Motion by Member Sullivan to approve the Minutes of October 10, 2018. APPROVED ALL AYES, WEIR ABSENT. 4. PUBLIC STATEMENTS Art Chianello recognized students from Bakersfield College and West High School in attendance. 5. KERN RIVER LEVEE DISTRICT - None 6. REPORTS A. Kern River & Isabella Reservoir Operations Report Daniel Maldonado, Engineering Tech (Hydrographic Section), gave an overview of the Kern River natural flow, regulated flow, and Isabella Reservoir storage. Mr. Maldonado stated the current storage at the Isabella reservoir as of midnight November 13, 2018 is at 66,794 acre feet. The average Isabella storage for this time of year is usually 150,000 acre feet. Storage is lower today as a result of compliance with direction from the Army Corps to lower the storage level commencing October 1, 2018 for a several month period to assist with the Isabella Dam repair project. The current inflow to Isabella Reservoir is at 161 cubic feet per second and the current outflow from Isabella Reservoir is at 178 cubic feet per second. Update on Water Usage in the City's Domestic Water Service Area for October 2018 Art Chianello, Water Resources Manager, compared water usage from October 2018 versus October 2013. The year 2013 was the original baseline year during the drought years as mandated by the state. The good news is that there was a reduction in water use. The City's Domestic Water Service Area, generally west of Stine Road, saved 118,442,808 gallons of water (approximately 363 acre-feet) as compared to October 2013. The population has increased from 136,000 people to approximately 151,000, or approximately 15,000 new residents in the City system. The residential reduction went from 241 gallons per capita per day to 199 gallons per capita per day; a reduction of approximately 17.4%. The water usage is reported monthly to the State on a voluntary basis. Information only, no action taken. 7, NEW BUSINESS A. Request for Proposals (RFP) to conduct a comprehensive Water Rate Study for the City's Water Availability Fees and Monthly Water Rates. Joe Navarro, Business Manager, stated this item is to request Water Board authorization to conduct a comprehensive water rate study for the City's Water Availability Fees and Monthly Water Rates. These items are codified in the Municipal Code. The current Water Availability Fee (i.e., connection fee) is a one-time fee charged for water service which provides for water facilities that are required to enable development of all areas served by the City Water system. This fee was last updated in 2015. The monthly water rate is a monthly fee for water use. This fee was last updated in 2017. The proposed study would be completed in two phases. The first phase would review the water availability fee commencing in early 2019. The second phase would review the monthly water rates. In the first half of 2020 staff will report to Council and provide data from the consultant as to what the proposed rates should be. Until this time, it is anticipated that no increase to the water fees will occur. The cost of this rate study is currently budgeted in the adopted budget. Motion by Sullivan to authorize staff to issue an RFP to secure a consultant to conduct a Water Rate Study. APPROVED ALL AYES, WEIR ABSENT. B. Agreement with Sierra Snow Surveys to conduct snow surveying. Art Chianello, Water Resources Manager, stated that this is the second year that the City has entered into a contract with Sierra Snow Surveys to assist with measuring snow depth in the Kern River basin. This work was previously done by California Department of Water Resources (DWR) staff and seasonal workers. The cost was about $65,000 per year; where the actual costs to the City approximately $14,000 due to costs sharing. City Staff will receive the snow survey data and transmit that data to DWR for monthly Kern River forecasting. TO: FROM: DATE: SUBJECT: Bob Smith, Chairman Chris Parlier, Member Ken Weir, Member Art Chianello, Water Resources Manager February 8, 2019 APPROVED DEPARTMENT HEAD C Update on Water Usage in the City's Domestic Water Service Area from January 2018 through December 2018 RECOMMENDATION: For Board information BACKGROUND: On April 7, 2017, the Governor ended the Drought State of Emergency for California's water purveyors. Even though there is no longer a conservation target for the City's Domestic Water Service Area, the City is still recommending that conservation efforts by our residents continue due to historically low groundwater levels. The graphs on the following page show the water usage for the City's Domestic Water Service Area from January 2018 through December 2018 and the monthly percentage reduction for increase) for the service area for the same oeriod comoared to 2013. From January 2018 through December 2018 the City's Domestic Water Service Area saved 3,160 acre feet compared to 2013 quantities. The cumulative water savings over this time period is about 7.1 % reduction from 2013 quantities. The water savings amounts stated are for total water deliveries in the system. It should be noted that the City's Domestic Water System has grown over the past five years. In 2013 the population served by the City domestic water system was approximately 137,177 residents and in 2018, the population served -is about 152,070 residents. This is a population increase of about 1 I% over the five-year period. TO: Bob Smith, Chairman Chris Parlier, Member Ken Weir, Member APPROVED PP FROM: Art Chianello, Water Resources Manager DEPARTMENT HEAD [.� c DATE: February 8, 2019 SUBJECT: Update on the TCP Mitigation Project RECOMMENDATION: For Board Information BACKGROUND: The State Water Board has adopted a new maximum contaminant level (MCL) for the groundwater contaminant 123 - Trichloropropane (TCP). The City is in the process of installing treatment infrastructure at certain impacted City -owned wells and is making other improvements to the City's domestic water system. The City has identified and is working towards retrofitting thirty-five (35) wells in the system that need TCP treatment. At the end of December 2018 construction was substantially complete for twenty-seven (27) wells, known as Group One (1) and Group Two (2) wells. The remaining eight (8) wells, known as Group Three (3) wells, are currently under construction and are expected to be on-line in the Spring of 2019. Of the thirty-five (35) TCP well sites, five (5) sites are located within City parks. The Water Resources Department is working closely with the Recreation and Parks Department to install new landscaping at these sites to screen the vessels and beautify the parks. Funding for this work is provided by the TCP project and not General Fund. The City and Cal Water continue to work together to ensure that the City's system maintains compliance with State requirements and provides quality drinking water. City staff has developed a TCP filter media monitoring program. The results of this program will provide information as to the most effective and least costly filter media. This will ensure that the citizens of Bakersfield will continue to have quality drinking water at the lowest possible cost for decades to come. The project will be completed within budget.
