ALL GRADING SHALL CONFORM TO THE RECOMMENDATIONS CONTAINED IN, AND MADE A PART HEREOF, THE PRELIMINARY SOILS REPORT PREPARED BY SOILS ENGINEERING, INC., FILE NO. 08-12434, DATED APRIL 10, 2008, TITLED "GEOTECHNICAL INVESTIGATION FOR THE PROPOSED GRAND ISLAND VILLAGE SHOPPING CENTER LOCATED AT THE NORTHWEST CORNER OF MING AVENUE AND BUENA VISTA ROAD IN BAKERSFIELD, CALIFORNIA" AND ADDENDUMS DATED 08/06/2009, 03/01/2011, 01/29/2014, AND 11/23/2015. IN CASE OF A CONFLICT BETWEEN THE PLANS, SPECIFICATIONS, AND THE SOILS RECOMMENDATIONS, THE MORE STRINGENT REQUIREMENTS SHALL TAKE PRECEDENCE. 2. ALL GRADING SHALL CONFORM TO THE CITY OF BAKERSFIELD ORDINANCES AND STANDARDS PERTAINING THERETO (APPENDIX "J" OF THE CALIFORNIA BUILDING CODE, CURRENT EDITION), AND SHALL BE SUPERVISED AS ENGINEERED GRADING IN ACCORDANCE WITH CITY OF BAKERSFIELD ORDINANCES. 3. UPON COMPLETION OF GRADING, AND BEFORE THE START OF CONSTRUCTION, A FINAL SOILS REPORT SHALL BE PREPARED BY THE SOILS ENGINEER AND FILED WITH THE CITY OF BAKERSFIELD BUILDING DEPARTMENT. 4. THE SOILS ENGINEER SHALL REVIEW ALL EXCAVATIONS PRIOR TO BACKFILLING, AND SHALL BE NOTIFIED OF ANY ITEM(S) ENCOUNTERED DURING THE GRADING OPERATIONS THAT MIGHT AFFECT FOUNDATION STABILITY, SO THAT RECOMMENDATIONS CAN BE MADE PRIOR TO CONTINUING CONSTRUCTION. 5. THE DESIGN ENGINEER SHALL EXERCISE SUFFICIENT SUPERVISORY CONTROL DURING GRADING AND CONSTRUCTION TO INSURE COMPLIANCE WITH THE PLANS, SPECIFICATIONS AND CODE WITHIN HER PURVIEW. 6. THE SOILS ENGINEER, DESIGN ENGINEER, AND BUILDING OFFICIAL SHALL BE NOTIFIED A MINIMUM OF 48 HOURS PRIOR TO PLACING ANY MATERIAL. 7. PRIOR TO COMMENCING ANY WORK WITHIN THE CITY RIGHT-OF-WAY, THE CONTRACTOR SHALL OBTAIN AN OPEN STREET PERMIT FROM THE CITY PUBLIC WORKS DEPARTMENT. UNLESS SECURED BY A SUBDIVISION AGREEMENT, SECURITY BASED ON AN APPROVED ENGINEER'S ESTIMATE FOR THE WORK TO BE PERFORMED WITHIN THE RIGHT-OF-WAY, AND INSURANCE AS REQUIRED, SHALL BE PROVIDED PRIOR TO ISSUANCE OF THE PERMIT. 8. CONTRACTOR AGREES THAT HE SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR JOB SITE CONDITIONS DURING THE COURSE OF CONSTRUCTION OF THIS PROJECT, INCLUDING SAFETY OF ALL PERSONS AND PROPERTY, THAT THIS REQUIREMENT SHALL APPLY CONTINUOUSLY AND NOT BE LIMITED TO NORMAL WORKING HOURS, AND THAT THE CONTRACTOR SHALL DEFEND, INDEMNIFY, AND HOLD THE OWNER, ARCHITECT, ENGINEER AND SURVEYOR HARMLESS FROM ANY LIABILITY, REAL OR ALLEGED, IN CONNECTION WITH THE PERFORMANCE OF WORK ON THIS PROJECT EXCEPTING FOR LIABILITY ARISING FROM THE SOLE NEGLIGENCE OF THE OWNER, ARCHITECT, ENGINEER OR SURVEYOR. 9. THE GRADING CONTRACTOR SHALL CONTACT ALL COMPANIES WITH UNDERGROUND FACILITIES A MINIMUM OF 48 HOURS PRIOR TO BEGINNING CONSTRUCTION AND SHALL VERIFY THE LOCATION AND DEPTH OF ALL UNDERGROUND FACILITIES, INCLUDING BUT NOT LIMITED TO TELEPHONE, ELECTRIC, WATER, SEWER, OIL AND GAS LINES. THE ENGINEER ASSUMES NO RESPONSIBILITY FOR BURIED LINES NOT INDICATED ON THE PLAN OR FOR INFORMATION OBTAINED FROM OUTSIDE SOURCES. (U.S.A. 1.800.642.2444 --OR-- 811) 10. PRIOR TO COMMENCING CONSTRUCTION, CONTRACTOR SHALL POTHOLE ALL UTILITY CROSSINGS THAT WILL AFFECT CONSTRUCTION, INCLUDING, BUT NOT LIMITED TO WATER, SEWER, AND STORM DRAIN, TO DETERMINE IF ANY UTILITY CONFLICTS EXIST ANY UTILITY CONFLICTS SHALL BE BROUGHT TO THE ATTENTION OF THE ENGINEER SO THAT DESIGN CHANGES CAN BE ADDRESSED PRIOR TO THE START OF CONSTRUCTION. 11. DURING GRADING, REASONABLE SEARCHING SHALL BE PERFORMED FOR CONCEALED SUBSURFACE OBSTRUCTIONS. ALL ABANDONED SUBSURFACE OBSTRUCTIONS SHALL BE REMOVED. IF THE TERMINUS OF ANY ABANDONED PIPING IS OUTSIDE THE PROJECT LIMITS, THE PIPING SHOULD BE REMOVED WITHIN THE PROJECT AND PROPERLY CAPPED AT THE PROJECT BOUNDARY. 12, CONTRACTOR SHALL VERIFY DIMENSIONS AND ELEVATIONS OF EXISTING IMPROVEMENTS IN THE FILED BEFORE PROCEEDING WITH WORK. ANY DISCREPANCIES THAT WILL AFFECT TIE-INS TO EXISTING IMPROVEMENTS SHALL BE BROUGHT TO THE ATTENTION OF THE ENGINEER PRIOR TO PROCEEDING WITH ANY CONSTRUCTION. 13. CLEARING AND GRUBBING: REMOVE ALL DEBRIS, SUCH AS METAL, TRASH, BROKEN CONCRETE, VEGETATION, OTHER BIODEGRADABLE SUBSTANCES, AND UNSUITABLE SOIL FROM AREAS TO BE GRADED. UNSUITABLE SOIL IS SOIL THAT, IN THE OPINION OF THE BUILDING OFFICIAL, SOILS ENGINEER, OR CIVIL ENGINEER, IS NOT COMPETENT TO SUPPORT OTHER SOILS OR STRUCTURES, OR TO SATISFACTORILY PERFORM ANY OTHER FUNCTIONS FOR WHICH THE SOIL IS INTENDED. 14. THE GRADING CONTRACTOR SHALL BE RESPONSIBLE FOR GRADING ALL AREAS TO ±0.10 -FT. THE BUILDING PADS SHALL BE GRADED TO ±0.05 -FT. IF AN AREA IS FOUND TO BE MORE THAN 0.10 -FT OUT OF TOLERANCE AFTER COMPACTING AND ACCEPTANCE OF GRADING, THE CONTRACTOR SHALL RETURN AND CORRECT THE GRADING AT NO COST TO THE OWNERIDEVELOPER. 15. EXCAVATION: EXCAVATION SHALL CONSIST OF ALL EXCAVATIONS INVOLVED IN GRADING THE PROJECT AS SHOWN ON THE PLANS, EXCEPT ANY EXCAVATION SEPARATELY DESIGNATED AND PAID FOR AS A SEPARATE ITEM. 16. EMBANKMENTS: EMBANKMENT CONSTRUCTION SHALL CONSIST OF CONSTRUCTING EMBANKMENTS, INCLUDING THE PREPARATION OF AREAS OF WHICH THEY ARE TO BE PLACED, THE CONSTRUCTION OF DIKES WITHIN OR OUTSIDE THE CONSTRUCTION AREA, THE PLACING AND COMPACTING OF APPROVED MATERIAL WITHIN THE CONSTRUCTION AREA WHERE UNSUITABLE MATERIAL HAS BEEN REMOVED, AND THE PLACING AND COMPACTING OF EMBANKMENT MATERIAL IN HOLES, PITS, AND DEPRESSIONS FOR THE CONSTRUCTION OF EMBANKMENTS, PREPARING SUBGRADE AT THE GRADING PLANE, CONFORMING TO THE GRADE TOLERANCE, DOING NECESSARY PLOWING OR BENCHING, IMPORTING OR BORROWING, PLACING AND COMPACTING MATERIAL TO THE LINE AND GRADES SHOWN ON THE PLANS AND AS DIRECTED BY THE ENGINEER. ALL EMBANKMENT CONSTRUCTION SHALL BE CONSIDERED AS INCLUDED IN THE CONTRACT PRICE PAID PER CUBIC YARD FOR FURNISHING AND PLACING THE MATERIAL OR CONSTRUCTING AS EMBANKMENT, AS THE CASE MAY BE, AND NO ADDITIONAL COMPENSATION WILL BE ALLOWED FOR SUCH WORK. 17. THE WORK DESCRIBED HEREIN SHALL BE IN ACCORDANCE WITH THE STANDARD SPECIFICATIONS OF THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION DATED MAY 2006, OR MOST CURRENT VERSION, INSOFAR AS THE SAME MAY APPLY IN ACCORDANCE WITH THE NOTES HEREON. IN CASE OF CONFLICT BETWEEN THE STANDARD SPECIFICATIONS AND ANY NOTES HEREON, THE NOTES HEREON SHALL TAKE PRECEDENCE OVER AND BE USED IN LIEU OF SUCH CONFLICTING PORTIONS. SAID SPECIFICATIONS SHALL APPLY BUT NOT BE LIMITED TO THE FOLLOWING: A) ALL CONCRETE SHALL BE CLASS 'B", USING TYPE V CEMENT, AS IN ACCORDANCE WITH SECTION 90, AND SHALL HAVE AT LEAST 2500 -PSI COMPRESSIVE STRENGTH AT 28 DAYS, UNLESS SPECIFIED OTHERWISE. B) ASPHALTIC CONCRETE SHALL BE TYPE 'B", MEDIUM GRADED, 1/2" MAXIMUM AGGREGATE, AND SHALL BE INTIMATELY MIXED WITH 5%-6.5% ASPHALT. 18. BOLTHOUSE LAND COMPANY, LLC AND BOLTHOUSE PROPERTIES, LLC SHALL BE HELD HARMLESS AND RELEASED FROM ALL LIABILITY ARISING FROM THE USE OF THESE PLANS, DRAWINGS AND RELATED DOCUMENTS WITH RESPECT TO CONSTRUCTION STAKING. GRADING NOTES, continued: 19. BOLTHOUSE LAND COMPANY, LLC AND BOLTHOUSE PROPERTIES, LLC SHALL NOT BE RESPONSIBLE OR LIABLE FOR UNAUTHORIZED CHANGES TO, OR USES OF, THESE PLANS. ALL CHANGES TO THESE PLANS MUST BE APPROVED, IN WRITING, BY BOLTHOUSE PROPERTIES, LLC. 20. THE STAKING AND MARKING OF THE PROJECT SHALL BE DONE ONLY ONCE BY THE OWNER/DEVELOPER, AND ALL RESTAKING OR REMARKING SHALL BE AT THE EXPENSE OF THE CONTRACTOR. 21. THE SURVEYOR MAY FURNISH REFERENCE LINES AND GRADE STAKES AT THE BEGINNING OF THE WORK TO ESTABLISH ALIGNMENT AND GRADE. ANY GRADE STAKES OR REFERENCE POINTS WHICH MAY BE LOST OR DESTROYED BY THE CONTRACTOR DURING THE PROGRESS OF HIS WORK SHALL BE REPLACED AT THE CONTRACTOR'S EXPENSE. THE ENGINEER MAY REQUIRE FIELD CHECKS AT ANY STATE OF THE WORK. THE COST OF THESE FIELD CHECKS SHALL BE BORNE BY THE OWNER/DEVELOPER. THE CONTRACTOR'S RESPONSIBILITY FOR THIS SECTION WILL NOT APPLY IN THE CASE OF MALICIOUS DAMAGE BY OTHERS. 22. IF THE CONTRACTOR IS IN DOUBT AS TO THE MEANING OF ANY PART OF THE PLANS AND SPECIFICATIONS, OR FINDS DISCREPANCIES IN OR OMISSIONS FROM THE DRAWINGS OR SPECIFICATIONS, HE SHALL SUBMIT A WRITTEN REQUEST FOR AN INTERPRETATION, OR A CORRECTION THEREOF, PRIOR TO SUBMITTING HIS BID FOR THE PROJECT. 23. CONTOURS SHOWN ON THE PLANS HAVE AN ACCURACY OF PLUS OR MINUS ONE-HALF CONTOUR INTERVAL. 24. FINISHED SLOPES LESS THAN FIVE -FEET FROM BUILDING FOUNDATIONS SHOULD BE GRADED NO STEEPER THAN 5:1. A SLOPE RATIO OF 2:1 SHOULD PROVIDE ADEQUATE STABILITY FOR SLOPES FURTHER THAN FIVE -FEET FROM BUILDING FOUNDATIONS. 25. ALL SLOPES GREATER THAN THREE -FEET IN VERTICAL HEIGHT SHALL BE PREPARED AND MAINTAINED TO PREVENT EROSION. 26. IMPORTED FILL MATERIAL SHOULD CONSIST OF ESSENTIALLY GRANULAR, SILTY SANDS WITH LOW EXPANSION POTENTIAL AND SHOULD BE FREE OF GRASSES, WEEDS, ROCKS LARGER THAN TWO -INCHES IN DIAMETER, DEBRIS, AND SOLUBLE SULFATES IN EXCESS OF 200 PARTS PER MILLION. IMPORTED FILL SHOULD CONTAIN SUFFICIENT SILT AND CLAY BINDER TO RENDER IT STABLE IN FOOTING TRENCHES, AND SHOULD BE CAPABLE OF MAINTAINING SPECIFIED ELEVATION TOLERANCES DURING PAVING OPERATIONS. IMPORTED SOILS SHOULD ALSO MEET THE FOLLOWING CRITERIA.- A) RITERIA.A) MAXIMUM PERCENT PASSING #200 SIEVE 50 B) MAXIMUM LIQUID LIMIT 40 C) MAXIMUM PLASTICITY INDEX 14 D) MINIMUM R -VALUE 50 E) MAXIMUM EXPANSION INDEX (PER C.B.C.) 20 27. AREAS TO RECEIVE FILL SHALL BE SCARIFIED TWELVE INCHES (12'), BROUGHT TO NEAR OPTIMUM MOISTURE, AND UNIFORMLY COMPACTED TO 95% OF THE MAXIMUM RELATIVE DENSITY PER ASTM D1557 -02e1, UNLESS SPECIFIED OTHERWISE. 28. ENGINEERED FILL SHALL BE PLACED IN LAYERS NOT TO EXCEED EIGHT INCHES (8'), OR AS SPECIFIED IN THE SOILS REPORT, IN UNCOMPACTED THICKNESS, OR SIX INCHES (6') WHEN COMPACTED, AND SHALL BE COMPACTED TO 95% OF THE MAXIMUM RELATIVE DENSITY PER ASTM D1557 -02e1, UNLESS SPECIFIED OTHERWISE. 29. THE SOILS ENGINEER MUST APPROVE ALL SOIL COMPACTION INCLUDING THE STABILITY OF ALL SLOPES, BOTH THOSE THAT ARE CREATED BY AND THOSE REMAINING AFTER GRADING OPERATIONS. 30. BUILDING PAD PREPARATION: REFER TO THE SOILS REPORT PREPARED BY SOILS ENGINEERING, INC., FILE NO. 08-12434, DATED APRIL 10, 2008, TITLED "GEOTECHNICAL INVESTIGATION FOR THE PROPOSED GRAND ISLAND VILLAGE SHOPPING CENTER LOCATED AT THE NORTHWEST CORNER OF MING AVENUE AND BUENA VISTA ROAD IN BAKERSFIELD, CALIFORNIA", AND ANY ADDENDA THERETO. 31. PAVEMENT AREA PREPARATION: REFER TO THE SOILS REPORT PREPARED BY SOILS ENGINEERING, INC., FILE NO. 08-12434, DATED APRIL 10, 2008, TITLED "GEOTECHNICAL INVESTIGATION FOR THE PROPOSED GRAND ISLAND VILLAGE SHOPPING CENTER LOCATED AT THE NORTHWEST CORNER OF MING AVENUE AND BUENA VISTA ROAD IN BAKERSFIELD, CALIFORNIA", AND ANYADDENDA THERETO. 32. ALL TRENCHES AND EXCAVATION SHALL BE CONSTRUCTED IN STRICT COMPLIANCE WITH THE APPLICABLE CALIFORNIA AND FEDERAL O.S.H.A. REQUIREMENTS AND OTHER APPLICABLE SAFETY ORDINANCES. CONTRACTOR SHALL BEAR FULL RESPONSIBILITY FOR TRENCH SHORING DESIGN AND INSTALLATION. CONTRACTORS SHALL OBTAIN APPLICABLE O.S.H.A. PERMITS WHEN WORKMEN MUST ENTER TRENCHES GREATER THAN FIVE -FEET IN DEPTH. REFER TO THE SOILS REPORT FOR ALLOWABLE TRENCH SLOPES. 33, MAXIMUM SLOPE RATIO FROM BACK -OF -SIDEWALK TO FACE -OF -WALL OR FACE -OF -STRUCTURE SHALL BE 4:1, EXCEPT FOR TWO -FEET (2) BEHIND THE SIDEWALK WHERE THE MAXIMUM SLOPE SHALL BE 2%. ALTERNATIVELY, THE CITY ENGINEER MAY APPROVE CURBING BEHIND THE SIDEWALK, OR OTHER METHOD, TO PREVENT EROSION ONTO THE SIDEWALK. 34. ALL EXISTING IMPROVEMENTS THAT ARE REMOVED, DAMAGED OR UNDERCUT SHALL BE REPAIRED OR REPLACED AS DIRECTED BY THE ENGINEER, AT THE CONTRACTOR'S EXPENSE. ANY FACILITIES IN THE PUBLIC STREET RIGHT-OF-WAY WITHIN THE PROPERTY FRONTAGE WHICH ARE SUBSTANDARD OR DAMAGED WILL REQUIRE RECONSTRUCTION OR REPAIR AS DETERMINED BY THE CITY ENGINEER. 35. SWPPP: IF THE PROJECT IS SUBJECT TO THE PROVISIONS OF THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES), A "NOTICE OF INTENT" (NOI) TO COMPLY WITH THE TERMS OF THE GENERAL PERMIT TO DISCHARGE STORM WATER ASSOCIATED WITH CONSTRUCTION ACTIVITY (SWRCB ORDER NO. 209-0009-DWQ AS AMENDED BY ORDER 2010-0014-DWQ AND ORDER 2012-0006-DWQ) MUST BE FILED WITH STATE WATER RESOURCES CONTROL BOARD IN SACRAMENTO BEFORE THE BEGINNING OF ANY CONSTRUCTION ACTIVITY. COMPLIANCE WITH THE GENERAL PERMIT REQUIRES THAT A STORM WATER POLLUTION PLAN (SWPPP) BE PREPARED, CONTINUOUSLY CARRIED OUT, AND ALWAYS BE AVAILABLE FOR PUBLIC INSPECTION DURING NORMAL CONSTRUCTION HOURS. WASTE DISCHARGER IDENTIFICATION NUMBER (WD1D#) N/A HAS BEEN ISSUED BY THE STATE WATER RESOURCES CONTROL BOARD FOR THIS PROJECT. 36. DUST CONTROL: THE CONTRACTOR SHALL WATER AS REQUIRED DURING GRADING OPERATIONS TO PREVENT THE OCCURRENCE OF A DUST NUISANCE AND SHALL PROTECT CURBS AND OTHER OBJECTS WHICH ARE TO REMAIN. DUST CONTROL SHALL CONFORM TO THE SAN JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT RULES AND REGULATIONS. 37. THE CONTRACTOR SHALL PROVIDE TRAFFIC CONTROL ALONG CITY STREETS FOR THE DURATION OF THE WORK, INCLUDING NIGHTS, WEEKENDS AND HOLIDAYS. TRAFFIC CONTROL SHALL CONFORM TO THE GUIDELINES OF THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION'S "MANUAL OF TRAFFIC CONTROL FOR CONSTRUCTION AND MAINTENANCE WORK ZONES" AND CITY STANDARDS. ONE LANE FOR EACH DIRECTION OF TRAFFIC SHALL BE MAINTAINED AT ALL TIMES. THE CONTRACTOR SHALL SUBMIT A TRAFFIC CONTROL PLAN TO THE CITY ENGINEER FOR APPROVAL PRIOR TO THE START OF ANY CONSTRUCTION. NO STREET PERMIT WILL BE ISSUED NOR SHALL ANY CITY INSPECTION BE PROVIDED UNTIL SAID TRAFFIC CONTROL PLAN HAS BEEN APPROVED BY THE CITY ENGINEER. PAVING SUBGRADE AND BASE MATERIAL NOTES: I. AGGREGATE BASE: AGGREGATE BASE MATERIAL FOR ALL CITY STREETS INCLUDING ARTERIAL & COLLECTOR ROADWAYS SHALL MEET EITHER OF THE FOLLOWING SPECIFICATIONS: 1.1. CRUSHED MISCELLANEOUS BASE (CMB) PER SECTION 200-2.4 OF THE MOST CURRENT EDITION OF THE STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION, THE "GREENBOOK" (WHICH IS BROKEN AND CRUSHED ASPHALT CONCRETE OR PORTLAND CEMENT CONCRETE AND WHICH MAY CONTAIN CRUSHED AGGREGATE EASE OR OTHER ROCK MATERIALS). ---OR--- 1.2. MATERIAL THAT MEETS THAT CALTRANS STANDARD SPECIFICATION FOR CLASS 2 AGGREGATE BASE (SECTION 26-1.02A) WHICH ALLOWS EITHER 100%0F THE VOLUME TO BE CRUSHED AGGREGATE ROCK OR UP TO 50% OF THE VOLUME TO BE RECLAIMED ASPHALT CONCRETE, PORTLAND CEMENT CONCRETE, LEAN CONCRETE BASE, CEMENT TREATED BASE OR A COMBINATION OF THOSE MATERIALS. 2. AGGREGATE BASE SHALL BE FURNISHED AND PLACED IN ACCORDANCE WITH THE CONTRACT PLANS, THE STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION AND THESE DETAILED SPECIFICATIONS. AGGREGATE BASE SHALL BE GRADED TO WITHIN THE CITY TOLERANCES, (SEE NOTE 6) AND COMPACTED TO 95% OF THE MAXIMUM DRY DENSITY IN ACCORDANCE WITH ASTM D-1557. 3. ANY RECYCLED BASE MATERIAL CONSIDERED FOR USE WILL REQUIRE A CERTIFICATION LETTER PRIOR TO DELIVERY. THE CERTIFICATION SHALL INCLUDE GRADATION AND QUALITY TEST RESULTS AND HAVE THE SEAL AND SIGNATURE OF A CALIFORNIA REGISTERED ENGINEER WITH EXPERTISE IN GEOTECHNICAL ENGINEERING AND MATERIALS. THE CERTIFICATION SHOULD BE SUBMITTED TO THE CONSTRUCTION DIVISION OF THE PUBLIC WORKS DEPARTMENT. FOLLOWING THE INITIAL APPROVAL, MATERIAL SHALL BE ACCOMPANIED BY A CERTIFICATE OF COMPLIANCE IN ACCORDANCE WITH SECTION 6-1.07 OF THE CALTRANS STANDARD SPECIFICATIONS. 4.
