Shelter Site Purchase Approved
City Council approved the purchase of more than 17 acres of Calcot property at 1900
East Brundage Lane at Wednesday’s (Jan. 22nd) City Council meeting.
The agreement is for $4.9 million for 7.24 acres of office and warehouse space, as well
as an adjacent 10 acres of vacant property. The funds used for the purchase and
subsequent construction at the site will come from the Public Safety & Vital Services
Measure (Measure N).
Council also unanimously directed City Staff to develop neighborhood improvement
plans for the area surrounding the East Brundage location, as well as the area
surrounding the site of the Kern County homeless shelter project, which is currently
being constructed. City Staff will also begin working with County Staff to develop an
agreement with the County on its project, which will include a contribution of $500,000
to the County’s emergency homeless shelter.
Notable Items
The 2020 Point-In-Time Homeless Count was conducted early this morning, Friday,
January 24nd. The count is crucial to the City – and other agencies – for determining
resources that are needed and how they are allocated in order to address the
homeless crisis efficiently and effectively. Last year, the count showed a sharp
increase in the number of unsheltered homeless individuals, underscoring the
importance of projects like the emergency low-barrier shelter and other programs the
City has implemented over the last year.

While an official total from the count will be released at a later date, there were more than 600 volunteers (below) who registered and went through training for this year’s
count (organizers hoped for 500), including more than three dozen City of Bakersfield employees.
The Water Resources Department this
week started a project to help protect
Kern River Channel weir structures and
others from excess sand, debris and non-native vegetation (right). The
project started Wednesday, January 22nd, with bulldozers redistributing sand and removing the vegetation from the Kern River Channel 1,000 feet
upstream and 1,000 feet downstream from the Bellevue Weir just north of
the Park at Riverwalk (see attached most recent aerial photos
available to see changes).
The project needs to be completed as soon as possible due to higher
snowpack in the Kern River Basin. Three
consecutive wet years (2017-19)
contributed to the build-up of excess
sand and other debris. With more
storms expected for the Southern Sierra
Mountain Range in the near future, any
runoff from those storms will bring more
sand and debris, which could damage state highway bridges and weir structures that
cross the Kern River Channel.
The Bellevue area already has excess sand, debris and vegetation that needs to
be removed or the Bellevue Weir may not function as it was designed when more water is delivered. The project is expected to be completed in three weeks.

The Bakersfield Police Department held a community meeting on street racing on
Tuesday, January 21st. This was the second outreach effort after a virtual forum was held online last week, allowing the public to participate remotely. The
community meeting this week was held at Independence High School to address public concerns over the growing issue of street racing in Bakersfield.
Interim Police Chief Greg Terry, along with Vice Mayor Chris Parlier, Kern CountyDistrict Attorney Cynthia Zimmer, Kern County Raceway general manager Steve
Hughes attended the meeting.
As noted last week, the Recreation & Parks Department is making progress on replacing 14 trees on California Avenue that were deemed to be at risk of falling.
Contractor General Tree removed those trees on Monday, January 20st, replacing
four of them with 48” Canary Island Pines the same day. Four more are expected
to be planted by early next week. The remaining six replacement trees are
currently on order and will be planted once they arrive (expected within four to six
weeks).
The January issue of the Public Safety & Vital Services Newsletter was released today,
Friday, January 24th. This month’s edition, the first of 2020, gives a Mid-Year Budget Status Update on PSVS funding and programs, including the latest on hiring
and the progress of other projects that have been implemented.
Nineteen new Bakersfield Police Explorers graduated from the program on Thursday, January 23, following a 16-
week academy (right and below). The academy included learning penal
codes, radio codes, the explorer instruction manual, as well as the
standards and expectations of serving our community
as explorers.

Traffic Advisories
Stine Road closures at Stockdale Highway
The contractor for the Centennial Corridor Mainline plans to close Stine Road on the
south side of Stockdale Highway on Monday, January 27th. This is a long-term closure and is expected to remain in effect through the duration of the project in late
2022. Stine Road will be accessible from Belle Terrace and residents can use adjacent streets to access the neighborhood from Stockdale Highway. This closure was
rescheduled from an earlier date and is needed for bridge construction.
Daytime closures are scheduled for Stine Road on the north side of Stockdale
Highway on Wednesday, January 29th and Tuesday, February 4th. These
closures will affect southbound traffic between Ford Avenue and Stockdale
Highway. Southbound motorists will be detoured west on Ford Avenue to North
McDonald Way to access Stockdale Highway. The northbound lane on Stine Road
is expected to remain open while the contractor constructs piles for the new bridge.
No impacts are anticipated for east-west traffic on Stockdale Highway at this time.
Work may be rescheduled without notice due to weather or other unforeseen
circumstances. Please slow down and watch for construction workers and equipment
while driving in the vicinity of this work. The Thomas Roads Improvement Program
apologizes for any inconvenience this work may cause the traveling public.
Gosford Road closure planned for paving work
Beginning Monday January 27th, 2020, Gosford Road from Panama Lane to McCutchen
Road will be closed to allow for the Developer to complete construction and paving of Gosford Road.
Detours and alternate access points will be provided during this closure period. This may
result in traffic delays, so drivers are advised to use caution and to take alternate routes or allow extra travel time through this area.
Closure of Gosford Road is scheduled to be completed on January 28th, 2020. The City
thanks the public for their patience during the construction of these improvements.
Nighttime on-ramp closure: Ming Avenue to northbound State Route 99
The on-ramp from Ming Avenue to northbound State Route 99 will be closed
during nighttime hours Monday, January 27th through Wednesday, January 29th.
The closure is expected to be in place between the hours of 10 p.m. and 5 a.m., each
night.
Northbound motorists can enter State Route 99 from the on-ramp at Wible Road (located
approximately one mile north of Ming Avenue).
The closure is needed for retaining wall construction in the vicinity of the Ming Avenue
on ramp.

The Bakersfield Police Department will host Cookies with Rookies at the Training
Center at 4646 California Avenue on Friday, January 31th, from 3 to 4 p.m. The
event gives the community an opportunity to meet several new BPD employees
and to see the new facility created thanks to funding provided by the Public
Safety & Vital Services Measure (Measure N).
