The $1.5 million project is funded exclusively by the Public Safety and Vital Services Measure (Measure N) and will bring more than 35,000 plants back to the City’s streetscapes and parks over the coming months. The project addresses a quality of life issue residents wanted fixed, replacing dead or removed plant life around the City, plants that were lost during the drought and couldn’t be replaced due to budget constraints of the time. From now until May 2020, contractors and Recreation and Parks staff will be planting 10 different species of trees, as well as 15 different types of shrubs. The species were selected for their low-water use.  The City of Bakersfield is pleased to announce the hiring of Christopher Boyle as the City’s new Development Services Director. Mr. Boyle comes to Bakersfield with more than 15 years of planning experience, most recently as the Planning Manager for the City General Information October 25, 2019 Page 2 of Madera. The vacancy at Development Services opened at the end of May when Jacqui Kitchen was hired as Assistant City Manager and City Building Director Phil Burns has been acting as interim Development Services Director since. The City used a national recruiter to find qualified applicants and had a very strong candidate pool to choose from. Mr. Boyle will officially join the City of Bakersfield on October 28th. We are excited to have Mr. Boyle bring his planning experience and skillset will be assets to the City and he will provide a focused vision for the future growth of the City.  USA BMX announced Monday that Bakersfield has been awarded the 2020 Fall National Championship race. Metro BMX and Visit Bakersfield submitted a successful proposal in May to host the championship, which will be held at Metro BMX (Sam Lynn Complex) on Chester Avenue during the weekend of October 2- 4, 2020. The Fall National is one of only eight pro races throughout the year and the race producers anticipate more than 1,200 athletes to compete in the event. Of those, nearly 90% will be traveling from out of town and will be filling up hotel rooms and spending money at local businesses.  The Bakersfield Police Department’s Community Relations staff have helped residents in Northwest Bakersfield create a neighborhood watch. Staff met with members of the watch to go over crime prevention tips, how to add layers of security to their homes, and how to effectively communicate with neighbors as well as law enforcement. They even had time for a group selfie with the neighborhood watch sign!  On Saturday, October 26th, from 10 a.m. to 2 p.m. the Bakersfield Police Department and the U.S. Drug Enforcement Administration will host a Pill Take-Back Day. Community members can drop off potentially dangerous, expired, unused, and unwanted prescription drugs for disposal. Sites cannot accept liquids or needles or sharps, only pills or patches. The service is free and anonymous, no questions asked. Disposal sites will be located at the Bakersfield Police Department lobby, 1601 Truxtun Avenue; the parking lot adjacent to Kaiser Permanente, 3501 Stockdale Highway; the parking lot adjacent to Walmart, 5075 Gosford Road. General Information October 25, 2019 Page 3  More than 80 youth attended testing at BPD Explorer post #521 on October 22nd, and more than 50 of them passed! Those passing youth will move on to the next step of becoming Explorers and serving Bakersfield as volunteers, while also gaining valuable insight and experience about careers in law enforcement.  I will be on vacation from October 31st through November 15th. During my absence Chris Huot will be in charge and he will fill in for me at the City Council meeting of November 6th. The office will have my contact information in the event of an emergency. Traffic Advisories  Nighttime freeway closures on State Route 99 The contractor for the Belle Terrace Operational Improvements Project plans to install the bottom forms for the new Belle Terrace Bridge during nighttime hours next week. This work will require full freeway closures in the southbound direction of State Route 99 on Monday, October 28th and Tuesday, October 29th between the hours of 11 p.m. and 5 a.m., each night. During the closure, southbound traffic will be detoured onto eastbound State Route 58 then south on Union Avenue to reconnect with State Route 99. The freeway will remain open to northbound traffic. Northbound State Route 99 will be closed on Wednesday, October 30th and Thursday, October 31st between the hours of 11 p.m. and 5 a.m. Northbound State Route 99 traffic will exit at Ming Avenue and use Wible Road to detour around the work, re-entering the freeway from the Wible Road on-ramp. Motorists who want to travel east on State Route 58 will continue traveling north on Wible Road to Brundage Lane then head east and enter State Route 58 from the H Street on- ramp. The freeway will remain open to southbound traffic. On Thursday, November 7th, the connector ramp from northbound State Route 99 to eastbound State Route 58 is scheduled to be closed during nighttime hours. The closure is needed to complete road work required to switch traffic onto the newly constructed connector bridge on Friday, November 8th. Work may be rescheduled without notice due to unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving in the vicinity of this work. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public.  Drainage work begins on 24th Street and intersection paving scheduled for Olive, Elm and Beech Streets Drainage work is scheduled to begin on 24th Street next week. This work will require a long-term, around-the-clock closure of the outside lane between C Street and State Route 178. The closure is expected to begin on Monday, October 28th, and remain in effect until spring. Two lanes will be open to westbound traffic while the drainage work is underway. General Information October 25, 2019 Page 4 The contractor plans to pave the intersections at Olive Street, Elm Street, and Beech Street on the north side of 24th Street on Saturday, November 2nd and Sunday, November 3rd. Paving operations are expected to take place between the hours of 7 a.m. and 7 p.m., each day. The three intersections will not be closed simultaneously. Construction work may be postponed and rescheduled without notice. Please slow down and watch for construction workers and equipment while driving through the work zone.
