CONSENT CALENDAR — RESOLUTIONS
Item 8c. City Council ratification of the Emergency Proclamation issued by the City Manager as
Director of Emergency Services. The City of Bakersfield has declared a local emergency in
response to the COVID-19 health crisis following Governor Gavin Newsom's Executive Order (N-
33-20) which includes a statewide stay-at-home order to all Californians. City Manager Christian
Clegg issued the declaration Thursday, March 19. The declaration must next be ratified by the
City Council.
Item 8e. City Council Policy for funding requests from Non -Profits and funding request from the
Bakersfield Homeless Center. This item is in response to referrals made by Councilmember Weir
and Councilmember Freeman on March 11, 2020 related to the City Council Policy for evaluating
requests to use local funds for financial assistance from Non -Profit Groups. The 2001 Policy
authorizes ongoing operational funding for five named entities and establishes specific criteria
for requests from any other Non -Profit organizations. This action amends the Council Policy by
strengthening the criteria related to financial accountability and reporting from Non -Profits
seeking contributions from the City. This item also addresses a recent request by the Bakersfield
Homeless Center for $200,000 to support operating costs and identifies a source of State funding
that could be used to accommodate the request, subject to Council approval.
CONSENT CALENDAR — MISCELLANEOUS
Item 8w. 2019 Annual Housing Progress Report. Each year, cities must submit their Annual
Housing Progress Report (APR) to the California Department of Housing and Community
Development by April 15t. The APR focuses on "permitted units" which means units for which
building permits for new construction have been issued by the local government during the
previous year. The 2019 report showed that the City is making satisfactory progress toward
meeting its housing goals with 1,692 building permits issued and 19 affordable housing units built
in 2019. Staff recommends that the City Council solicit public comments on 2019 Annual Housing
Progress Report and receive and file.
