OFFICE OF THE CITY MANAGER
December 27, 2019
TO: Honorable Mayor and City Council
FROM: Alan Tandy, City Manager
SUBJECT: General Information
City offices will be closed on Tuesday, December 31st and Wednesday, January 1st in observance of the New Year’s Day Holiday. There will be no trash pick-up on Wednesday,
January 1st and curbside trash service will be delayed by one day for the holiday.
Notable Items
Staff continues its outreach efforts regarding the search for a suitable location for a
future Emergency Homeless Shelter. To that end, we have created a video
presentation similar to the presentation given at our two community outreachmeetings earlier this month. It can be viewed here: http://bit.ly/39bmZRw. And
again, if the community wishes to learn more about the project and the site search, they can find that information here: http://bit.ly/34fmhPs. They may also send their
comments on the project to CommunityOutreach@bakersfieldcity.us. Thosemessages will be relayed to the City Council for consideration.
The City will also hold a third community outreach meeting on January 7, 2020
at 6 p.m. at the Mechanics Bank (formerly Rabobank) Convention Center. The public is invited to attend the meeting and offer comments and ask questions of
Staff about the project. This comes after two previous community meetings were held in December.

The Recreation & Parks Department’s Rapid Response Team has been busy recently,
cleaning up a number of encampment and illegal dumping sites. The RRT clearedtwo sites at Yokuts Park (above: before, during and after), clearing nearly 11,000
pounds of trash. The team also addressed 13 encampment sites at San MiguelGrove, as well as one site of illegal dumping on the street and sidewalk on Camino
Media. The RRT also has a number of ongoing projects underway, including irrigationmodifications at Stiern Park; pool modification work at the Silver Creek Pool (repairs
and adding a new supply water line); replacing damaged pool lights at theMcMurtrey swimming pools; and repairing a backed-up sewer line at the restroom
at Patriots Park.
After more than 30 years with the
Bakersfield Police Department, Chief Lyle Martin has officially retired. Friday, December
27th, was his last day on duty, retiring after
serving three years as Chief. The Department
held a send-off ceremony for him that
morning, featuring speeches from Mayor
Karen Goh, City Manager Alan Tandy and
Assistant Chief Greg Terry, who will serve as interim
Chief until a permanent selection is made.
During the ceremony, Chief Martin received his
retirement badge (top left) and other gifts. The
ceremony also featured the Department’s honor guard (below) and a ceremonial gauntlet
(bottom left).
Congratulations to Chief
Martin on an outstanding
career and good luck in your
retirement!
