ROLL CALL Present: Chairman Smith, Member Weir Absent: Member Parlier 3. MINUTES A. Minutes of the Special Meeting of July 10, 2019 for approval. Motion by Member Weir to approve the Minutes of July 10, 2019. APPROVED ALL AYES WITH MEMBER PARLIER ABSENT 4. PUBLIC STATEMENTS - None 5. KERN RIVER LEVEE DISTRICT - None 6. REPORTS A. Kern River & Isabella Reservoir Operations Report Miguel Chavez, Hydrographic Supervisor, gave an overview of the current and future Kern River Operations. Mr. Chavez stated that the 2018-2019 water year was very successful. The total April thru July runoff came in at 197% making it the 16th wettest year on record dating back to 1894. Current inflow to Isabella Lake is at 532 cubic feet per second (cfs), outflow is at 1418 cfs and the Reservoir Level is at 221,841 acre-feet. To maximize groundwater recharge to meet City demands, all city amenities including Truxtun Lakes, Aera Park, and Park at River Walk will be utilized until end of Bakersfield, California, September 18, 2019 - Page 2 6. REPORTS (cont.) October and recharging in the Kern River channel will continue for the first week and a half of October. The City's deliveries for the 2018-19 water year included necessary groundwater recharge including deliveries to water treatment plants. Existing water obligations were also met. Board information only, no action taken. B. Update on Water Usage in the City's Domestic Water Service Area for August 2019 Kristina Budak, Water Resources Director, referenced graphs that show the water usage for the City's Domestic Water Service Area from January 2019 through August 2019 and the monthly percentage reduction (or increase) for the service area for the same period compared to the 2013 baseline. From January 2019 through August 2019 the City's Domestic Water Service Area saved 3344 acre feet compared to 2013 quantities with a reduction of 11.92%. With a population growth of 11.58%, the cumulative water savings over this time period is about 15.3% reduction from 2013 baseline. Board information only, no action taken. 7. NEW BUSINESS A. Resolution setting Domestic Water Availability Fee for service areas of the City of Bakersfield Domestic Water system. Staff recommends the Water Board forward the resolution to City Council for adoption at the public hearing scheduled on October 23, 2019. Art Chianello, Water Resources Manager, stated the resolution is a proposed water connection or Water Availability Fee increase which is required to pay for growth in our service area and is not associated with our monthly water rates. We are applying the City Municipal code of looking at the Engineering News record annual construction cost index which showed a 1.19% increase. Our current Water Availability fee is $6,054 per gross acre; with the proposed increase it would bring it to $6,169 per gross acre which breaks down to a $28.75 increase per dwelling unit. Staff recommend resolution be brought before the City Council on October 23, 2019 and if approved would take effect November 1, 2019. Motion by Member Weir to refer resolution to City Council for approval. APPROVED ALL AYES WITH MEMBER PARLIER ABSENT B. Weather Modification Precipitation and Reimbursement Agreement with North Kern for participation in Weather Modification Staff recommends the Water Board refer the Reimbursement Agreement with North Kern for approval on the October 23, 2019 meeting Art Chianello, Water Resources Manager, explained this is a four (4) party agreement which includes City of Bakersfield, North Kern Water Storage District, Kern Delta Water District, and Buena Vista Water Storage District. These four entities have historically participated in the annual cloud seeding weather modification program. The previous three-year Bakersfield, California, September 18, 2019 - Page 3 7. NEW BUSINESS (continued) agreement has expired. The four entities propose to enter into a new agreement for the period of November 1, 2019 through April 2022. Motion by Member Weir to refer Reimbursement Agreement to City Council for approval. APPROVED ALL AYES WITH MEMBER PARLIER ABSENT 8. WATER BOARD STATEMENTS - None 9. CLOSED SESSION - None 10.
