HomeMy WebLinkAboutRES NO 159-19F r RESOLUTION NOS 5 9 A RESOLUTION DETERMINING THAT ACTIVE SHOOTER KITS, FROM VICTORY TACTICAL GEAR, LLC., CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH -BIDDING THEREOF, NOT TO EXCEED $174,000. WHEREAS,: the Bakersfield Police Department (BPD) currently supplies patrol officers with a level III ballistic vest, which is able to stop most small caliber (handgun) projectiles; and WHEREAS, a common factor in the majority of active shooter incidents is that the shooter was armed with a high powered weapon or assault rifle; which utilizes a round that will penetrate a standard level III vest; and WHEREAS, the BPD desires to equip each patrol officer with an Active Shooter Kit, comprised of a level III+ rifle resistant plate, to increase officer survivability should they be struck by a rifle round during an active shooter response; and WHEREAS, State Supplemental Law Enforcement Services Funding (SLESF) has been appropriated for this purchase in the FY2019-20 Police Operating Budget for Fund 181; and WHEREAS, the HG84 Active Shooter Kit was designed by, and manufactured exclusively for, Victory Tactical Gear, LLC. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2. The work, supplies, equipment or materials can only be reasonably obtained from one vendor because of restricted availability of such work, supplies, equipment or materials. 3. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 4. The expenditure of funds for said work, supplies, equipment or materials shall not exceed One Hundred Seventy -Four Thousand ($174,000). -------000------- -- Page 1 of 2 Pages -- �- rn ORIG,NAL.
