ALL CONSTRUCTION SHALL BE IN ACCORDANCE WITH THE CITY OF BAKERSFIELD STANDARDS AND SPECIFICATIONS, 2016 CALIFORNIA BUILDING CODE APPENDIX J, AND PRELIMINARY SOILS REPORT SEI FILE NO. 16-15993 PREPARED BY SOILS ENGINEERING, INC (SEI) ON SEPTEMBER 8, 2017. 2. PRIOR TO THE START OF ANY PHASE OF CONSTRUCTION, THE CITY CONSTRUCTION INSPECTION DEPARTMENT SHALL BE GIVEN AT LEAST 24 HOURS NOTICE. PHONE (661) 326-3049. 3. CONTRACTOR SHALL OBTAIN ALL NECESSARY PERMITS BEFORE START OF CONSTRUCTION. 4. CONTRACTOR AGREES THAT HE SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR THE JOB SITE CONDITIONS DURING THE COURSE OF CONSTRUCTION OF THE PROJECT INCLUDING THE SAFETY OF ALL PERSONS AND PROPERTY; THAT THIS REQUIREMENT SHALL APPLY CONTINUOUSLY AND NOT BE LIMITED TO NORMAL WORKING HOURS: THAT THE CONTRACTOR SHALL DEFEND, INDEMNIFY, AND HOLD THE OWNER AND THE ENGINEER HARMLESS FROM ANY AND ALL LIABILITY, REAL OR ALLEGED, IN CONNECTION WITH THE PERFORMANCE OF WORK ON THIS PROJECT EXCEPTING FOR LIABILITY ARISING FROM THE SOLE NEGLIGENCE OF THE OWNER OR ENGINEER. 5. IF THE CONTRACTOR IS IN DOUBT AS TO THE MEANING OF ANY PART OF THE PLAN AND SPECIFICATIONS, OR FINDS DISCREPANCIES IN, OR OMISSIONS FROM THE DRAWING, HE SHALL SUBMIT A WRITTEN REQUEST FOR AN INTERPRETATION, OR A CORRECTION THEREOF PRIOR TO FILING HIS BID FOR THE PROJECT TO THE DESIGN ENGINEER. 6. SHOULD ANY CULTURAL MATERIALS BE DISCOVERED DURING ANY GRADING OR DEVELOPMENT, ALL WORK SHALL BE HALTED AND A QUALIFIED ARCHAEOLOGIST/HISTORIAN SHALL BE CONTACTED TO ASSESS THE FINDS AND IMPOSE MITIGATION MEASURES, IF NECESSARY, PRIOR TO THE RESUMPTION OF CONSTRUCTION. 7, IF, DURING GRADING OR CONSTRUCTION, ANY PLUGGED, ABANDONED, OR UNRECORDED WELLS ARE UNCOVERED OR DAMAGED, THE DEPARTMENT OF CONSERVATION/DIVISION OF OIL, GAS, AND GEOTHERMAL RESOURCES SHALL BE CONTACTED TO INSPECT AND APPROVE ANY REMEDIATION REQUIRED. 8. UNDERGROUND SERVICE ALERT SHALL BE CONTACTED AT LEAST TWO (2) WORKING DAYS PRIOR TO CONSTRUCTION (811). 9. CONTRACTOR SHALL RESTORE CONSTRUCTION LIMITS TO ORIGINAL OR BETTER CONDITION TO ENSURE PROPER DRAINAGE 10. OPERATIONS ALONG HIGHWAYS OR PUBLIC STREETS SHALL BE PERFORMED IN SUCH A MANNER THAT ALL EXCAVATED MATERIALS BE KEPT OFF THE PAVEMENT AT ALL TIMES, AS WELL AS OPERATING EQUIPMENT. 11. CORNERSTONE ENGINEERING INC. SHALL NOT BE RESPONSIBLE OR LIABLE FOR UNAUTHORIZED CHANGES TO, OR USES OF, THESE PLANS. 12. IN THE EVENT CONSTRUCTION STAKING BASED ON CONSULTANTS PLANS, DRAWINGS OR OTHER DOCUMENTS IS ACCOMPLISHED BY OTHER THAN THE CONSULTANT, CLIENT AGREES TO HOLD CONSULTANT HARMLESS AND RELEASE CONSULTANT FROM ALL LIABILITY ARISING FROM THE USE OF SAID PLANS, DRAWINGS OR OTHER DOCUMENTS. 13. IF A PROBLEM SHOULD ARISE DURING THE COURSE OF CONSTRUCTION, IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO NOTIFY THE ENGINEER IMMEDIATELY PRIOR TO ANY FURTHER WORK. 14. ANY REVISIONS MADE TO THE APPROVED GRADING AS SHOWN ON THE GRADING PLANS MUST BE SPECIFICALLY APPROVED BY THE DESIGN CIVIL ENGINEER & SOILS ENGINEER & CITY ENGINEER. 15. ELEVATIONS PROVIDED ARE FINISHED SURFACE (FS) UNLESS OTHERWISE NOTED PER LEGEND. 16. ALL INTERIOR GRADING SHALL BE COMPLIANT WITH 28 CFR PART 36. ACCESSIBLE PATHS SHALL NOT EXCEED 5.0% LONGITUDINALLY OR 2.0% TRANSVERSE 17. ALL RAMPS SHALL BE COMPLIANT WITH 28 CFR PART 36. REFER TO ARCHITECTURAL PLANS FOR DETAIL. 18. ALL CUFF OR FILL SLOPES SHALL BE 4:1 OR FLATTER UNLESS OTHERWISE NOTED. 19. DUST SHALL BE CONTROLLED DURING GRADING BY WATERING OR OTHER APPROVED MEASURES. 20. ALL EXISTING DRAINAGE COURSES AND APPROVED PROTECTIVE MEASURES ON THE PROJECT SITE MUST CONTINUE TO FUNCTION AT ALL TIMES AND TEMPORARY DRAINAGE PROVISIONS MUST BE USED TO PROTECT ADJOINING PROPERTIES DURING THE GRADING. THE CONTRACTOR SHALL BE HELD LIABLE FOR ANY DAMAGE DUE TO OBSTRUCTING EXISTING DRAINAGE PATTERNS. 21. SANITARY FACILITIES SHALL BE MAINTAINED ON THE SITE. 22. TOPOGRAPHIC INFORMATION IS TAKEN FROM A TOPOGRAPHIC SURVEY BY CORNERSTONE ENGINEERING INC.. IF THE CONTRACTOR DOES NOT ACCEPT EXISTING TOPOGRAPHY AS SHOWN ON THE PLANS, WITHOUT EXCEPTION, THEN THE CONTRACTOR SHALL SUPPLY, AT THEIR EXPENSE, A TOPOGRAPHIC SURVEY BY A REGISTERED LAND SURVEYOR TO THE OWNER FOR REVIEW. 23. CONTRACTOR IS RESPONSIBLE FOR THE EFFICIENT USE OF ON-SITE RESOURCES, ESTIMATING HIS OWN CUT/FILL QUANTITIES, AND PROVIDING DETAILED TRANSACTION RECEIPTS FOR SOILS IMPORTED AND EXPORTED (AS WELL AS APPROPRIATE NPDES DOCUMENTATION FOR OFFSITE LOCATIONS OF IMPORT AND EXPORT). 24. ENTRANCE TO AND FROM THE PROJECT SITE SHALL BE MAINTAINED IN A MANNER THAT LIMITS TRACKING OF ORGANIC MATERIAL OFFSITE. 25. DURING GRADING OPERATIONS, THE APPLICANT FOR A DEVELOPMENT PERMIT SHALL BE RESPONSIBLE FOR THE APPLICATION OF WATER TO DEVELOPMENT SITES TO MITIGATE THE IMPACT OF DUST AND PM (PARTICULATES EMISSIONS). SPRAYING SHOULD BE SUFFICIENT TO ENSURE THAT SOILS REMAIN DAMP, WITH THE FREQUENCY OF SPRAYING DEPENDENT ON WEATHER CONDITIONS. VERIFICATION OF COMPLIANCE WILL BE THE RESPONSIBILITY OF THE CITY OF BAKERSFIELD PUBLIC WORKS/BUILDING INSPECTION DIVISION. 26. DURING GRADING OPERATIONS, ALL ACTIVITY SHALL BE RESTRICTED TO PERIODS OF LOW WIND TO REDUCE DUST EMISSIONS. VERIFICATION OF COMPLIANCE WITH THIS MITIGATION MEASURE WILL BE THE RESPONSIBILITY OF THE CITY OF BAKERSFIELD PUBLIC WORKS/BUILDING INSPECTION DIVISION. 27. DURING GRADING AND CONSTRUCTION, ALL ACTIVITIES ADJACENT TO RESIDENTIAL DEVELOPMENT SHALL BE LIMITED TO 7:00 A.M. TO 7:00 P.M., MONDAY THROUGH FRIDAY. CONSTRUCTION WILL NOT BE ALLOWED ON WEEKENDS OR ON FEDERAL HOUDAYS. VERIFICATION OF COMPLIANCE WILL BE THE RESPONSIBILITY OF THE CITY OF BAKERSFIELD PUBLIC WORKS/BUILDING INSPECTION DIVISION. 28. DURING GRADING AND CONSTRUCTION, LANDSCAPING AND/OR TEMPORARY SOIL STABILIZATION TECHNIQUES (I.E., JUTE NETTING OR SOIL STABILIZING AGENTS) SHALL BE EMPLOYED TO REDUCE WIND EROSION AND DUST DURING GRADING AND UNTIL THE SITE IS FULLY BUILT OUT. VERIFICATION OF COMPLIANCE WITH THIS MITIGATION MEASURE WILL BE THE RESPONSIBILITY OF THE CITY OF BAKERSFIELD PUBLIC WORKS/BUILDING INSPECTION DIVISION. 29. DURING GRADING AND CONSTRUCTION, PLANNED PM MITIGATION MEASURES WILL BE ADHERED T00. 30. DURING GRADING AND CONSTRUCTION, IF ANY HUMAN REMAINS ARE DISCOVERED, ALL WORK SHALL STOP UNTIL THE KERN COUNTY CORONER HAS BEEN NOTIFIED AND HAS EVALUATED THE REMAINS, IF ANY OTHER ARCHAEOLOGICAL ARTIFACTS ARE DISCOVERED DURING SITE DEVELOPMENT ALL WORK SHALL STOP UNTIL THE FIND HAS BEEN EVALUATED BY A QUALIFIED ARCHAEOLOGIST OR HISTORIAN. 31. CONTRACTOR SHALL COMPLY WITH THE STORM WATER POLLUTION PREVENTION PLAN (SWPPP) AT ALL TIMES AND. THE SWPPP SHALL ALWAYS BE AVAILABLE FOR PUBLIC INSPECTION DURING NORMAL CONSTRUCTION HOURS. WASTE DISCHARGE IDENTIFICATION (WI NUMBER 51`15C386548 HAS BEEN ISSUED BY THE STATE WATER RESOURCES BOARD FOR THIS PROJECT. 32. IF THE PROJECT IS SUBJECT TO THE PROVISIONS OF THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES), A NOTICE OF INTENT (N01) TO COMPLY WITH THE TERMS OF THE GENERAL PERMIT TO DISCHARGE STORM WATER ASSOCIATED WITH CONSTRUCTION ACTIVITY (SWRCB ORDER NO. 2009-009-DWQ AS AMENDED BY ORDER 2010-0014-DWQ AND ORDER 2012-0006-DWQ) MUST BE FILED WITH STATE WATER RESOURCES CONTROL BOARD IN SACRAMENTO BEFORE THE BEGINNING OF ANY CONSTRUCTION ACTIVITY. COMPLIANCE WITH THE GENERAL PERMIT REQUIRES THAT A STORM WATER POLLUTION PREVENTION PLAN (SWPPP) BE PREPARED, CONTINUOUSLY CARRIED OUT, AND ALWAYS AVAILABLE FOR PUBLIC INSPECTION DURING NORMAL CONSTRUCTION HOURS. THE DESIGN ENGINEER SHALL EXERCISE SUFFICIENT SUPERVISOR CONTROL DURING GRADING AND CONSTRUCTION TO INSURE COMPLIANCE WITH THE PLANS, SOILS REPORTS, SPECIFICATIONS AND CODES WITHIN HIS PURVIEW. 34. GRADING WORK WILL BE SUPERVISED AS ENGINEERED GRADING IN ACCORDANCE WITH APPENDIX J OF THE CALIFORNIA BUILDING CODE. 35. AN OPEN STREET PERMIT SHALL BE OBTAINED FROM THE CITY OF BAKERSFIELD PUBUC WORKS DEPARTMENT FOR ANY WORK PERFORMED 'WITHIN EXISTING ACCEPTED STREET RIGHT OF WAY. UNLESS SECURED BY A SUBDIVISION AGREEMENT, SECURITY BASED ON AN APPROVED ENGINEER'S ESTIMATE FOR THE WORK PERFORMED WITHIN THE RIGHT OF WAY AND INSURANCE AS REQUIRED SHALL BE PROVIDED PRIOR TO ISSUANCE OF A PERMIT. 36. MAXIMUM SLOPE RATIO FROM BACK OF SIDEWALK TO FACE OF WALL OR STRUCTURE SHALL BE 4:1, EXCEPT FOR TWO FEET BEHIND THE SIDEWALK WHERE THE MAXIMUM SLOPE SHALL BE 2%. ALTERNATIVELY, THE CITY ENGINEER MAY APPROVE CURBING BEHIND THE SIDEWALK OR OTHER METHOD TO PREVENT EROSION ONTO THE SIDEWALK. 37. ANY ITEMS IN PUBLIC RIGHT OF WAY THAT ARE DAMAGED WILL REQUIRE REPAIRING. COMPACTION NOTES: 38. COMPACTION TESTS SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. IN GENERAL, DENSITY TESTS SHALL BE MADE AT MAXIMUM INTERVALS OF TWO FEET OF FILL HEIGHT OR EVERY 1,000 CUBIC YARDS OF FILL PLACED. ULTIMATELY, THE FREQUENCY AND LOCATION OF REQUIRED TESTS SHALL BE DETERMINED BY THE SOILS ENGINEER. 39.
