OFFICE OF THE CITY MANAGER
December 20, 2019
TO: Honorable Mayor and City Council
FROM: Alan Tandy, City Manager
SUBJECT: General Information
MERRY CHRISTMAS AND HAPPY HOLIDAYS!
City offices will be closed Tuesday, December 24 and Wednesday, December 25 in observance of the Christmas holiday. There will be no trash pick-up on Christmas Day and curbside trash service will be delayed by one day.
Notable Items
The City held a second community outreach meeting
(right) regarding the search for a future emergency
homeless shelter at the MLK Community Center on
South Owens on Monday, December 16. The public was
invited to attend the meeting to learn more about the
project. Assistant City Manager Jacqui Kitchen gave a
presentation to those who came to the meeting, then
attendees were free to ask City Staff from a number of
departments questions and to provide input.
Representatives from the City Manager’s Office, Public Works, Development Services, Recreation & Parks, as
well as the Bakersfield Police Department were on-hand to discuss the proposed sites and the public’s

concerns. Comment cards that were filled out by attendees will be brought to the
City Council for consideration as well.
This meeting followed last week’s at Jerusalem Mission Church. City Staff is happy to provide an opportunity for the public to be involved in this important and complex
issue. The community is also welcome to submit comments via CommunityOutreach@bakersfieldcity.us and can learn more about the project as
well as the research behind it here: http://bit.ly/34fmhPs
Staff intends to have on the January 8 agenda a contract with the Bakersfield
Homeless Shelter that would fund and expand their Street Ambassadors/Clean Team
program. It was originally funded from donations by former Mayor Harvey Hall, then
hospitals and Assembly member Vince Fong and Congressman Kevin McCarthy. It is
work for the homeless and the services have been popular and well-regarded. Giving
it more permanent financing assures its continuation.
All the City efforts to assist with contracts addressing homelessness and related issues
have been well-received by the public.
The December edition of the Public Safety & Vital Services Newsletter was released this week! This month’s issue
includes updates to the progress of the first PSVS-funded police academy class (left),
City-wide hiring and recruiting, as well as upgrades performed by the Recreation &
Parks Department’s Rapid Response Team. You can read the December newsletter
here.

The City was recently featured on a list of the country’s top locations for startup businesses, outperforming other cities such as Boston, Seattle and even the Bay Area.
Bakersfield was ranked 27th among the nation’s 50 best cities for starting a business,
according to Inc.com. The group ranked Bakersfield third for job creation, fourth in net business creation and 11th for rate of entrepreneurship. Several local businesses
were named in the article as well.
Traffic Advisories
UPDATED: Westside Parkway lane and ramp closures
The schedule has been updated for the nighttime closures on the eastbound Westside
Parkway off-ramp to Truxtun Avenue. The work will now be performed on Thursday,
December 26th and Friday, December 27th, weather permitting. The closure is expected to be in place between the hours of 9:00 p.m. and 5:00 a.m., each night.
Eastbound motorists will need to exit the Westside Parkway at Mohawk Street to connect
with Truxtun Avenue. The westbound on-ramp will remain open, but will be operating with only one lane. Truxtun Avenue will remain open to traffic in both directions.
Traffic delays continue next week at State Route 43 and Stockdale Highway
Paving operations will continue for the new roundabout at the State Route 43 (Enos Lane)
and Stockdale Highway intersection on Thursday, December 26th and Friday, December 27th, weather permitting.
Flagging personnel will need to stop eastbound and westbound traffic on Stockdale
Highway as well as northbound and southbound traffic on State Route 43 (on the south side of Stockdale Highway) between the hours of 8:00 a.m. and 5:00 p.m.
Motorists should anticipate having to stop up to 10 minutes and are encouraged to use
alternate routes or allow extra time to reach their destinations if they must travel through
this intersection during these time periods.
