SUBJECT: General Information
City Offices will be CLOSED Thursday, November 28, and Friday, November 29 in
observance of the Thanksgiving holiday. Curbside trash and recycling services will be
delayed one day.
Notable Items
The City continues to work to address quality of life concerns raised by residents
and businesses in town through the use of Public Safety & Vital Services money
(Measure N). One way the City is doing that is by hiring Trans-West Security to
perform seven-day a week security patrols, offering additional visible presence in
Downtown Bakersfield and Old Town Kern. The patrols are directed to “hot spots” by the Bakersfield Police Department thanks to crime and report tracking systems.
Staff recently went on a ride along with one of the patrols and spoke with business owners who have seen the difference this pilot program is already making. You

The 37th Annual Bakersfield Christmas Parade is set for Thursday, December 5. It is
expected to start at 6 p.m., with road closures along the route going into effect
by 4:30 p.m. Roads should be back open by 9 p.m.

The City’s annual Holiday Grease Collection event returns next week for 2019.
Starting Monday, December 2, residents are asked to bring any used cooking oil
and grease to one of two drop-off locations for proper disposal. Pouring the oil
and/or grease down home drains can result in clogged pipes, causing backups. This free event provides a place to dispose of the oil and grease in a safe and
environmentally-friendly way. The event ends Friday, January 10.
The Bakersfield-Kern Regional Homeless Collaborative is looking for 500 volunteers to help conduct the 2020 Point-in-Time Homeless Count in January. The count is
an important part of the City and region being able to respond to and address the growing issue of homelessness. The City is offering a paid time-off program to
encourage and allow City employees to participate in the count during their normal work schedule.
Several City dog parks are closed due to this week’s rain storms. University Park,
Kroll Park, Centennial Park and Wilson Park have been closed through the weekend as there is more rain in the forecast. The ball fields at Patriots Park and
the bike path underpass at San Miguel Grove (Manor Street) have also been closed. You can keep up with the closures and re-openings on the City’s

Stine Road intersection closure at Stockdale Highway
On December 2, the contractor for the Centennial Corridor project plans to close

the south side of Stockdale Highway/Stine Road intersection. This will prevent
traffic from entering and exiting South Stine Road at Stockdale Highway. Stine
Road will be open on the north side of Stockdale Highway and no impacts are
anticipated for traffic traveling east or west on Stockdale Highway at this time.
The contractor plans to begin preparatory work for the Centennial Corridor bridge that will cross Stockdale Highway. This is a long-term closure and is expected to
remain in effect through the duration of the project in late 2022. Area residents can access the neighborhood from Stockdale Highway at neighboring streets or
from the south at Belle Terrace.
This schedule may be changed without notice. Please slow down and pay attention to construction and detour signage while driving through the area. The
Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public.
Week-long closure for Eye Street at 24th Street
A week-long closure is planned for the Eye Street intersection at 24th Street
beginning Tuesday, December 3, at 6 a.m., weather permitting. The closure will be
on the north side of the intersection and will prevent access to and from 24th Street.
No impacts are anticipated for westbound traffic on 24th Street. The closure is
needed for drainage work across the intersection.
Motorists can use H Street to detour around the construction work.
Construction work may be postponed and rescheduled without notice. Please
slow down and watch for construction workers and equipment while driving
through the work zone. The Thomas Roads Improvement Program apologizes for
any inconvenience this work may cause the traveling public.

Reconstructing various streets in area west of Akers north of White Lane
Blade Seal on California Ave between Union and Williams
Miscellaneous Streets Division projects:
Video inspection of City owned sewer and storm lines to evaluate condition of pipes
Repairing damaged sewer line found during video inspection
Miscellaneous concrete repairs throughout the City
Asphalt work on various GET Bus Stop throughout the City of Bakersfield
Concrete work in the Oleander HUD area
Concrete work in the Wilson Rd HUD area
Concrete work in the East Belle Terrace area HUD area
Concrete work in Belle Terrace between Chester and P St
Leaf pick-up throughout the City starting October 15th going through January 2020.
NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned to cleaning plugged drains and part circle culverts. This also applies when a
large number of street sweepers are in Fleet for repairs. Areas that have been missed during
this time will be swept at the end of the month only when possible.

WE ARE CALLING FOR 500 VOLUNTEERS!
Volunteering for PIT makes a difference!
Gathering accurate data is key to ending homelessness in our community. The PIT count relies on volunteer participation and provides required data that helps our County access
needed Federal and State homeless services resources. Volunteers will canvas the streets of Kern County for homeless individuals and families, and ask them to participate in a
brief survey.
The Day of the Count You will arrive at your designated headquarters by 3:30 AM, you will sign in and meet with
your volunteer team. Volunteers teams consist of no less than 3 volunteers, 1 being experienced and possess firsthand knowledge of homelessness. Teams will canvass the
streets, tally and survey as many individuals as possible experiencing homelessness in
each area up until 8 a.m and return to your designated headquarters.

Homeless engagement
Once registered to volunteer for the PIT count, you will receive an email to register for
upcoming training dates and locations in your area.

Outlying Cities - January 8, 9, 13, and 14, 2020 (Locations TBA)
Help the Bakersfield-Kern Regional Homeless Collaborative (BKRHC) conduct a real-time
count of all people experiencing homelessness. Volunteer for the 2020 Point-in-Time(PIT)
Homeless Count on Friday, Jan. 24, 2020 from 3:30 a.m-10:00 a.m. PIT is a single day in January
dedicated to conducting surveys with the County's most vulnerable, homeless individuals and families experiencing homelessness, sleeping in vehicles, on the streets, or sleeping in other places not meant for habitation. Volunteers must be at least 18 years of age.
The Bakersfield-Kern Regional Homeless Collaborative's (BKRHC) mission is to put an end to
homelessness in the City of Bakersfield and Kern County through collaborative planning
and action.
