RESOLUTION AUTHORIZING A MEMORANDUM OF
UNDERSTANDING WITH THE KERN COUNCIL OF
GOVERNMENTS TO HIRE A CONSULTANT ON BEHALF OF
THE CITY OF BAKERSFIELD TO PREPARE A REGIONAL LOCAL
ROAD SAFETY PLAN AND AUTHORIZING THE CITY
MANAGER OR DESIGNEE TO EXECUTE ALL NECESSARY
DOCUMENTS.
RECITALS
WHEREAS, Cities are now required to have a Local Road Safety Plan (LRSP)
to apply for future Highway Safety Improvement Plan (HSIP) funding; and
WHEREAS, City of Bakersfield (CITY) applied for grant funds and were
awarded funding by the California Department of Transportation (CALTRANS) to
develop an LRSP; and
WHEREAS, CALTRANS funds will provide 90% of funding for project costs
with Public Works Department operating budget funds providing the 10% local
match requirement; and
WHEREAS, CITY, CALTRANS, and the Kern Council of Governments (KERN
COG) recognize that a consolidated development effort of multiple LRSPs will
benefit the citizens of the CITY and other member cities by reducing staff
requirements, improving the efficiency of local government, and providing
greater consistency throughout the region; and
WHEREAS, California Government Code Section 6502 authorizes cities and
counties to enter into agreements for their mutual benefit, and
WHEREAS, the CITY, CALTRANS, and KERN COG recognize that funding
grants awarded to the participating member cities will be transferred from
CALTRANS to KERN COG to hire a consultant that will develop LRSP documents
for each of the participating cities; and
WHEREAS, the initial estimate for this project totals $80,000. However, the
$80,000 may need to be revised as work commences on the project.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield
as follows:

The above recitals are true and correct and are incorporated herein
by reference.
2. The City Council authorizes the execution of a Memorandum of
Understanding between KERN COG and the CITY and the transfer of
grant funding from CALTRANS to KERN COG for the purpose of
developing a LRSP for the CRY.
3. Authorizes the City Manager, or his designee, to execute the
Memorandum of Understanding or any other necessary documents
with KERN COG.
