HomeMy WebLinkAboutRES NO 163-19RESOLUTION NO. 1 9 RESOLUTION DISPENSING WITH -BIDDING UNDER SECTION 3.20.060(D)(5) OF" THE BAKERSFIELD MUNICIPAL CODE RELATING TO THE DESIGN/BUILD CONSTRUCTION' PROCUREMENT PROCESS FOR THE UPGRADE AND' REPLACEMENT OF THE TELEVISION BROADCASTING' EQUIPMENT IN USE IN THE CITY COUNCIL CHAMBERS. WHEREAS, the existing television broadcasting equipment is aged 'and in need of replacement as well as subsequent upgrading to high definition digital; and WHEREAS, funding has been allocated for the replacement and upgrade of the broadcasting equipment in this fiscal year; and WHEREAS, Technology Services would like to issue a Request for Proposal using the design/build methodology for the upgrade of the broadcasting equipment in use at the Council Chambers; and WHEREAS, the use of the design/build methodology has been shown to be an effective method of reducing design and construction costs; and WHEREAS, the use of design/build joins the construction and design of a project under one single legal entity thereby reducing conflicts; and WHEREAS, the City Council believes the use of design/build is appropriate for certain unique projects where specialized design and construction methods are necessary and expertise must be employed; and WHEREAS, the City Council believes the public and the procurement process can be adequately protected through the use of a fair competitive process for choosing a design/build entity which best serves the interests of the City. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows: 1. " The above recitals are true and correct and are incorporated herein by reference. 2. The television broadcasting equipment project is appropriate for design/build because of the specialized nature of the design and -- Page 1 of 3 Pages -- � m � r ORIGNAL� construction of the project. 3. The television broadcasting equipment project justifies an exception to the bidding process and the City Council hereby determines that the work, supplies, equipment and material can best be obtained through the design/build construction procurement process. 4. ,Upon adoption of this Resolution, Technology Services is authorized to proceed with the design/build procurement process, as set forth in the Bakersfield Municipal Code Section 3.20.060(D) (5) for the television broadcasting equipment project. 5. Technology Services shall recommend a design/build entity that combines appropriately licensed contracting, architectural and engineering services, as needed, into one legal entity. 6. Technology Services shall invite no less than three appropriate design/build entities to participate in the selection process. 7.
