The information is required to be sent to you as a result of the disposal of small quantities of hazardous wastes consisting mainly of damaged or outdated retail products . (e.g. bleach, sunblock, nail polish remover, nicotine products). Additional details of the waste handled at the store are located in the enclosed contingency plan. As required by the regulation, a copy of the referenced Target Store's contingency plan is enclosed that includes information to familiarize your Fire Department and staff with the layout of the store, properties of hazardous waste handled at the store and associated hazards, the types of injuries or illnesses that could result from fires, explosions, or releases at the store, places where store personnel would normally be working, entrances to the store, and possible evacuation routes. Based on the type of waste handled and the potential need for your services, Target believes submittingthis contingency plan provides sufficient information for your Fire Department to respond to our needs if a significant hazardous waste release were to happen. Therefore, unless otherwise contacted by your office, this letter will serve as an agreement that your Fire Department has the information needed and may respond if needed. WASTE STREAM INFORMATION 3. ONSITE NOTIFICATION SYSTEMS Target only maintains equipment onsite for responding to incidental spills that would not require implementation of this contingency plan. Based upon Target's operation as a retailer of consumer commodity goods, this response equipment is appropriate for the types and amounts of waste handled at the store. For the rare eventof a larger spill, Target has corporate arrangements with a national emergency response company that can provide emergency response services in less than one hour to any Target location. This is initiated through Target's Critical / Emergency Event Center 24 hour emergency response system. Target's internal communication systems consist of an internal alarm system, two -way radios, and telephones. There are no external communication systems. Internal Alarm System The Store is equipped with an audible paging system with alarm tones. This system will broadcast any evacuation orders throughout the Store. The paging system is capable of providing instruction to guests and team members to coordinate an effective response to a spill. See Evacuation Plan in Section F for further information on announcements. Two -Way Radios Team Members working outside will be contacted using the same hand held radio systemthat is used to communicate routine business communications. All Team Members have access to two- way radios at the Store. Two -way radios are also capable of coordinating emergency response, such as spill clean -up activities by team members as well as facilitating allocation of resources by team members. Telephones Telephones are located throughout the building and may easily be located by guests and team members from the phone icon posted. Emergency Response telephone numbers are displayed .prominently near all the telephones and are capable of summoning emergency response assistance through a trained team member or through an external emergency contract service, depending on the nature of the incident. Target Corporation uses the term Environmentally Sensitive Item Management (ESIM) to describe items that may be harmful to the environment. (including Hazardous Waste). Therefore, this plan is referred to as the "Hazardous Waste /ESIM Contingency Plan." Target operates as a retailer of consumer products at this location. Target's main operations involve the selling of general consumer merchandise products. This location generates damaged / defective retail products, some of which are classified as hazardous waste. This Contingency Plan sets out an organized, planned and coordinated course of action to be followed in case of a fire, explosion, or any unplanned sudden or non - sudden release of hazardous waste or its hazardous constituents which could threaten human health or the environment. In addition, this plan contains information to familiarize and to make arrangements with local authorities, as appropriate for the type of waste handled at this facility and the potential need for the services as required in 40 CFR §265 Subpart C - Preparedness and Prevention. The provision of this Plan must be carried out immediately whenever there is a fire, explosion, or release of hazardous waste or hazardous waste constituents which could threaten human health or the environment. Target operates as a retailer of consumer products. A small amount of products may be considered hazardous waste if discarded. The amount of product released during a spill is typically insignificant as a threat to human health or the environment. Unlikely and rare events that could impact human health or the environment may include: • A spill of a hazardous retail product which can be contained on -site but the potential exists for groundwater impacts. • A spill of any on -site generated hazardous waste from containers which cannot be contained on -site resulting in off -site soil contamination and /or ground or surface water impacts. • A fire which could cause the release of fumes from hazardouswaste. • If the fire spreads, it could ignite materials at other locations at the Store (non - waste). • Afire which could spread to off -site areas. • Use of water or water and chemical fire suppressant couldresults in contaminated run -off. • An imminent danger exists that an explosion could occur, resulting in a safety hazard due to flying fragments or shock waves. • An imminent danger exists that an explosion could ignite other hazardous wastes or products at the Store. • Severe Weather or natural disaster that has the potential to impact operations. Template Version Update —April 2019 1. EMERGENCY COORDINATORS The Emergency Coordinator or the backup listed in this plan can be reached by phone at all times. Target has a contract with an emergency response company who has the ability to dispatch an emergency response crew 24/7/365 to all Target locations. The emergency response company can be reached at any time through Target's Critical / Emergency Event Center (612- 307- 5600). The Emergency Coordinator (or designee) has the authority to access additional emergency resources through the emergency response company. 2. IMPLEMENTATION OF THE CONTINGENCY PLAN The Contingency Plan will be implemented if an incident occurs that has the potential to threaten human health or the environment. The Emergency Coordinator (or designee) has full authority to make this decision and commit the necessary resources. Implementation of the Contingency Plan includes incidents throughout the Store. In addition, the Contingency Plan must be implemented whenever an incident might involve hazardous waste anywhere on the Store property. Depending on the situation, the following potential emergencies might call for the implementation of the Contingency Plan:. • A spill of a hazardous retail product which can be contained on -site but the potential exists for groundwater impacts. • Aspill ofany on -site generated hazardous wastefrom containers which cannot be contained on -site resulting in off -site soil contamination and /or ground or surface water impacts. • A fire which could cause the release of fumes from hazardouswaste. • If the fire spreads, it could ignite materials at other locations at the Store (non-waste). • A fire which could spread to off -site areas. • Use of water or water and chemical fire suppressant could results in contaminated run -off. • An imminent danger exists that an explosion could occur, resulting in a safety hazard due to flying fragments or shock waves. • An imminent danger exists that an explosion could ignite other hazardous wastes or products at the Store. • Severe Weather or natural disaster that has the potential to impact operations. Template Version Update —April 2019 3. EMERGENCY RESPONSE PROCEDURES A Team Member discovering a spill, fire, or imminent danger of explosion of hazardous waste must contact the Store Leader. The Store Leader will immediately respond to the call and assess the situation. a) INITIAL ACTION Whenever there is an immediate or actual emergency situation, the Store Leader must immediately .conduct the following: • Activate internal facility alarms or communication systems, where applicable, to notify all facility personnel; and • Notify the Emergency Coordinator and when appropriate, notify State or local agencies with designated response roles if their help is needed. • Whenever there is a release, fire, or explosion, the emergency coordinator must immediately identify the character, exact source, amount, and areal extent of any released materials. • The emergency coordinator must assess possible hazards to human health or the environment that may result from the release, fire, or explosion. This assessment must consider both direct and indirect effects of the release, fire, or explosion (e.g., the effects of any toxic, irritating, or asphyxiating gases that are generated, or the effects of any hazardous surface water run -offs from water or chemical agents used to control fire and heat - induced explosions). • Contact the Critical I Emergency Event Center at 612- 307 -5600 for engagement of the Emergency Response vendor. The Emergency Response vendor will dispatch the appropriate size crew to handle the emergency and will notify regulatory agencies in accordance with local reporting requirements. In the event of an evacuation, the Store Leader will follow the Emergency Procedures Flipchart for evacuation procedures. All Team Members hearing the evacuation alarm or tone must proceed to the Rally Point outside of the building. The Emergency Coordinator will conduct a roll call for all Team Members who reported to the external rally point outside the building. The Emergency Coordinator (or designee) must assess possible hazards to human health or the environment that may result from the spill, fire or explosion. This assessment must consider both the direct and indirect effects of the spill, fire or explosion (e.g. the effects of any irritating or asphyxiating gases that are generated, or the effects of any hazardous surface water run -off from water or chemical agents used to control the fire and heat - induced explosions). If the Emergency Coordinator determines that the Store has had a spill, fire or explosion that could threaten human health or the environment outside they must report the findings to the appropriate state and /or local agencies. Notification to local and state agencies occurs through use of Target's emergency response system and through the 911 emergency dispatch. Information provided by the Emergency Coordinator through Target's internal notification system is used to provide notification to required agencies, including designated government officials and the National Response Center as appropriate. Information the Emergency Coordinator should be prepared to provide includes: • Emergency Coordinator name and telephone number, • Store name and location • Time and Type of Incident • Name and amount of material(s) involved (or estimate) • Any injuries • Possible hazards to people or the environment outside the store. Template Version Update —April 2019 b) DURING THE EMERGENCY During the emergency, the Emergency Coordinator will take all reasonable measures necessary to ensure that spills, fires, explosions do not occur, recur, or spread to other hazardous wastes at the Store. These measures include, where applicable: • Stopping processes and operations; • Collecting and containing spilled waste; and • Removing or isolating containers. The Emergency Coordinator will also follow the Emergency Procedures Flipchart for instructions on handling a fire, spill or explosion. c) FOLLOWING CONTROL OF THE EMERGENCY Following containment and control of the emergency, the Emergency Coordinator and Emergency Response Contractor will provide for collection, treatment and disposal of the waste and impacted soil or surface water, or any other material by the emergency personnel or outside contractor, as appropriate. The Emergency Coordinator will ensure the following in the affected area(s): • No waste that may be incompatible with the spilled material is collected, treated or disposed of until cleanup procedures are completed; and • All emergency equipment listed in the Contingency Plan is cleaned and ready for its intended use before operations are resumed. The Emergency Coordinator, in partnership with Target Headquarters, will investigate the cause of the emergency and take steps to prevent a recurrence of such incidents. Target will notify state and local authorities that the facility is in compliance with 40 CFR 265.56(h)(1) &(2) before resuming activities. Refer to flip chart identifying safe entry process. Resume activities after following the steps in the emergency flip chart. Template Version Update —April 2019 D. EMERGENCY EQUIPMENT 1. FIRE CONTROL EQUIPMENT a) FIRE EXTINGUISHERS To provide rapid response to fires, wall- mounted, hand -held type ABC fire extinguishers are located in strategic locations throughout the Store. These are located where a fire extinguisher icon is present. The locations may also be identified on the site map in .quick reference guide. These extinguishers provide the capability to put out small fires at the store. b) SPRINKLER SYSTEM An automatic sprinkler system runs throughout the Store to provide fire suppression. The sprinkler system is of the wet -pipe type except in freezer areas where a dry pipe system is utilized.. The system is capable of putting out larger fires and operates on an automatic triggering. mechanism. 2. SPILL CONTROL EQUIPMENT Spill stations are located throughout the sales floor and in back room areas. These kitsfabsorbents are used to clean up small, incidental spills. FIRST AID The Store maintains a first aid station. Capabilities: To provide first aid for minor injuries which occur during normal operations or minor emergencies. 4. EYE WASH STATIONS The store maintains an eyewash station, normally located near the waste storage area. Capabilities: To provide immediate access to a 15 minute supply of eye flushing fluid. 5. EMERGENCY EQUIPMENT INSPECTIONS Target Team Members conduct and document of routine inspections (General Facility Inspection) of emergency equipment that includes eyewashes, fire extinguishers, fire sprinklers and spill supplies on the Logistics Defectives Flow Cart. The PMTS are responsible for completing and documenting these inspections. COORDINATION AGREEMENTS Target will provide a copy of this contingency plan to the local police, fire department and hospital. Providing the plan to these entities provides the appropriate arrangements to familiarize the police, fire department and hospital with the layout of the store, the properties and associated hazards of the hazardous wastes handled at the store and general awareness of responses taken in the event of an emergency. Target maintains a corporate arrangement with an emergency response company to respond to any Target location with emergency response services within an hour. The emergency response company is contacted through Target's Critical / Emergency Event Center (612- 307 -5600) 1. POLICE DEPARTMENT The Police Department will be provided a copy of this Contingency Plan. The Police Department will be responsible for controlling ingress and egress to the store and to the property. 2. FIRE DEPARTMENT The Fire Department will be provided a copy of this Contingency Plan. The Fire Department may conduct both announced and unannounced inspections of the Store. The Fire Department will be expected to respond to fires, responsible for fighting any fires, and controlling any spills upon arrival at the site. 3. LOCAL HOSPITAL The closest hospital will be provided a copy of this Contingency Plan that indicates the types of hazardous wastes handled onsite. The types of injuries or illnesses which could result from a fire, explosion, or release of hazardous waste include burns, smoke inhalation, and trauma. 4. HAZARDOUS WASTE CONTRACTOR Target has contracts in place with licensed hazardous waste contractors to manage any hazardous waste that is generated. These contracts establish pick -up of all wastes on a frequency less than 90 days. This arrangement ensures that hazardous waste is not onsite for any significant amount of time to facilitate effective management of hazardous waste to prevent releases and spills. Template Version Update —April 2019 Evacuation routes at Target Stores are clearly marked with illuminated exit signs that meet requirements for publicly occupied buildings. All marked evacuation routes are considered primary evacuation routes, therefore no alternate routes are needed. Should evacuation be necessary, the Store Leader will follow the Emergency Procedures Flipchart for evacuation procedures, which include the following: • Call 911 for emergency services support. • Ensure team member and guest safety • Call Emergency Coordinator • Call the Critical I Emergency Event Center 612- 307 -5600 for key responder support. • The Store Leader directs the operator to order an evacuation of the building. • ERT sweeps all areas of store for guest and team members. • A member of the ERT should be at the door, directing guest and team members to the predetermined Rally Point (listed in the Quick Reference Guide). • ERT should provide assistance to guests and team members who might need special assistance. • A member of the ERT should be at the Rally Point to assist guests and account forteam members. Evacuation Procedures • Assign a team member to every emergency exit. • Check all coolers and freezers to verify that team members have been evacuated from these areas. • Order an evacuation of the building three times with the announcement: "May I have your attention, please. An emergency in the store makes it necessary to evacuate the store immediately. Please take any merchandise you have purchased with you." • Order an evacuation of the building in Spanish. Either read text to the best of your ability or have a Spanish speaking team member make the announcement. "Su atencion por favor. Por favor dirijase a Is salida de emergencia mas cercana y Have cualquier mercancia qua hays comprador con usted." • Meet at your Rally Point outside of the building. Move team members well away from the store and exterior widows /doors. • Verify fire department has been contacted if alarm has not been activated. • Make sure building doors are closed. Do not allow any person toenter building. • If there are injuries, turn to Medical Emergency section of the Emergency Procedure Chart. • Ask team members to stay with any injured individuals until emergency services arrive. • Clear driveway to allow access and exit of emergency vehicles. • Move team members and guests away from exposure of media and distressing sights. • If a crime is suspected, protect the scene from outsiders and do not move any articles. • Establish a receiving area for arriving family members. • Secure the building perimeter. Keep people out of the affected area. If necessary, have someone guard the driveways or entrance to prevent anyone from entering the property. • Refer to Store Closure Protocols for assistance in determining whether to close or not. • Post signs if the store is to be closed for any length oftime. • If dangerous weather, gather at the interior of the exit door and wait for further direction. Team members must immediately exit the building if smoke and /orfire is present. Template Version Update —April 2019 G. REQUIRED REPORTS Within fifteen (15) days of any incident requiring implementation of this Contingency Plan, the Emergency Coordinator in partnership with Target Headquarters will file a report with the United States Environmental Protection Agency (USEPA) regional administrator and the local environmental regulatory agency. The report will include the following information: • Name, address, and telephone number of owner /operator. • Name, address and telephone number of Store. • Date, time, and type of incident. • Name and quantity of material involved. • The extent of injuries, if any • An assessment of actual or potential hazards to human health and the environment. • Estimated quantity and disposition of recovered material that results from the incident. The information on the incident is required by Target to be added to the Risk Management Software Target utilizes for spill reporting. The spill information is to be entered into the Incident Report Form. This form can be accessed through the Safety Siteat: http /linsidetqt.target.com/portal-target/Target/Safety/safety home Target will review, and amend, this Contingency Plan whenever the following situations apply: • Applicable regulations are revised; • The Plan fails in an emergency; • The Store changed in its design, construction, operation, maintenance, or other circumstances in a way that materially increases the potential for fires, explosions, or spills; • Emergency coordinators or managers change; • The Store permit changes or is revised; and • The list or location of emergency equipment changes.
