing shall be performed by the manufacturer or an independent testing lab hired by the manufacturer on new LED module designs, and when a major design change has been implemented on an existing design. A major design change is defined as a design chane electrical or physical) which changes an of the performance characteristics of 9 9( P Ys ) 9 Y the module results in a different circuit configuration for the ower supply, or changes the layout of the individual LEDs in the module. 9 P PP y g A quantity of two units for each design shall be submitted for Design Qualification Testing, Test Units shall be submitted to Caltrans Laboratory, Electrical Testing Branch, after the manufacturers testing is complete. Manufacturers testing data shall be submitted with test units for Caltrons verification of Design Qualification Testing data. Burn In. The sample modules shall be energized for a minimum of 24 hours, at 100 percent on—time duty cycle, at a temperature of +74'C(+165'F), before performing any design qualification testing. Any failure of the module, which renders the unit non—compliant with the specification after burn in, shall be cause for rejection. For Design Qualification Testing, all specifications will be measured including, but not limited to: Rated Initial Luminous Intensity, measured over the operating temperature range. Chromaticity (Color), measured over the operating temperature range. Electrical. All specified parameters shall be measured and used for quality comparison of production quality assurance on production modules (rated power, etc.) Equipment Compatibility. per MIL—STD-883, Test Method 2007, using 3 four minute cycles Yc along each x and z 9 � Y• Modules shall be tested for compatibility with the controller unit, conflict monitor, and load switch. Each signal module shall be connected to the output of a standard load switch, connected to an AC voltage supply between the values of 95 and 135 VAC, with the input to the load switch in the "off" position. The AC voltage developed across each LED signal module so connected shall not exceed 10 V rms as the input AC voltage is varied from 95 V rms to 135 V rms. Mechanical vibration testing shall be as per MIL—STD-883, Test Method 2007, using 3 four minute cycles Yc along each x and z 9 � Y• axis at a force of 2.5 Gs with a frequency sweep q Y P from 2HZ to 120 HZ. The loosening of the lens, or of any internal components, or other physical damage shall be cause for rejection. be retained by the manufacturer for seven years. Temperature cycling shall be performed as per MIL—STD-883, Test method 1010. The temperature range shall be per "Environmental Requirements". A minimum of 20 cycles shall be performed with a 30 minute transfer time between temperature extremes and a 30 minute dwell time at each temperature. Module(s) being tested shall be energized and functioning throughout the duration of the test. Failure of a module to function properly or any evidence of cracking of the module lens or housing after temperature cycling shall be cause for rejection. Moisture resistance shall be performed on all modules mounted in a standard type "A" pedestrian housing per NEMA Standard 250-1991 for Type 4 enclosures. Any evidence of internal moisture after testing shall be cause for rejection. be retained by the Production Quality Control Testing. The following Production Quality Assurance tests shall be performed on each new module prior to shipment. Failure to meet requirements of any of these tests shall be cause for rejection. These results shall be retained by the manufacturer for seven years. Burn—in period shall consist of each signal module being energized at rated voltage or a 30 minute stabilization period before the measurement is made. Each module shall be tested for rated initial intensity after burn—in. A single point measurement, with a correlation to the intensity requirements of Section 1.04 of the VTCSH for circular modules, may be used. The ambient temperature for this measurement shall be a +25'C (+77'F) Each module not meeting minimum luminous intensity requirements of 3,750 cd/m2 for Hand and 5300 cd/m2 for Walking Person Symbol shall be cause for rejection. Each module shall be tested for required power factor after burn—in. Each module shall be measured for current flow in amperes after burn—in. The measured current values shall be compared against rated values resulting from design qualification measurements under "Design Qualification Testing". The current flow shall not exceed the rated value. Each module shall be visually inspected for any exterior physical damage or assembly anomalies. Careful attention shall be paid to the surface of the lens to ensure there are no scratches (abrasions), cracks, chips, discoloration, or other defects. Any such defect shall be cause for rejection. Maintenance Period and Replacement Modules Three extra modules of each size and type that are furnished for this project shall be delivered to the Engineer for use as replacements for modules that may fail. Pedestrian Push Buttons Fastener Pedestrian push buttons shall conform to the provision in Section 86-5.02 "Pedestrian Push Buttons Assemblies" of the Standard Specifications and these special provisions. Pedestrian push button signs shall be fastened with tamper proof L.H. Dottie Co., stainless steel button head star pin fasteners, 8/32" x 1/2" T83212T or equal. Guarantee Pedestrian Signal Face (Combination Raised Hand/Walking Person) section modules shall be guaranteed by the Contractor by supplying the City with the original manufacturer's warranty after the project is accepted by the Engineer. The warranty duration shall be as outlined under the following warranty section. Warranty The manufacturer shall provide a written warranty against defects in materials and workmanship for the Pedestrian Signal Face (Combination Raised Hand/Walking Person) modules for a period of 60 months after installation of the modules. All warranty documentation shall be given to the Engineer prior to installation. CONTROLLERS, CABINETS AND AUXILIARY EQUIPMENT. The contractor shall furnish the controller and cabinet assembly for each location conforming to the City "Traffic Signal Control Equipment Specifications". The central pad on the Foundation Detail in State Standard Plan ES -4B shall be increased from a height of 3.5" to a height of 12". Full compensation for cast—in—drilled hole concrete pile foundations shall be considered as included in the contract lump sum price paid for the item requiring foundations and no separate payment will be made therefore. GUARANTEE. The Contractor shall furnish a written guarantee to the City on City Provided formguaranteeing all systems, except traffic signal [amps, installed under this contract for a period of one (1) year from the date of acceptance of the work. The guarantee. properly executed, shall be filed with the City before notice of completion and final acceptance is made by the City of the work described on the plans and these special provisions. The controller cabinet shall be equipped with two cabinet lights, one for the front and one for the rear doors and shall have a switch control at each door that energizes both lights automatically when either door is opened. Fixtures shall be mounted on the inside top of the cabinet near the front edge. Fixture shall be provided with an F15T8 cool—white lamp operated from a normal power factor UL or ETL listed ballast. All Controller cabinets shall have McCain's Traffic supply document drawer model JC5-332drower-3 or equivalent, installed in cabinet. All spade lug connections within the 332 cabinet shall be crimped and soldered. STREET LIGHT BOX ADJUSTMENT. Frames and covers of existing street light boxes shall be adjusted to grade in accordance with the provisions in Section 15-2.05, "Reconstruction", of the Standard Specifications, the details shown on the plans, these special provisions, and City Standard S-31. If existing street light box frames and covers are damaged during removal, a new frame and cover shall be furnished. The surface of the concrete shall be protected from pedestrian traffic for a minimum of three days. MAINTAINING TRAFFIC. The Contractor shall furnish, install and maintain signs, lights, flags and other warning and safety devices when performing work which interferes with or endangers the safe movement of traffic on any street or highway. Signs, lights, flags and other warning" and safety devices and their use shall conform to the requirements set forth in the current Manual of Traffic Controls — Warning Signs, Lights, and Devices for Use in Performance of Work Upon Highways," published by the State of California, Department of Transportation. Application and use of devices shall be as specified and as directed by the Engineer. The Contractor shall keep the Bakersfield Fire Department informed at all times as to the exact location and progress of the work and shall notify them immediately of any streets impassable for fire fighting equipment. The sixteenth and nineteenth paragraphs of Section 7-1.08, "Public Convenience', of the Standard Specifications, shall be amended to read as follows: Construction operations shall be actively in progress only between the hours of 8:30 a.m. — 4:00 p.m., Monday through Friday, except legal holidays. Where construction operations are actively in progress, a minimum of one traffic lane, not less than twelve feet in width, shall be open for use by public traffic. Where construction operations are not actively in progress, not less than two such lanes shall be open for use by public traffic. Public traffic may be permitted to use the shoulders and, if half—width construction methods are used, may also be permitted to use the side of the roadbed opposite to the one under construction. No additional compensation will be allowed for any shaping of shoulders necessary for the accommodation of public traffic thereon during paving operations. In order to expedite the passage of public traffic through or around the work and where ordered by the Engineer, the Contractor shall, at his own expense, furnish, install and mantain construction area signs, lights, fares temporary railing (Type K), barricades and other facilities for the sole convenience and direction of public traffic. Also, where directed by the Engineer, The Contractor shall furnish competent flagmen whose sole duties shall consist of directing the movement of public traffic through or around the work. When deemed necessary by the City, the signs "Road Work Ahead", No. W20-1 and "End Road Work", G20-2, shall be furnished, installed and maintained by the Contractor at locations as directed by the Engineer at least 48 hours in advance of any construction. EXISTING HIGHWAY FACILITIES. The work performed in connection with various existing facilities shall conform to the provisions in Section 15, Existing Highway Facilities", of the Standard Specifications and these special provisions. Existing City highway signs and street markers shall remain the property of the City. Such signs and street markers shall be relocated and maintained during construction so as to convey the some intent that existed prior to construction. Existing City highway signs and street markers shall be placed in their permanent position by the Contractors forces prior to completion of construction. Signs removed from the project area shall be delivered to the City Corporation Yard at 4101 Truxtun Avenue. ROADSIDE SIGNS. Roadside signs shall conform to the provisions in Section 56-2, "Roadside Signs", of the Standard Specifications and these special provisions. Miscellaneous roadside signs shall conform to City Standard TS -4. WARNING—REGULATORY SIGNS. Sign panels shall be mounted on posts with Hawkins M2G series bolt and vandal proof nut assembly or equal. Roadside signs installed per Standard T-19 shall be relocated within sidewalk 6 inches from back. SIGNS—MEASUREMENT. Signs ground mounted on steel posts shall be measured by the unit. One or more sign panels mounted on a single post installation shall be counted as one unit. Signs mounted on the signal most arm or signal pole standard shall be included in the lump sum price paid for the traffic signal. REMOVE TRAFFIC STRIPES AND PAVEMENT MARKINGS. Traffic stripes and pavement markings to be removed will be as shown on pians and as designated by the Engineer. Traffic stripes and pavement markings shall be removed to the fullest extent possible from the pavement by any method that does not materially damage the surface or texture of the pavement or surfacing. Where blast cleaning is used for the removal of painted traffic stripes and pavement markings, the area shall be shielded so that no material from the blasting operation is allowed to enter the area that is open to the public traffic. Sand or other material deposited on the pavement os a result of removing traffic stripes and markings shall be removed as the work progresses. Accumulations of sand or other material which might interfere with drainage or might constitute a hazard to traffic will not be permitted. Traffic stripes shall be removed before any change is made in the traffic pattern. Blast cleaning for removal of traffic stripes shall be feathered out to irregular and varying widths. Pavement markings shall be removed by blast cleaning a rectangular area, rather than just lettering or markings, so the old message cannot be identified. After removal of traffic stripes and pavement markings, a fog seal coat shall be applied in conformance with the provisions in Section 37, Bituminous Seals", of the Standard Specifications and the following: In traffic stripe removal areas, the fog seal coat shall be applied over the traffic stripe removal area and to irregular and varying widths with an average width of 2 feet on each side of the blast cleaned traffic stripe removal area. In pavement marking removal areas, the fog seal coat shall be applied to the blast cleaned rectangular area. Full compensation for furnishing and applying fog seal as specified herein shall be considered as included in the contract price paid per square foot for removal of traffic stripe and pavement marking and no separate payment will be made therefor. Nothing in these special provisions shall relieve the Contractor from his responsibilities as provided in Section 7-1.09, "Public Safety," of the Standard Specifications. TRAFFIC STRIPES AND PAVEMENT MARKINGS. Traffic stripes and pavement markings shall be thermoplastic and shall conform to Section 84-2, "Thermoplastic Traffic Stripes and Pavement Markings," of the Standard Specifications. PAVEMENT MARKERS. Pavement markers shall conform to Section 85 "Pavement Markers" of the Standard Specifications. m Know what's below. 0811 before you dig. TRAFFIC DELINEATION. Immediately after any construction operations where traffic delineation is obliterated or when directed by the Engineer, the contractor shall replace all obliterated pavement delineation with temporary delineation during the some work period, and in no case later than 7:30 a.m. following such work period. Temporary delineation consists of reflective traffic line tape applied in pieces not less than 4 inches long nor less than 4 inches wide, spaced no more than 20 feet apart on tangents and no more than 10 feet apart on curves. Apply reflective traffic line tape in Temporary accordance with the manufacturer's instructions. TemP Y delinotion must be the same color as the permanent delineation. Remove temporary delineation applied to asphalt concrete patches immediately prior to applying asphaltic emulsion tackcoat for asphalt concrete overlay. Traffic stripes and pavement markings shall conform to Section 84, "Traffic Stripes & Pavement Mark in s." of the Standard Specifications and these special provisions. Traffic stripes and pavement markings shall be thermoplastic and shall conform to Section 84-2, "Thermoplastic Traffic Stripes and Pavement Markings". The first sentence of Section 84-2.01 "Materials" shall be revised to read: The thermoplastic materials shall conform to State Specification 8010-21C-19. Pavement markers shall conform to Section 85 "Pavement Markers," and these special provisions: Pavement markers shall be placed with rapid set epoxy per Section 95-2.04 of the Standard Specifications. DETECTORS. Detectors shall conform to the provisions in Section 86-5, "Detectors," of the Standard Specifications and these special provisions. Location and layout of detector loops shall be as directed by th City Engineer. CONSTRUCTION MATERIALS: Loop detector leod—in cables shall conform to the provisions in Section 86-5.01A (4), "Construction Materials," of the Standard Specifications and these special provisions. Loop detector lead—in cables shall be Type B, and shall conform to the following: Loop wires in the pull box shall be twisted at a minimum rate of 5 turns per foot, and the splice must be soldered and completely waterproof. Connect one end of the shield to earth ground (at cabinet) and insulate other end with no possible path to earth ground. All spade connectors used to attach to terminals inside the controller cabinet shall be crimped and soldered to the conductor. INSTALLATION DETAILS: Installation details shall conform to the provisions in Section 86-5.01A (5), "Installation Details," of the Standard Specifications and these special provisions. Slots cut in the pavement shall be blown out and dried before installing inductive loop detectors. After conductors are installed in slots cut in the pavement, the slots shall shield connection in all necessary controller be filled with epoxy sealant "Epoxy Sealant forr Inductive conforming to the requirements in Loops," to within 1/8 inch of the Section 95-2.09 pavement surface. k The sealant shall be at least 1/2 inch thick above the to conductor P in the saw 3M cut. Before setting, surplus sealant shall be removed from the adjacent road surfaces without the use of solvents. In lieu of the epoxy sealant specified above, slots may be filled with either of the following materials: 1. An elostomeric sealant conforming to Section 86-5.01A (5) of the Standard Specifications. 2. Asphaltic Emulsion Inductive Loop Sealant conforming to Section 86-5.01A (5) of the Standard Specifications. Identification of each conductor poir shall consist of labeling the phase and detector slot number (e.g. — 6J2L, SJ8U, 315U, etc.) in permanent ink on a tag suitable for such purposes (Stuart Electric Ty Rap, Catalog No. TY5532 or approved equal). If asphalt concrete surfacing is to be placed, the loop detector conductors shall be installed prior to placing the uppermost layer of asphalt concrete. The conductors shall be installed, as shown on the plans, in the compacted layer of asphalt concrete immediately below the uppermost layer. Installation details shall be as shown on the plans, except the epoxy sealant shall fill the slot flush to the surface. Detector loops in concrete pads shall be sealed with epoxy sealant. PREEMPTION SYSTEM. The contractor shall provide a fully operational preemption system. The contractor shall furnish and install Opticom 711 (Single Unit) preemption devices as indicated on the signal plans including all cables and mounting hardware. The contractor shall also furnish and install an Opticom 754 phase selector unit in the controller cabinet. Exact preemption hardware mounting placement shall be determined by the Engineer in the field. The optical detector cable (3—M Opticom Model 138 or equal) shall have four conductors of AWG #20 (7X28) stranded individually tinned drawn wire to provide signal integrity and transient protection. The individually tinned copper, color—coded insulation shall be as follows: a. Orange for delivery of optical detector power (+ b. Negative return wire for optical detector power —) c. Yellow for optical detector signal #1 d. Blue for optical detector signal #2 TRAFFIC SIGNAL INTERCONNECT. Signal Interconnect Cable shall be six or twelve pair as shown on the plans and shall conform to the provisions in Section 86-2.08E, "Signal Interconnect Cable, of the Standard Specifications and these special provisions. The conductors shall be solid #19 AWG annealed copper in twisted pairs. The conductors shall be no less than 4 turns per 14 inches for twelve pair cable and 3.5 turns per 14 inches for six pair cable. The cable shall have a corrugated copolymer—coated 8—mil aluminum tape applied longitudinally over the core wrap. These cables must meet the requirements of PE -39 and ANSI/ICEA S-84-608-1988. Install 3M communications 4460—S ground shield connection in all necessary controller cabinets for 12 pair cable. Each individual run of cable shall be grounded at one end only, as directed by the City Engineer. Install 3M communications 4460—D ground shield connection for 6 pair cable. A pull rope conforming to Section 86-2.05C "Installation" of the Standard Specifi— cations shall be included in all interconnect conduit for installation of future conductors.
