a. Keep Bakersfield Beautiful Committee Update.
Community Relations Specialist Felix and Heather Pennella, Chair of
the Keep Bakersfield Beautiful Committee, made comments and
provided a PowerPoint presentation.
b. League of California Cities Annual Conference appointment of
voting delegate(s) and City position on conference resolutions.
(City staff recommends the City Council appoint a voting delegate and
alternate delegate(s), and adopt City staff's recommended positions on
the League proposed resolutions.)
Assistant City Manager Huot made staff comments.
Motion by Vice -Mayor Parlier to appoint Mayor Goh as the voting
delegate. Motion passed with Councilmember Rivera absent.
Motion by Councilmember Sullivan to appoint Vice -Mayor Parlier
as the alternate delegate. Motion passed with Councilmember
Rivera absent.
Motion by Vice -Mayor Parlier to approve the staff recommendation
on the resolutions proposed by the League. Motion passed with
Councilmember Rivera absent.

Councilmember Gonzales requested that staff look into expanding
services of the Downtown Clean Team beyond the current scope
and the agreement term to beyond 90 days.

7. APPOINTMENTS
a. One appointment (at -large) to the Historic Preservation
Commission due the declination of appointment by previous
appointee Carolyn Dethlefson on May 22, 2019.
(Staff recommends City Council determination.)
Assistant City Clerk Legge announced an application for
appointment was received from Stephen Humphreys.
Motion by Vice -Mayor Parlier to appoint Stephen Humphreys to fill
the unexpired term on the Historic Preservation Commission, term to
expire on March 20, 2021. Motion passed with Councilmember
Rivera absent.

Assistant City Clerk Legge announced a staff memorandum was received
requesting item 8.n. be removed from the agenda; a staff memorandum
regarding item 8.aa. was received, transmitting a copy of the
agreement with Contractor signatures and Exhibit A; and an additional
staff memorandum was received regarding item 8.ac., transmitting a
revised Exhibit A.
Councilmember Weir announced he would abstain from item 8.aa. due to
a potential conflict of interest.

work.
