Item 3a. Update on Affordable Housing. Development Services will provide an update on the
City's progress towards the development of additional affordable housing units and an overview
of efforts centered on developing more funding options and process streamlining for affordable
housing developments.

CONSENT CALENDAR — RESOLUTIONS
Item 8g. Construction of 28 units of affordable housing. Allocates $1.7 million in Public Safety
and Vital Services funds to the Housing Authority of the County of Kern (HACK) for construction
of seven fourplexes (28 units) of affordable housing at multiple sites in Bakersfield.
Item 8h. Lends up to $1,350,000 million in federal HUD funds to the Housing Authority of the
County of Kern (HACK) for the purpose of developing 20 affordable housing units. HACK is
requesting $1,350,000 in HOME Investment Partnership (HOME) and Neighborhood Stabilization
Program (NSP) funds to develop 9 units of the 22nd Street Lofts in central Bakersfield. These units
will be for extremely low-income seniors (making less than 30% of the area median income). The
project will include 20 one -bedroom units, with two set-aside for formerly homeless seniors.
Item 8j. Approves the Fiscal Year 2020-21 Capital Project List to be funded by Senate Bill 1(Road
Repair and Accountability Act of 2017). SB 1 was signed into law in April 2017 to address the
significant multi -modal transportation funding shortfalls statewide. This legislation provides
additional annual funding that allows the City to continue to address City Council's goal of
enhancing the City's transportation network.
CONSENT CALENDAR — AGREEMENTS
Item 8n. Agreement with Disability Access Consultants (DAC) for evaluation of 9 City Parks, the
Valley Children's Ice Center, and 125 miles of public right of way for $87,750. The Americans
with Disabilities Act (ADA) requires local governments to have an ADA coordinator, public notice,
grievance procedure, self-evaluation report, and Transition Plan. Self-evaluation is the process
whereby the City identifies barriers in programs and activities that prevents persons with
disabilities from access. The proposed agreement, not to exceed $87,750, continues the City's
ongoing commitment to comply with the ADA by targeting parks with higher usage largely due
to amenities such as amphitheaters, pools, and pavilions.
Item 8s. Agreement Granting $1,141,632.98 in Community Development Block Grant Funds
(CDBG) and Low and Moderate Income Housing Asset Funds (LMIHAF) to the Bakersfield
Homeless Center (BHC). In November 2018, the City Council passed Resolution 143-18 declaring
a shelter crisis in the City. At that time, a plan was laid out to add 40 additional beds at the
Mission at Kern County Shelter and 40 new beds at the BHC for a total of 80 new shelter beds.
The current agreement would allocate $891,632.98 in CDBG and $250,000.00 in LMIHAF to the
BHC for the Expansion Project. The total amount of funds allocated to the Bakersfield Homeless
Center Expansion Project from both sources equals $1,141, 632.98.
Item 8t. COVID-19 State Emergency Homelessness Funds. In response to the COVID-19 outbreak
and to protect the health and safety of people experiencing homelessness, Governor Newsom
signed SB 89 on March 17 allocating $100,000,000.00 to Continuums of Care, Large Cities
(population of 300,000+) and Counties to help protect this vulnerable population. The City is
eligible for a direct allocation of $537,127.73. This action item will allow the City to receive the
funds, and will also allocate the first $200,000 to the Bakersfield Homeless Center. The remaining
funds will be used in coordination with Kern County and the Bakersfield Kern Regional Homeless
Collaborative (BKRHC) for investments into local efforts for COVID-19 prevention and
containment efforts.
CONSENT CALENDAR — PUBLIC SAFETY/VITAL SERVICES MEASURE
Item 8.ac. Extend agreement with Asela Environmental Inc., doing business as Alert Disaster
Restoration (ADR) to provide biohazard cleanup services to Downtown and Old Town Kern
neighborhoods of Bakersfield. On September 11, 2019, the City Council unanimously voted to
pursue the immediate addition of private cleaning services to the areas of Downtown Bakersfield
heavily impacted by homelessness. In response, staff issued a request for proposal to address
cleanup of human waste in the designated area. On September 25, 2019, City Council approved
Agreement No. 19-183 with Asela Environmental Inc., establishing a human waste cleanup
program for the Downtown area of Bakersfield. This extends Asela's agreement for a second
three-month period for a total additional cost of $105,365.
CONSENT CALENDAR — PUBLIC HEARINGS
Item 9b. Amendment to the Metropolitan Bakersfield General Plan Land Use Element and the
City of Bakersfield Zoning Ordinance on 7.0 acres located at 1301 and 1401 New Stine Road.
The property owner of the Rosewood Retirement Community is constructing a new physical
therapy facility. The proposed request would allow the physical therapy facility to not only accept
clients from the retirement community, but also from the general public. This decision was driven
by market demand and the need to utilize the full capacity of the professional staff that will work
at the facility. The applicant is also processing a lot line adjustment to ensure the northern
portion of the property remains residential and only the southern portion is commercial.
Item 9c. Transfer Neighborhood Stabilization Program funds ($99,049.52) to help fund the 22nd
Street Lofts affordable housing redevelopment project. The Housing and Urban Development
Neighborhood Stabilization Program (NSP) funding was authorized to assist jurisdictions in
stabilizing the rise of home foreclosures caused by the Great Recession of 2008. Staff propose

allocating the remaining $99,049.52 to support the development of a 20 -unit affordable housing
complex located at 811 22nd Street and closeout the NSP program.
Item 9e. Vacation of the 20 -foot -wide alley running east and west between Stockton Street and
Sacramento Street, south of Monterey Street in Block 46 of the City of Bakersfield. The property
owner at 121 Monterey Street has requested the vacation of the 20' alley running east and west
between Stockton Street and Sacramento Street, south of Monterey Street, in Block 46 of the
City of Bakersfield, formerly known as the Town of Kern, along with providing signatures of all
adjacent property owners in favor of vacating the alley. The reason for the vacation request is
that the property owners would like to secure the entrances to the alley with lockable gates at
night.
