ADOPTION OF MARCH 22, 2018 AGENDA SUMMARY REPORT The Report was unanimously adopted as submitted. 4. REPORTS A. Report regarding Gang/Graffiti Enforcement – Martin Chief of Police Martin introduced members of the Special Enforcement Unit (SEU) Lieutenant Madden and Police Officers Barajas and Garcia who provided a PowerPoint presentation summarizing the SEU’s 2018 activities related to gang and graffiti enforcement. Police Officer Barajas stated that overall year-to-date, firearms seized and arrests had decreased when compared to 2017. Police Officer Garcia added that continued community outreach and prevention efforts continue to deter graffiti which had also decreased significantly when compared to 2017. Chief of Police Martin added that the addition of technological advances is leading to more thorough investigations, especially in the SEU and Impact units. Committee member Parlier inquired if the SEU will be expanded in the future. Chief of Police Martin stated that with the passage of the Bakersfield Public Safety and Vital Services measure, SEU and the Impact Team will expand after staffing in the Patrol Unit is at an adequate level. B. Report regarding Safe Streets Partnership Efforts – Martin Police Officer Garcia stated the Safe Streets Partnership, between the Bakersfield Police Department SEU and various community organizations continues to engage the community. The Partnership plays an important role and continues to provide outreach and mentoring services to the community as well. Chief of Police Martin added that a special appreciation event was being held later in the day to recognize all the individuals who contribute to the success of the Partnership. Committee member Gonzales commended Chief of Police Martin for his leadership and recognized the Police Department’s hard work and continued engagement with the public to strengthen the relationship between the two. Lieutenant Blakemore provided a brief summary of the implementation of the Body – Worn Camera pilot program, which to-date has been an overall success. The addition of this technology tool has allowed for additional positive engagement with the community. Productivity and efficiency has also increased among the Department as well. Chief of Police Martin stated an update would be provided to the City Council at a future Council meeting. C. Report regarding ShotSpotter Program – Martin Chief of Police Martin introduced Sergeant Moore and Senior Police Officer Routh who provided an update on the ShotSpotter Program that was implemented in March of 2018. The Program has been successful and has filled a gap that exists when members of the community do not report hearing gun shots. S:\Council Committees\2019\Safe Neighborhood and Community Relations Committee\05_March Page 3 JK:pa:mc Committee member Parlier commended Chief of Police Martin and the Police Department for recognizing the importance of the ShotSpotter Program and its implementation. He inquired if the Program would be expanded in the future and if so, to what areas of the city. Chief of Police Martin stated an expansion of the Program would be included as part of the Bakersfield Public Safety and Vital Services measure budget proposal in the future. Possible areas of expansion would be in the northwest near the 34th and Q Streets corridor. Committee member Parlier requested the Committee be provide a plot map and a list of zones where ShotSpotter may be expanded to. Committee member Gonzales inquired about any instances when ShotSpotter did not detect shots fired and what kind of public education about the Program has been conducted to address privacy concerns. Chief of Police Martin responded that there have been a few occurrences and staff immediately works with ShotSpotter to analyze audio and calibrate the system. The instances are then recorded. He also indicated that several community meetings have been held to provide the community with information; several of which have had low attendance. 5. NEW BUSINESS A. Discussion and Committee Recommendation Regarding Adoption of the 2019 Committee Meeting Schedule – Teglia The schedule was adopted as submitted with the exception that the May meeting be held on May 23rd. 6. COMMITTEE COMMENTS Committee Chair Rivera inquired about the Joint City/County Task Force to Combat Gang Violence Committee. Assistant City Manager Teglia and City Attorney Gennaro concurred that the Committee had been dissolved by mutual decision between the two entities. He also inquired about the status of the “John Program” in particular, the outreach to the District Attorney’s Office. Chief of Police Martin responded that staff has not been able to meet with the newly elected District Attorney; staff will continue to facilitate a discussion. 7. The BPD also participates in local initiatives geared toward addressing this issue; including:  The “Kern County Commercially Sexually Exploited Children (CSEC) Program” along with many other local county agencies and non-profits.  BPD Detectives with the Organized Crime/Vice Unit, the Department’s lead investigative unit, attend monthly meetings of local organizations who advocate for victims of human trafficking.  In 2019 the BPD began participating in a research project through the Fresno Pacific University tracking law enforcement and anti-human trafficking agency data from Bakersfield to Merced. The BPD has also established strong working relationships and partnered with law enforcement agencies in Riverside, Fresno, San Bernardino, Ventura and Las Vegas in various human trafficking investigations. These regional agencies frequently share information which has led to several successful outcomes. The BPD also partners with U.S. Homeland Security Investigations and participates in the federal Internet Crimes Against Children (ICAC) program. Local Human Trafficking statistics (January 2018 to present):  7 confirmed cases  4 possible cases  11 pimping cases These cases are in various stages of the investigative process. Several involve local, state, and federal partners. The BPD will continue to review possibilities to pursue grants which can help fund additional efforts. Documents Presented At The Safe Neighborhood and Community Relations Committee February 13, 2020 Meeting Bakersfield Police Department Street Racing: Deterrence and Enforcement Street Racing: What does it look like? CVC 23103 (a) – Driving a vehicle upon a highway in willful or wanton disregard for the safety of persons or property is guilty of reckless driving. (b) – Driving in an off-street parking facility in willful or wanton disregard for the safety of persons or property is guilty of reckless driving. Misdemeanor: Can be jailed (5 to 90 days), fined ($145.00 to $1,000.00), or both. CVC 23109 (a) – Motor vehicle speed contest on a highway prohibited. (b) – Prohibited to aid or abet a Motor vehicle speed contest on a highway. (c) – Exhibition of speed on a highway: participate, aid, or abet prohibited. (d) – Facilitate or aid a motor vehicle speed contest on a highway. Misdemeanor: Can be jailed (24 hours to 90 days), fined (between $355.00 and $1000.00), or both. Probation, Forty hours of community service required, and license suspension (between 90 days and six months), too. Cue to 07:13 Street Racing: Wait, there’s more to hear. CVC 27151 (a) Shall not modify and/or operate a vehicle so that the exhaust system will amplify or increase the noise emitted by the motor vehicle such that it is outside the provisions of CVC 27150 or CVC 27200, Article 2.5 Infraction – Fine ($196.00 and up), Can result in hike to insurance of $1000.00 or more. CVC 27200 Noise limit for a motor vehicle between 80 and 88 dBA depending on size, tonnage and type (see CVC 27202, CVC 27204, and CVC 27206).
