WORKSHOPS
Item 3a. Bakersfield Fiscal Outlook Presentation. In light of anticipated economic impacts from the
downturn in the oil industry and to the Novel Coronavirus (COVID-19), Staff has prepared revised
budget projections for Fiscal Year 2019-20 and Fiscal Year FY 2020-21. These revenue adjustments
will require changes to the current budget year and will also require revisions to the upcoming budget
for FY 21. Staff from the City Manager's Office and Finance Department will provide the City Council
with an overview of these new projections and discuss the upcoming budget process.

APPOINTMENTS
Item 76. Planning Commission. There is one appointment to the Planning Commission representing
Ward 6 with a term due to expire on April 30, 2020. The City has received one application for the
position from Robert Bell. The Councilmember of Ward 6 will nominate a candidate to be appointed
by the full Council.
CONSENT CALENDAR — RESOLUTIONS
Item 8d. City Clerk certification of the election held on March 3, 2020. The City Council will vote on
accepting the City Clerk's Certification of the Results of the Primary Municipal Election held March 3,
2020 declaring Karen K. Goh as elected to the Office of Mayor for a full four-year term, commencing
January 2021 and expiring January 2025.
CONSENT CALENDAR — AGREEMENTS
Item 8k. Agreement between the City of Bakersfield, County of Kern and Bakersfield -Kern Regional
Homeless Collaborative (BKRHC) to administer California COVID-19 Homeless Emergency Funds. In
response to the COVID-19, Governor Gavin Newsom allocated $100,000,000.00 to Continuums of
Care, Large Cities (population of 300,000+) and Counties to protect the health and safety of people
experiencing homelessness and reduce the spread of the COVID-19 outbreak. The City was allocated
$537,127.73 in COVID-19 Emergency Homelessness Funding. The City will contribute $337,127.73
toward a project at the Kern County Fairgrounds that will provide trailers and staff to support the
isolation of un -sheltered individuals testing positive for COVID-19 or demonstrating symptoms and
awaiting a diagnosis. Remaining funds will be used to support operating costs at existing local shelters
due to increased expenses stemming from the COVID-19 pandemic.
Item 81. Agreement with shelter operator (Mercy House) for the City's new "Bakersfield Homeless
Navigation Center" (BHNC). On February 13, 2020, the City of Bakersfield issued a request for
proposals (RFP) for a qualified homeless shelter service provider to provide "Facility Operator Core
Services" at the new BHNC scheduled to open in Fall of 2020. The City received four proposals,
independently reviewed and scored each proposal and then interviewed candidates. In considering
all aspects of each applicant's proposal, Orange -County based "Mercy House" was selected due to
their combination of direct "low barrier" shelter experience, an appropriate budget and strong track
record for permanent housing placement. Mercy House has over 30 years of experience in homeless
service provision including emergency shelter, navigation centers, and housing services. Mercy
House manages various shelters throughout California and Arizona.
Item 8m. Agreement with Shot Spotter Technology, Inc. to continue the existing ShotSpotter
Gunshot Detection and Location System. The ShotSpotter Technology system currently consists of
microphones strategically placed over a three -square mile area within the City of Bakersfield along
with proprietary software that detects and analyzes gunfire, and then immediately notifies the police
department of the GPS coordinates. This rapid notification system has significantly enhanced the
Police Department's response to these firearm related offenses which has helped reduce violent
crime and arrest dangerous offenders within our community. Given the success of the program, the
Bakersfield Police Department recommends renewal of the subscription with ShotSpotter for an
additional three years with a cost not to exceed $678,199.
Item 8q. McAllister Ranch Update — Consultant Agreement to prepare the Environmental Impact
Report (EIR) to convert the Master Planned residential proiect to a Groundwater Recharge and
Recovery Facility. The Buena Vista Water Storage District is proposing the development of a
groundwater recharge and recovery facility on approximately 2,070 acres in western Bakersfield. This
agreement would allow for the preparation of an EI R to analyze the potential environmental impacts
related to project development. In the future, following completion of the EIR, the City Council will
consider approval of the project, which will include rescinding the Master Plan and associate land use
applications (general plan amendments, zone changes, etc.).
CONSENT CALENDAR — PUBLIC SAFETY/VITAL SERVICES MEASURE
Item 8ae. Design/Build Construction Agreement with RYMAC General Contracting and Construction
Services for the new Bakersfield Homeless Navigation Center. The City is near completion of the site
inspections, design work and site repairs necessary to repurpose an existing structure into a low -
barrier homeless navigation center at 1900 East Brundage Lane. Construction will begin in May
starting with the remodel of existing bathrooms and the creation of a laundry room. Staff is
recommending the Council approve a resolution to waive normal bidding requirements and to
authorize RYMAC to provide related services to complete this project at a cost not -to -exceed
$725,000,
