Jacqui Kitchen, Interim Development Services Director, Phil Burns, Technology Systems
Director, Gregory Pronovost, Water Resources Manager, Art Chianello, and/or the Human
Resources Division to approve the Nepotism Waivers for the above items. APPROVED, ALL
AYES.
D. Rescheduling of Personnel Appeal Hearing
After discussion, a motion, by Commissioner Roland Maier and seconded by
Commissioner Nila Hogan, was made to approve a new hearing date January 27-31,

SUBJECT: NEPOTISM RULING -ALEX ALANIZ
CANDIDATE FOR TECHNOLOGY SYSTEMS TECHNICIAN 1401263
Alex Alaniz has successfully competed in the examination process for the position of Technology Systems
Technician I. He lives in the same household as Rosario Negrete, who is currently employed as an Accounting
Clerk I in the Animal Control Division of the Police Department. Due to the possibility of Alex Alaniz being
considered for appointment to a Technology Systems Technician I, the issue of nepotism must be addressed.
- -The following -information has been compiled foryour review and determination of whether nepotism creates
an adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Technology Systems Technician is as follows: This is
a multi -discipline classification for use in Technology Services (TS) Division. Under general supervision,
incumbents may be assigned to perform a wide variety of duties to support the City's audio-visual,
communications, desktop support, Geographic Information Systems (GIS), networking, programming or
security needs. Assists users, provides instruction, and installs hardware and software. The Technology Systems
Technician I is an entry level position. The Technology Systems Technician II is an intermediate level position.
A summary of the duties and responsibilities for the position of Accounting Clerk I is as follows: Under supervision,
coordinates and performs duties related to preparing, processing, maintaining and checking financial,
statistical or fiscal records; performs related work as required
EMPLOYMENT OVERLAP
According to the .Technology Services Director, Gregory Pronovost, if Alex Alaniz is appointed to a
Technology Systems Technician I position in the Technology Systems Division of the City Manager's Office,
performance appraisals would not be reviewed or conducted by either employee for the other; neither
employee would be directly supervised by the other; and they would not report to each other within the
chain of command as they would be assigned to different departments.
RECOMMENDATION
The Technology Services Director, Gregory Pronovost, and the Human Resources Division recommend
approval of the nepotism. If this request is approved, however, nepotism considerations may adversely
affect future appointments, transfers or promotional opportunities.

of related administrative duties at police headquarters; and performs other work as required.
EMPLOYMENT OVERLAP
According to the Technology Services Director, Gregory Pronovost, if Tomas Bedford is appointed to a
Technology Systems Technician I position in the Technology Systems Division of the City Manager's Office,

CANDIDATE FOR ECONOMIC DEVELOPMENT DIRECTOR #01273
Cecelia Griego is competing in the examination process for the position of Economic Development Director. Her
brother-in-law, Michael Hall, is currently employed as a Service Maintenance Worker in the Streets Division of the
Public Works Department. Due to the possibility of Cecelia being considered for appointment to an Economic
Development Director, the issue of nepotism must be addressed. Cecelia Griego is currently employed as an
Economic Development Principal Planner in the Economic Division of the Development Services Department.
The following information has been compiled for your review and determination of whether nepotism creates an
adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Economic Development Director is as follows: Under
administrative direction of the City Manager, directs all activities of the Development Services Department. Work
involves planning, organizing, directing and coordinating activities of the department, including Planning, Building
and -Economic & Community Development; and performs other work as required.
A summary of the duties and responsibilities for the position of Service Maintenance Worker is as follows: Under direct
supervision, performs routine and semiskilled manual work of limited difficulty in the maintenance of: water canals,
storm drainage basins, parks/trees, sewers, solid waste, streets, traffic painting, or related areas. Performs a wide
variety of duties related to maintenance and equipment operation. A broad range of equipment may be
operated. Employees may be required to work on a 24-hour rotational shift basis including weekends, holidays and
declared emergencies. Employees are on-call for emergencies after regular hours and must be willing to work
overtime. Performs related duties as required.

According to the Development Services Director, Christopher Boyle, if Cecelia Griego is appointed to an Economic
Development Director position in the Economic Division of the Development Services Department, performance

Christina Howell has successfully competed in the Accounting Clerk 1/II examination process and placed
on the eligibility list for same. Her spouse, Keith Howell, is currently employed as a Parks Superintendent in
the Parks Division of the Recreation and Parks Department. Due to the possibility of Christina being
considered for the position of Accounting Clerk 1/I1, in the Wastewater Division of the Public Works
Department, _the.issue of nepotism must be addressed. Christina Howell is currently employed as a Clerk
Typist I in the Administration Division of the Public Works Department.
The following information has been compiled for your review and determination of whether nepotism
creates an adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Accounting Clerk 1/11 is as follows: Under
supervision, coordinates and performs duties related to preparing, processing, maintaining and
checking financial, statistical or fiscal records; performs related work as required.
A summary of the duties and responsibilities for the position of Parks Superintendent is as follows: Under
administrative direction, responsible for maintenance, repairs and construction of parks; directs division
personnel and budget; presents oral and written reports; represents and makes recommendations for
division; operates computer systems; manages streetscapes and medians, parks, swimming pools and
spray parks, recreation facilities and buildings; and performs other work as required.
EMPLOYMENT OVERLAP
If Christina Howell is appointed as an Accounting Clerk 1/11 in any division/department other than the
Parks Division of the Recreation and Parks Department, performance appraisals would not be reviewed
or conducted by either employee for the other, neither employee would be directly supervised by the
other, and they would not report to each other within the chain of command as they would be assigned
to different divisions/departments.
RECOMMENDATION
The Human Resources Division recommends approval of the nepotism waiver with the condition that
Christina Howell not be appointed to a position in the Parks Division of the Recreation and Parks
Department. If this request is approved, however, nepotism considerations may adversely affect future
appointments, transfers or promotional opportunities.

employed as a Solid Waste Equipment Operator in the Solid Waste Division of the Public Works Department and his cousin,
Jessie Ayala, is currently employed as a Supervisor II in the General Services Division of the Public Works Department. Due to
the possibility of Isaac being considered for promotion to an Engineering Technician I position in the Engineering Division of
the Public Works Department, the issue of nepotism must be addressed. Isaac is currently employed as a Computer Drafting
Technician I in the Engineering Division of the Public Works Department.
The_following_information has been compiled for your review and determination of whether nepotism creates an adverse
impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the.duties and responsibilities for the position of Engineering Technician I is as follows: Under general supervision,
performs work of average difficulty involving technical office and field work checking development plans for conformance
with City standards; preparing and checking final maps, legal descriptions, plans and specifications utilizing computer aided
drafting format and performing research of record information in the Public Works Department. Performs other work as
required.
A summary of the duties and responsibilities for the position of Solid Waste Equipment Operator is as follows: Under general
supervision, performs manual and semi -skilled work in the operation of heavy and complex automotive refuse collection and
recycling equipment such as (but not limited to) front loader, side loader, roll -off, grinder, screen plant, and compost turner;
and performs other work as required.
A summary of the duties and responsibilities for the position of Supervisor 11- General Services is as follows: Under general
direction, performs supervision and technical work in the operation, maintenance or repair of municipal facilities and
equipment; participates in staff selection, training and development; organizes, assigns and reviews the work of skilled, semi-
skilled and unskilled employees; oversees assignment of equipment; evaluates employee performance; recommends
progressive discipline; prepares technical reports, correspondence and other written materials; maintains records; identifies
and resolves problems; performs administrative analyses in support of department or division activities; responds to
emergencies and public inquires; participates in budget preparation; participates in the development and implementation of
goals, objectives, policies, procedures and work standards; performs special projects or other work as required.

SUBJECT: Reinstatement Request for William Miramontes
DATE: November 19, 2019
Mr. William Miramontes has requested reinstatement to the position of Facility
Worker in the General Services Division with the City of Bakersfield (refer to
- -- attached letter).
On July 15, 2016, Mr. Miramontes was hired as a full-time employee as a Facility
Worker in the General Services Division of the Public Works Department. Mr.
Miramontes resigned from the City of Bakersfield on March 3, 2017 in good
standing. On May 15, 2017, Mr. Miramontes was once again hired as a full-time
employee as a Facility Worker in the General Services Division of the Public
Works Department. Mr. Miramontes resigned from the City of Bakersfield on
September 20, 2019 in good standing.
Mr. Nick Fidler, Public Works Director, and Mr. Sean Cacal, General Services
Superintendent, have been contacted regarding this request. They
recommend placing Mr. Miramontes on a reinstatement list for Facility Worker.
Should the Board approve this request, Mr. Miramontes' name will be placed on
the Miscellaneous Civil Service reinstatement list for Facility Worker for the City of
Bakersfield for a period of one (1) year. The established reinstatement list may
be utilized at the hiring manager's discretion for selection of a final candidate
per Miscellaneous Civil Service Rule 6.05 during periods of which vacancies
occur within the one (1) year period.

My name is William Miramontes. I was a Facility Worker for the City of Bakersfield General Services
Division. I worked for the City of Bakersfield for a little over 2 years. I resigned from my position in
September of 2019. 1 left on good terms and I gave a 2 weeks notice prior to leaving.
I am writing to inquire about the possibility of returning to my position .
I have met with my previous Superintendent Sean Cacal , Acting Supervisor Johnny Foster, & Supervisor
II Roy Bravo. They all have stated that they are interested in having me return to General Services as a
Facility Worker.
