RESOLUTION DETERMINING THAT BIKE PATH CALL
BOXES CANNOT BE REASONABLY OBTAINED THROUGH
THE USUSAL BIDDING PROCEDURES AND AUTHORIZING
THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING
THEREOF; NOT TO EXCEED $110,900 FOR TWENTY-
FOUR (24) SYSTEMS.
WHEREAS, call boxes along the Kern River Bike Path are needed for the
public's safety; and
WHEREAS, nine new call boxes are needed for the extension of the
Southwest Bike Path and three new call boxes are needed for the extension of the
Northeast Bike Path; and
WHEREAS, the existing twelve call boxes along the Kern River Bike Path
utilize analog technology for which the phone service provider of the call boxes is
discontinuing the analog service and will replace it with digital service; and
WHEREAS, Comarco Wireless Technologies is the only supplier of digital call
boxes; and
WHEREAS, the Finance Director has determined, and has recommended the
Council find that the purchase of digital call boxes, can only be reasonably obtained from
one vendor, Comarco Wireless Technologies, because of restricted availability of the
equipment and has recommended that this Council authorize dispensing with bidding
requirements in accordance with subsection D.1. of Section 3.20.060 of the Bakersfield
Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield as follows:
1. The above-recitals are true and correct and incorporated herein by
reference.
2. The Council hereby finds that the purchase of call boxes, specifically
the Comarco system, can only be reasonably obtained from one vendor (Comarco)
because of the restricted availability of such equipment.
3. The Finance Director is authorized to dispense with bidding therefor and
to negotiate the purchase of same, not to exceed $110,900 for twenty-four (24) systems.

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted
by the Council of the City of Bakersfield at a regular meeting thereof held on
