HomeMy WebLinkAbout01/31/2020VG OFFICE OF THE CITY MANAGER January 31, 2020 TO: Honorable Mayor and City Council FROM: Virginia Gennaro, Interim City Manager SUBJECT: General Information City Hall North Changes  Starting Monday, February 3, visitors to City Hall North – and City employees without a security code – will be required to check-in with a plain-clothed Bakersfield Police Officer before accessing the elevator and the upper floors. Visitors conducting business at the City Clerk’s Office, Treasury or Human Resources (all located on the first floor) will not need to check-in at this time. This addition has been under consideration for some time now, and is the first of several changes that will be made to the lobby of City Hall North in the coming weeks and months. This will provide an opportunity to welcome visitors to the departments housed here, as well as offer directions. This is something many other municipal buildings across the state already provide. The officers stationed at City Hall North will be on modified duty, serving an administrative role in order to make the most effective use of BPD resources. This change will not restrict public access to the departments in City Hall North, but will help provide a safe environment for visitors and the employees who work here. When they arrive and sign-in, visitors will be given a badge color-coded to the floor they are visiting. The officer stationed in the lobby will access and call the elevator for the visitor. This change will also give City Staff a record of who is in the building at any given time so everyone can be accounted for in the event of an emergency and/or evacuation. General Information January 31, 2020 Page 2  Notable Items  In partnership with the City of Bakersfield, Union Pacific Railroad (UPRR) will be performing multiple clean-up efforts around UPRR-owned sites. The first phase of those efforts started Tuesday, January 28. UPRR has told the City the efforts will start between the Chester Avenue overpass where H Street dead-ends, and ending at Edison Highway starting at 7 a.m. "Over the past year, Union Pacific has been working in partnership with many local jurisdictions to help abate blight and nuisance on UP private property," a statement from the railroad reads. "UP owns and operates a number of miles of railroad right of way in the City of Bakersfield, and due to its location and nature, the UP right of way experiences trespassing, unlawful encampments, dumping, graffiti, and other illegal activities by third parties from time to time, despite UP's efforts to protect against these activities. "To further their shared interest in reducing illegal activity and improving public safety," the statement continued, "a safety awareness and cleanup effort will begin in partnership with the City of Bakersfield along all UPRR's Fresno and Mojave Subdivision right-of-way. Cleanup is scheduled to begin on January 28, 2020 and is expected to run for a couple of weeks." The County of Kern has agreed to waive gate fees at the landfill for UPRR as part of the clean-up efforts. Other UPRR-owned sites are expected to be cleaned up after this project is completed. The areas will be maintained by UPRR periodically as well.  Two weeks ago, we told you about the USA BMX Gold Cup and State Championship Qualifiers being held January 18-19 at Metro BMX (below). We have learned the event saw a higher-than-expected number of riders – more than 500! – from around the state converge on Bakersfield, making it the most well-attended state race in California. Visit Bakersfield assisted USA BMX to find hotel room blocks for attendees. General Information January 31, 2020 Page 3  Also held during the January 18-19 weekend, the Golden State Spirit Association’s Division I & II State Cheer and Dance Championships drew more than 1,500 competitors to Mechanics Bank Theater. The competition (left) brought nearly 200 teams from throughout California and Nevada. Those numbers do not include more than 3,000 spectators who watched the competition each day. Today (Friday, January 31) was the final day of the Golden State Tour’s Motor City Bakersfield Open at the Bakersfield Country Club. This three-day tournament (right) saw more than 100 professional golfers attempting to claim their share of the $20,000 prize purse. This is the seventh annual Bakersfield Open and the highest-attended Bakersfield Open to date. Visit Bakersfield was again a sponsor of this very successful tournament.  Bakersfield Police Department Officers Travis McNinch and Christina Perkins (right) attended Standard Middle School’s career day on Friday, January 31. The officers spoke to students about law enforcement and public safety. The students had the opportunity to ask questions about the officers’ paths in law enforcement as well as what their days on duty include and how the Department operates as a whole. The event is a great opportunity for the Department to engage with the community.  Visit California has released its 2020 promotional materials and Bakersfield was featured in two of them. The new 2020 California Official Visitor’s Guide is out, and the Bakersfield Museum Trail is highlighted in the guide’s Central Valley section. The Bakersfield Museum Trail is a 15-mile driving General Information January 31, 2020 Page 4 tour that connects four unique and family-friendly Bakersfield attractions – Bakersfield Museum of Art, Buena Vista Museum of Natural History and Science, California Living Museum and Kern County Museum. According to the California Visitors Guide, “the route’s destinations combine to give a remarkable perspective on the area’s diverse cultural and natural history.” In that same section, Visit Bakersfield is prominently featured in a cooperative ad for the Central Valley Tourism Association. This larger ad is a result of Visit Bakersfield’s increased marketing efforts this year. In addition to the state’s visitor guide, the 2020 Official Vacation Map suggests five trips from each of the state’s largest gateways. Bakersfield is included as one of the “Five Trips from Los Angeles” with this brief description: “Discover the country’s largest concentration of Basque restaurants, hear the Bakersfield Sound at Buck Owens’ Crystal Palace, and stroll the gallery-filled Arts District.”  The Bakersfield Police Department continues to crackdown on illegal street racing in the community (right), with officers giving out 11 citations and impounding one vehicle during its partnership operation with the California Highway Patrol last Friday night (January 24). More anti-street racing operations are scheduled for the coming weeks as well. Traffic Advisories  Weekend closures on 24th Street at Eye Street The contractor for the 24th Street Improvement Project plans to close the 24th Street/Eye Street intersection at 2 a.m. Saturday, February 1, for drainage work. This closure is expected to be in place until 7 p.m. Saturday. Westbound motorists will be detoured north at Chester Avenue, west on 28th Street, then south on H Street to reconnect with 24th Street. Motorists traveling north or south on Eye Street will need to use H Street or Chester Avenue to cross 24th Street. On Sunday, February 2, the contractor will need to close the inside travel lane on 24th Street from 5 a.m. through 7 p.m. to complete this drainage work. One lane will remain open to traffic on 24th Street, but north-south traffic will need to use H Street or Chester Avenue to cross 24th Street. No impacts are anticipated for eastbound traffic on 23rd Street. Construction work may be postponed and rescheduled without notice due to weather or other unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving through the work zone.
