Kern River & Isabella Reservoir Operations Report Miguel Chavez, Hydrographic Supervisor, gave an overview of the current and future Kern River Operations. Mr. Chavez stated that the 2018-2019 water year was very successful. The total April thru July runoff came in at 197% making it the 161" wettest year on record dating back to 1894. Current inflow to Isabella Lake is at 532 cubic feet per second (cfs), outflow is at 1418 cfs and the Reservoir Level is at 221,841 acre-feet. To maximize groundwater recharge to meet City demands, all city amenities including Truxtun Lakes, Aera Park, and Park at River Walk will be utilized until end of Bakersfield, California, September 18, 2019 - Page 2 6. REPORTS (cont.) October and recharging in the Kern River channel will continue for the first week and a half of October. The City's deliveries for the 2018-19 water year included necessary groundwater recharge including deliveries to water treatment plants. Existing water obligations were also met. Board information only, no action taken. Update on Water Usage in the City's Domestic Water Service Area for August 2019 Kristina Budak, Water Resources Director, referenced graphs that show the water usage for the City's Domestic Water Service Area from January 2019 through August 2019 and the monthly percentage reduction (or increase) for the service area for the same period compared to the 2013 baseline. From January 2019 through August 2019 the City's Domestic Water Service Area saved 3344 acre feet compared to 2013 quantities with a reduction of 11.92%. With a population growth of 11.58%, the cumulative water savings over this time period is about 15.3% reduction from 2013 baseline. Board information only, no action taken. 7. NEW BUSINESS A. Resolution setting Domestic Water Availability Fee for service areas of the City of Bakersfield Domestic Water system. Staff recommends the Water Board forward the resolution to City Council for adoption at the public hearing scheduled on October 23, 2019. Art Chianello, Water Resources Manager, stated the resolution is a proposed water connection or Water Availability Fee increase which is required to pay for growth in our service area and is not associated with our monthly water rates. We are applying the City Municipal code of looking at the Engineering News record annual construction cost index which showed a 1.19% increase. Our current Water Availability fee is $6,054 per gross acre; with the proposed increase it would bring it to $6,169 per gross acre which breaks down to a $28.75 increase per dwelling unit. Staff recommend resolution be brought before the City Council on October 23, 2019 and if approved would take effect November 1, 2019. Motion by Member Weir to refer resolution to City Council for approval. APPROVED ALL AYES WITH MEMBER PARLIER ABSENT Weather Modification Precipitation and Reimbursement Agreement with North Kern for participation in Weather Modification Staff recommends the Water Board refer the Reimbursement Agreement with North Kern for approval on the October 23, 2019 meeting Art Chianello, Water Resources Manager, explained this is a four (4) party agreement which includes City of Bakersfield, North Kern Water Storage District, Kern Delta Water District, and Buena Vista Water Storage District. A. TO: FROM: DATE: SUBJECT: Bob Smith, Chairman Chris Parlier, Member Ken Weir, Member Art Chianello, Water Resources Manager February 7, 2020 APPROVED DEPARTMENT HEAD eC Update on Water Usage in the City's Domestic Water Service Area cumulative 2019 RECOMMENDATION: For Board information BACKGROUND: On April 7, 2017, the Governor ended the Drought State of Emergency for California's water purveyors. Even though there is no longer a conservation target for the City's Domestic Water Service Area, the City is still recommending that conservation efforts by our residents continue due to historically low groundwater levels. The graphs on the following page show the water usage for the City's Domestic Water Service Area for 2019 to -date and the monthly percentage reduction for the service area for the same period compared to 2013. In 2019, the City's Domestic Water Service Area has saved 4199.86 acre feet compared to 2013 quantities. The cumulative water savings over this time period is about 9.50% reduction from 2013 quantities. The water savings amounts stated are for total water deliveries in the system. It should be noted that the City's Domestic Water System has grown over the past six years. In 2013 the population served by the City domestic water system in December was approximately 136,975 residents and in December 2019, the population served was about 154,244 residents. This is a population increase of about 11.20% over the six-year period. Therefore, considering the population growth in the City's system and the reduced amount of water used during 2019, water use reduction equates to approximately 14.20% per person per day. d Oft ADMINISTRATIVE REPORT BAKERSFIELD THE SOUND OWATER BOARD Fvar'k(L raL{er Domestic Water Use Comparison 2,500,000 ♦ 2013 METERED USE (CCF) 2,475,799 2,300,000 0 CURRENT METERED USE (CCF) 2,284,54 2,2 2 357 2,285,205 1,165,5 2,100,000 2,082,53 2,036,362 1,900,000 1,844,9 V 1,700,000 1" 10 1,753,436 W Ln 1,500,000 1,509,189 W W 1,300,000 Uj 1,187,27 1,100,000 997,286 900,000 827,713 893, 7 754,1 700,000 819,460 642,4 710, 500,000 ,902,817 1,687,363 1,516,11 ,170, 691 1,147,039 Jan Feb Mar Apr May June Jul Aug Sep Oct Nov Dec 30.00% 28.10% Metered Percent Reduction by Month 25.00% O 20.00% H 16.00% v C 15.80% 15.00% F- 11.88% 10.86% 10% a 10.00% 7.41% 5.78% 5.24% 5.00% 3.04% 1.00% M 0.00% Jan Feb Mar Apr May June Jul Aug Sep Oct Nov Dec ADMINISTRATIVE REPORT BAKERSFIELD THE SOUND OFWATER BOARD aRILf MEETING DATE: February 12, 2020 AGENDA SECTION: Reports ITEM: 6.
