Engineering & Surveying, Inc. 1200 21$' Street Bakersfield, CA 93301 RE: Drainage Study for Tract 7352 Dear Fred Porter: We have completed review of the revised drainage study for TR 7352, dated March 10, 2020. As a result of our review, we approve the drainage study with the following comments: 1. The proposed Christy inlet box within area 5 will be privately maintained. 2. A more detailed study will be submitted for Area 5 analyzing its complete drainage system prior to approval of any grading or improvement plans. The existing land use of area 5 is R-3. At this time, it is uncertain if area 5 will be planned as gated apartments. If the plan is to have private apartments, a clarifier unit, such as a CDS Hydrodynamic separator unit, which captures debris, sediment, and oils on the privately maintained storm water system shall be required. This unit is to be placed at the downstream end of the private storm water system, within private property, just prior to outletting into the public sump. This system shall be reviewed and approved by the City Engineer. The developer will enter into a maintenance agreement to maintain the unit per manufacturer's recommendation and provide maintenance logs to the City Water Resources department. The agreement will be recorded and attached to the property to "run with the land". In this case, the storm drain, streets, and CDS unit will all be privately maintained. To insure private maintenance is accomplished, a cash security will be deposited at the City in the amount of $10,000. 3. You will be required to provide flowage and drainage easements before approval of the grading plan. 4. Please add a note to the drainage plan "Basin to be constructed per CCSB standards D-1 1, D-12 and D-13". 5. Please add a note to the grading plan "Prior to Notice of Completion, the storm drain system, including the sump, shall be inspected and any debris found during the inspection shall be removed to the satisfaction of Water Department".
