JUNE 10, 2020 COUNCIL MEETING
Item 6a. Citywide Market Analysis and Economic Development Strategy and 1331K Prosperity Project.
In 2018, Bakersfield voters approved the Public Safety and Vital Services (PSVS) measure to provide
reliable, locally controlled funding to maintain and enhance community priorities. Economic
Development has been a critical issue under PSVS measure priorities, and a key deliverable has been
the preparation of a Market Analysis and Economic Development Strategy. After issuing a request for
proposal (RFP) in search of a consultant to develop the strategy, staff selected the Natelson Dale
Group, Inc. based on their substantial experience in strategic planning and related technical analysis
locally and around California. The City has also been asked to partner with the Greater Bakersfield
Chamber and the Kern Community Foundation's B3K community collaborative to ensure joint
outreach and stakeholder engagement in developing the City's Economic Development Strategy.
CONSENT CALENDAR — RESOLUTIONS
Item 8c. Notice of Election of Councilmembers for Wards 2, 5, 6, and the Special Election of a
Councilmember for Ward 1. This resolution authorizes a General Municipal Election on November 3,
2020 for the election of Councilmembers for Wards 2, 5, and 6. On May 28, 2020, the City Clerk
received an irrevocable Notice of Intent to Vacate Council Seat from Ward 1 Councilmember Willie
Rivera. Holding a Special Election for a Ward 1 Councilmember at the same time as the November
2020 General Election will reduce the cost of a separate special election, eliminate the need for Ward
1 constituents to circulate a petition, and will provide maximum opportunity for voter participation.
Item 8d. Annexation of area located at the northeast corner of the Feliz Drive/Cottonwood Road
intersection. This resolution authorizes an application be submitted to the Kern County Local
Formation Commission (LAFCo) for the annexation of uninhabited territory into the City of Bakersfield
to provide more efficient and effective local government services to the annexation area. Annexation
No. 691 (Cottonwood No. 5) is adjacent to the City limits, within the City's Sphere of Influence
boundary and consists of 39.49 acres located at the northeast corner of the Feliz Drive/Cottonwood
Road intersection.
Item 8f. Concrete wall panels on Ashe Road. Several concrete wall panels along the east side of 1600
block of Ashe Road, north of Club View Drive, need replacement as a result of vehicular accidents.
Staff recommends obtaining the necessary planks from StructureCast along with installation, not to
exceed $40,000.
Item 8p. Software supporting City's primary website. Staff at the Technology Services Department
released a request for proposal (RFP) for content management and the development of a new City
website. The City received five responses and selected CivicPlus as the best overall value to the City.
The agreement with CivicPlus is for a five-year term not to exceed $330,000.
Item 8r. Grant Agreement with Bitwise Industries for Economic Opportunity Area (EOA) Incentive
Program. Adopted in 2019, the City of Bakersfield's Economic Opportunity Area Plan is a locally
initiated program that uses tax increment financing to promote economic growth within specific
geographic areas of Bakersfield. One of the EOA Incentive Program incentives include grants for new
or expanding businesses that provide financial assistance for relocation and expansion costs for a
new or existing business relocating to or expanding within an EOA area. Bitwise Industries has
requested a $50,000 grant. Staff recommends approval of the grant agreement based on the ability
of Bitwise Industries to create jobs, increase property value and enhance aesthetics, promote
business development in the community, is harmonious with the surrounding properties and uses
and offers goods and services deemed desirable and appropriate within the Downtown EOA.
CONSENT CALENDAR - AGREEMENTS
Item 8u. Purchase Agreement and Farming Lease with Bolthouse Land Company, LLC for the
purchase of future rijzht-of-way located at the west end of White Lane. In November 2016, the City
purchased 38.549 acres of land from Bolthouse Properties for the future West Beltway. The City is
now proposing the purchase of approximately 13.87 net acres of land for the future White Lane
interchange at the West Beltway to alleviate the potential development of the subject property and
the need to acquire fully developed land at a later date. The purchase price represents the property's
fair market value as established by an independent appraisal. Bolthouse currently leases the existing
West Beltway property back from the City for farming operations, which generates a cost savings to
the City by alleviating the need to maintain the property long term until it is needed for the project.
The City intends to enter into a similar farming lease for the additional 13.87 acres which is adjacent
to the current lease.
HEARINGS
Item 10a. Refuse and recycling rates for Fiscal Year 2020-2021. The City of Bakersfield provides solid
waste collection, disposal and materials processing services to all residents and businesses within the
City. Revenue from solid waste service charges pay for the operations and maintenance of collection,
processing and disposing of solid, green, and organic waste. The operation also includes recyclable
collection, alley cleanups, illegal dumping and bulky item pickups. Staff proposes a four percent (4%)
rate increase for FY 2020-21 to ensure sufficient revenue is available to offset rising costs for refuse
collection and processing of recyclables. The fees have increased only five times in the last eleven
years, and even with the proposed increase, Bakersfield's rates will remain among the lowest of
comparable cities.
