CONSENT CALENDAR — RESOLUTIONS
Item 8e. CARES Act funding application for the Bakersfield Municipal Airport. The Coronavirus Aid,
Relief, and Economic Security (CARES) Act provides funding to the Federal Aviation Administration to
assist airports with operating costs during the COVID-19 public health emergency. Bakersfield
Municipal Airport is eligible for $30,000 in funds and this item authorizes the Department of Public
Works to submit an application.
CONSENT CALENDAR — MISCELLANEOUS
Item 8t. Bakersfield Fire Department state-wide deployments during 2019 fire season. The
Bakersfield Fire Department participated in numerous Strike Team deployments to significant
emergency events during the 2019 fire season between the months of July and October 2019. When
firefighters are working on mutual aid assignments, the City is reimbursed for labor costs at the
overtime rate for the entire deployment and equipment costs are reimbursed on an hourly basis.
Federal reimbursements include $265,126 from the US Forest Service and US Department of the
Interior Bureau of Land Management and state reimbursements of $173,426 from California Office
of Emergency Services. The total amount reimbursed to the City is $438,552.
Item 8u. Appropriations for Bakersfield Homeless Center's 40 -Bed Expansion Project and Jobs
Program Proiect. On January 22, 2020, the City Council authorized funding of the Bakersfield
Homeless Center 40 -bed Expansion Project to increase the number of available beds for unsheltered
individuals in the City of Bakersfield. The City Council also authorized funding for the 1420 Union
Avenue Jobs Relocation Project to renovate a facility to house the Bakersfield Homeless Center's Jobs
Program. Once funds are appropriated, this item would apply $621,871 in Community Development
Block Grant funds to the Bakersfield Homeless Center 40 -Bed Expansion Project and the BHC 1420
Union Avenue Jobs Relocation Project.
CONSENT CALENDAR — PUBLIC HEARINGS
Item 9a. CARES Act funding for rental assistance, small business loans/grants, small business
technical assistance and senior food program. The CARES Act authorizes the US Department of
Housing and Urban Development (HUD) to provide the City of Bakersfield with a supplemental
Emergency Solutions Grant (ESG-CV) of $1,125,407, a supplemental Community Development Block
Grant (CDBG-CV) of $2,272,347 and a supplemental Housing for Persons with HIV/AIDS (HOPWA-CV)
Grant of $91,916. Funds are anticipated to be received from HUD in June 2020, and must be
expended by September 2022.
As required, the City is amending its FY 2019-2020 Annual Action Plan to incorporate the additional
CARES Act funding and proposes to appropriate as follows:
1. Rental and Utility Assistance for Homelessness Prevention. Rental and utility assistance
(including arrears) to help prevent 100-150 families from becoming homeless due to the
COVID-10 epidemic. Households will be assisted with 3-6 months of rent and utilities and
approximately 5 jobs will be created to administer the program. Families must show
hardship from COVID-19 impact and have a maximum income limit of 50% AMI.
2. Small Business Assistance Loans. Loans of $5,000-$50,000 to 40-150 small businesses that
employ less than 25 individuals and can demonstrate hardship from COVID-19 impact. Loans
can be used for things such as rent, payroll, utilities, services and supplies. The federal
funds are intended to retain or create low to moderate income jobs and therefore
businesses must demonstrate that one job has been retained or created per $35,000 issued.
3. Start -Up or Micro -Business Expansion Grants. Grants of up to $5,000 to 14-25 to new or
existing businesses that employ up 5 individuals. Businesses must show that business
operations address the COVID-19 impact through services such as delivery, medical
supplies, cleaning, and other services to support home health and quarantine.
4. Small Business Mentorship and Technical Assistance Program. Mentorship, Technical
Assistance and initial loan/grant underwriting for 50-150 low or moderate -income business
owner who can demonstrate COVID-19 impact or with business operations that address the
impact of COVID-19.
5. Senior Services and Operations. Funds allocated to COVID-19 related food distribution
program to approximately 400 senior households.
6. Rental Assistance, Utility Assistance, and Services for persons living with HIV/AIDS. Rental
and Utility assistance, and Services such as food and transportation for persons living with
HIV/AIDS and their households. Funds would be transferred to the Kern County Department
of Public Health who administers this program.
Item 9b. HOME Investment Partnership Funds to support 81 -units of affordable housing. On March
11, 2020 the City of Bakersfield made a commitment of $1.5 million in HOME Investment Partnership
Program (HOME) to support the development of an 81 -unit affordable housing complex at 3345
Bernard Street, known as the Residences at East Hills. Staff is proposing an amendment to the FY 18-
19 Action Plan to provide an additional $750,000 in HOME funds to the project, bringing its total
funding level to $2,250,000. These extra funds will assist in filling a gap in the projects financing
caused by recent issues associated the COVID-19 pandemic.
