NEW BUSINESS None COMMISSION STATEMENTS: to discuss community outreach materials produced and status of • Commissioner Butler: A joint mixer should be organized with DBA and historic property owners to discuss formation of historic district. • Commissioner Stussy: Commissioner Fieber's service should be honored during the July city council meeting. Staff will send a request to the Mayor. • Commissioner Stussy: Requested HPC goals are placed on the agenda of next HPC meeting. • Commissioner Butler: The creation of the Mills Act program is still the highest goal for the Commission, with the creation of Historic Districts being the second. • Commissioner Montgomery: Rules should be amended regarding residence within the City of Bakersfield to allow for qualified candidates to be appointed to positions despite technically living in Kern County. TO: Historic Preservation Commission FROM: Development Services Department DATE: October 2, 2019 SUBJECT: Public Hearing before the Historic Preservation Commission of the City of Bakersfield to consider the building permit application by The Woman's Club of Bakersfield for an alteration of their property located at 2030 18th Street, Bakersfield, California, listed on the Bakersfield Register of Historic Places in the City of Bakersfield. RECOMMENDATION: Motion to approve the building permit for the replacement of an external staircase, the HVAC system and related electrical upgrades. BACKGROUND: On February 12, 1992, The Woman's Club of Bakersfield was designated a cultural resource and placed on the Bakersfield Register of Historic Places. The property, constructed in 1920-21, is noted,to be designed in the Adamesque (Colonial. Revival) style with an arched entryway and hipped gable dormers and gablets. As a result of the 1952 earthquake and aftershock, the building underwent major restoration, altering some of the original architecture. In addition, The Woman's Club of Bakersfield is Kern County's oldest cultural club for women formed in 1896 for the development of women along the lines of literature, science and arts. Philanthropy and community service were added to the club's objectives and through the years club members have gained recognition for efforts in a wide variety of women's causes and community service. Due to these characteristics, the property was designated having met the following criteria for a cultural resource: • It exemplifies or reflects special elements of the city, community or neighborhood's historical, archaeological, cultural, social, economic, political, aesthetic, engineering or architectural development; • It embodies distinctive characteristics of style, type, period, or method of construction, or is a valuable example of the use of indigenous materials or craftsmanship; and • Its unique location or singular physical characteristics) represents an established and familiar visual feature of a neighborhood, community or the city. PROJECT DESCRIPTION: Before a building permit causing an alteration of a designated cultural resource is issued, a public hearing considering proposed alterations is required in Bakersfield Municipal Code SAMCD_ShareMED Projects\ED HPC\HPC Meetings\2019\HPC 10.15.19\10.15.19 Woman's Club.docx (BMC). Per the BMC, the alteration of a designated cultural resource shall not be approved unless the following conditions are found to exist: • The proposed work will not adversely affect the architectural features of the structure, where specified in the designation; nor will the proposed work adversely affect the special character or special historical, architectural or aesthetic interest or the relationship and congruity between the subject structure or feature and its neighboring structures and surroundings, where specified in the designation. In the case of The Woman's Club of Bakersfield, this would mean maintaining the Adamesque (Colonial Revival) style architecture and associated features and materials. The Woman's Club of Bakersfield has proposed replacement of an external staircase, and replacement of the HVAC system and related electrical upgrades. No other modifications to the exterior of the building will be made. The Commission has adopted the use of The Secretary of the Interior's Standards for Rehabilitation to provide guidance in their review of proposed rehabilitation and alterations of historic buildings, for exterior alterations and HVAC systems it is recommended: • New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. • Identifying, retaining, and preserving masonry features that are important in defining the overall historic character of the building such as walls, brackets, railings, cornices, window architraves, door pediments, steps, and columns; and details such as tooling and bonding patterns, coatings, and color. • Retaining and maintaining functional and efficient HVAC systems. • Upgrading existing HVAC systems to increase efficiency and performance within normal replacement cycles. • Installing an energy-efficient system that takes into account whole building performance and retains the historic character of the building and site when a new HVAC system is' necessary. • Placing HVAC equipment where it will operate effectively and efficiently and be minimally visible and will not negatively impact the historic character of the building or its site. PUBLIC NOTIFICATION: Notice of public hearing before the Historic Preservation Commission of the City of Bakersfield for the proposed alteration to a designated cultural resource was advertised in The Bakersfield Californian on October 4, 2019. The applicant and property owners within 300 feet of the project site were notified on October 1, 2019, by United States Mail of the public hearing in accordance with Bakersfield Municipal Code. Group Vote. Comment: Action requires a motion to select candidates and approval of the entire Commission. BACKGROUND: Chair shall preside at all meetings of the Commission, and shall appoint each committee member and perform the duties necessary or incidental to the office. The responsibilities and powers of the Chair shall be as follows: Preside at all meetings of the Commission. 2. Appoint all committee members. 3. Sign documents or instruments on behalf of the Commission. 4. The Chair may serve ex -officio member to any standing committees with a voice, but not a vote. 5. Term is for a one-year term and shall expire in October 2016. Section 1. Chairperson and Vice -Chairperson The Commission shall elect, from its members, a chairperson and vice -chairperson to serve for a one-year term. The Commission shall hold the election during its regular June meeting. If the position of chairperson or vice -chairperson becomes vacant during the course of the year, the Commission members shall elect a replacement to serve for the balance of the year. Section 2. Duties of Chairperson The Chairperson shall preside at all meetings of the Commission, shall appoint each committee, and perform the duties necessary or incidental to the office. Duties necessary and incidental to the office of chairperson include calling of special meetings and signing documents or instruments on behalf of the Commission. Section 3. Duties of Vice -Chairperson The vice -chairperson, in the absence of the chairperson, or when the chairperson is unable to act, shall perform the duties of the chairperson. TO: Historic Preservation Commission FROM: Development Services Department DATE: August 12, 2019 SUBJECT: Fiscal Year 2019-2020 Goals: HPC review of the FY 19-20 Goals and approval. RECOMMENDATION: Staff recommends review and approval of FY 19-20 Goals. BACKGROUND: In preparation of Fiscal Year 19-20, staff developed draft goals for the Historic Preservation Commission (HPC) to help guide HPC activities for the upcoming year and to identify action items in implementing the HPC's goals and objectives. Staff is requesting the HPC to review the goals, discuss any changes and approve. ATTACHMENTS: • Draft Fiscal Year 19-20 Goals BAKER&M D I118TOPIC PMMVATION COh1 MION CITY OF BAKERSFIELD HISTORIC PRESERVATION COMMISSION Fiscal Year 2019-2020 Goals Per the City's Municipal Code, the object of this Commission is to promote the public health, safety, and general welfare by providing for the identification, protection, enhancement, perpetuation, and use of improvements of buildings, structures, signs, objects, features, sites, places and areas within Bakersfield that reflect special elements of. the City's architectural, artistic, cultural, engineering, aesthetic, historical, political, social and other heritage. Each of the following goals and action items align with Commission purpose and objectives as stated in the Municipal Code. Goal 1: Establish a Mills Act Program Actions: • Develop a Mills act program, per California Government Code, for historically designated properties • Create program materials (application, agreement, guidelines, brochure) about the City's Mills Act program • Recommend to City Council Legislative and Litigation Committee for consideration Goal 2: Establish New and Preserve Historic Neon Signs Actions: • Consult with City Planning Department regarding sign ordinance • Develop criteria on what is considered a historic neon sign • Develop parameters to create two historic sign districts in the City of Bakersfield - Downtown and Old Town Kern Goal 3: Conduct New and Update Neighborhood Surveys Actions: • Research areas where 70% of homes are over 50 years old • Pursue grant funding for neighborhood surveys • Conduct neighborhood surveys per established guidelines • Partner with BHS Driller Service Academy to assist in the update of neighborhood surveys Page 1 Goal 4: Public Education and Encourage Historic Pride in Bakersfield Actions: • Attend community events to educate the community about the City's historical resources and properties • Partner with Kern Historical Society and Kern County Museum in organizing walking tours of historical sites • Enhance and update website as needed • Conduct outreach presentations to community organizations • Support public art which celebrates our historic character • Encourage the reuse of historic buildings • Partner with Kern Historical Society and DBA to develop an award system to property owners that successfully repurpose historic buildings • Update the Rehabilitate Bakersfield Right guidebook Goal 5: Erection of Historic Signage for Route 99 Actions: • Continue collaboration and complete phase 2 installation of historic signs by public right-of-way agencies: City, County and Caltrans Goal 6: Identify Potential Grants and Partnerships with Non -profits to fund Historic Preservation Projects Actions: • Research grant opportunities and develop a working document of funding sources • Contact non -profits to partner on historic preservation activities Goal 7: Establish Historic Districts/Neighborhoods Actions: • Conduct outreach to gage residents support for a historic district • Recruit more property owners to join the Historic Register • Develop recommendations to amend and improve the historic district component of the Bakersfield Municipal Code • Establish new historic districts within the City of Bakersfield Fiscal Year 2018 — 2019 Accomplishments: 1. Historic public education: Commissioners attended the Downtown Business Associations Third Thursday event in October 2018. Printed historic photos for display at public events. 2. Update Neighborhood Surveys: Continued update of East Bakersfield survey of historic properties. 3. Historic Sites: Approved solar energy project at Jastro House. 4. Preservation: Sent recommendations to owners of The Dome on steps that could be taken to preserve the structure. 5.
