A RESOLUTION DISPENSING WITH BIDDING
PROCEDURES DUE TO EMERGENCY REPAIRS
ON AN ASPHALT PAVER, AND AUTHORIZING
QUINN COMPANY TO PERFORM NECESSARY
REPAIRS, NOT TO EXCEED $61,500.
WHEREAS, on Wednesday August 7, 2019, a 2016 Caterpillar Asphalt Paver,
equipment number 4290, was reported by the using department as inoperable;
and
WHEREAS, the equipment was sent to the original dealer, Quinn Company, to
troubleshoot and diagnose damages; and
WHEREAS, based on Quinn's extensive inspection of the damaged
equipment, a repair quote was submitted detailing the parts and materials needed
to bring the equipment back into operation, attached hereto and incorporated by
reference herein as Exhibit A; and
WHEREAS, the majority of the parts are only available through the original
equipment manufacturer, CAT, and Quinn Company is the factory authorized CAT
dealer; and
WHEREAS, the repairs were determined to be of urgent necessity as delays in
repairing the asphalt paver could potentially leave many streets without repaving,
likely resulting in potential safety issues associated with lack of street repairs; and
WHEREAS, to remedy this emergency, Quinn Company was authorized by the
Public Works Director to proceed with the necessary repairs; and
WHEREAS, the Public Works Director recommends the Council to dispense
with bidding requirements, in accordance with subsections D.2 and D.4 of Section
3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
The above recitals are true and correct and incorporated herein by
reference.
2. Based on the facts included in the above recitals, the work, supplies,
equipment, and materials and the necessity to successfully repair the asphalt
paver, as a whole, to function properly can only be provided by the factory
authorized CAT dealer and repair facility, Quinn Company.�Rl�

3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield.Municipal Code.
4. The expenditure of funds for said work and equipment shall not exceed
Sixty One Thousand Five Hundred Dollars ($61,500).
5. The City Clerk shall attest and certify to the passage and adoption of
this Resolution and it shall become effective immediately upon its approval.
HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meeting thereof held

SEGMENT: 01 TROUBLESHOOT+ DIAGNOSIS HYDRAULIC TEST EQUIPMENT
NOTES:
Spent a large amount time diagnosing the_hyd system that has been compromised by DEF
fluid. We did our best to pin point the issues in the propel hydraulic pumps and motors. Even
by replacing both pumps and motors does not guarantee that this will resolve the issues or
any future Issues. Caterpillar recommended that we completely go through the entire
hydraulic system and clean every part in this system which would be very very expensive.
On another note we only have issues with the propel circuit of the hydraulic system at this
time.. The rest of the hydraulic system is functioning normal at this time.

We feel its necessary to remove the hydraulic tank to make sure we remove any residual
