A- RESOLUTION DETERMINING THAT AN
ELECTRONIC MESSAGE BOARD SIGN FOR
VISIT BAKERSFIELD CANNOT_ BE REASONABLY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH
BIDDING THEREFOR AND PURCHASE AN
ELECTRONIC MESSAGE BOARD SIGN FROM
VITAL SIGNS, NOT TO. EXCEED $71,000.
WHEREAS, the City desires an electronic messaging sign to replace an
existing sign in front of the Visitor Center; and
WHEREAS, a Request for Qualifications and Proposals was solicited for the
design and construction for an electronic messaging sign and no bids were
received; and
WHEREAS, Municipal code section 3.20.060 D.3 states in the instance of not
bids .received, by adoption of a resolution, equipment or materials may be
purchased on the open market; and
WHEREAS, staff has located a suitable local company, Vital Signs, to design,
construct, remove old sign and install a new sign at Visit Bakersfield.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. The electronic message board sign can be reasonably obtained
from one vendor because'of limited resources and the specialized nature of the
product.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
