HomeMy WebLinkAboutRES NO 058-2020RESOLUTION NO. 058-2020 A RESOLUTION DISPENSING WITH BIDDING PROCEDURES DUE TO LIMITED TIME TO COMPLETE THE REMODEL AND AUTHORIZING RYMAC GENERAL CONTRACTING & CONSTRUCTION SERVICES, INC. TO PROVIDE DESIGN, SELECTIVE DEMOLITION, AND REMODEL OF THE BATHOORMS AND LAUNDRY ROOM FOR THE BAKERSFIELD HOMELESS NAVIGATION CENTER NOT TO EXCEED SEVEN HUNDRED TWENTY FIVE THOUSAND DOLLARS ($725,000). WHEREAS, On November 6, 2018, Measure N, the Public Safety and Vital Services Measure (PSVS) was passed by the voters, increasing the sales and use tax within the City of Bakersfield from 7.25 to 8.25 percent; and WHEREAS, the funding from PSVS will go directly to the City to address top community priorities, including reducing homelessness through partnerships with service providers to increase outreach, sheltering and construction of affordable housing; and WHEREAS, on January 22, 2020 the Council approved the purchase of 17 acres of property at 1900 E Brundage Lane from cotton collaborative Calcot Limited; and WHEREAS, it is the intent of the City to remodel the existing building at 1900 E Brundage Lane to construct the Bakersfield Homeless Navigation Center (BHNC); and WHEREAS, staff anticipates BHNC to be operational by the Fall of 2020; and WHEREAS, due to time constraints to complete the remodel of the facility, such work can only be reasonably obtained from one vendor because of the restricted availability of such work that can be done on an accelerated time schedule; and WHEREAS, RYMAC is willing to provide the necessary design, selective demolition and construction for the remodel of bathrooms and laundry room for the BHNC; and WHEREAS, the Public Works Director recommends the Council dispense with bidding requirements, in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code.-A,IFA m Page 1 of 3 Pages O ,�H.,.. .0.:41. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The City Council finds and declares that the foregoing recitals are true and correct and are hereby incorporated fully as a material part of this Resolution and based upon such matters, the City Council makes the additional findings set forth herein below. 2. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 3. The expenditure of funds for RYMAC to provide the necessary design, selective demolition, and construction services for the remodel of selective areas within the Facility shall not exceed Seven Hundred twenty five thousand dollars ($725,000(. 4.
