AN ORDINANCE REPEALING CHAPTER 15.32 OF THE
BAKERSFIELD MUNICIPAL CODE RELATING TO THE
NATIONAL ELECTRICAL CODE AND ADOPTING THE
CALIFORNIA ELECTRICAL CODE AND ARTICLE 80 OF
THE NATIONAL ELECTRICAL CODE AND ADDING A
NEW CHAPTER 15.32 THERETO.
BE IT ORDAINED by the Council of the City of Bakersfield as follows:
SECTION 1.
Chapter 15.32 of the Bakersfield Municipal Code relating to the
National Electrical Code is hereby repealed.
SECTION 2.
A new Chapter 15.32 of the Bakersfield Municipal Code is added to
read as follows:

Adoption.
Except as otherwise provided in this chapter, that certain compilation of
administrative provisions known and designated as the California Electrical Code, 2001
Edition and Article 80 of the National Electrical Code, 2002 Edition, as modified pursuant
to this chapter. A copy of such code is on file with the building department of the city for
use and examination by the public, are adopted as the electrical code of the city, and
each provision and portion thereof, except as otherwise in this chapter provided, is
referred to and made a part of this chapter to the same effect as if fully set forth in this
chapter.
15.32.020 Section 80.15 deleted-Electrical Board.
Section 80.15 of Article 80 of the 2002 National Electrical Code is deleted and
superseded by the applicable sections of Section 15.04.100 of the Bakersfield Municipal
Code.
15.32.030 Section 80.19(A)(3) added--Permits and Approvals.
Section 80.19 of Article 80 of the 2002 National Electrical Code is amended by adding
Section 80.19(A)(3) to read as follows:
(3)Applicant. An application for an electrical permit may be filed (made) by any one
of the following:
(a)Qualified installer. A qualified installer is a person, firm or corporation holding a
valid Contractor's License to perform such work in this jurisdiction; or
(b)Maintenance Electrician. In lieu of an individual permit for each installation or
alteration, an annual permit may, upon application therefore, be issued to any person,
firm or corporation regularly employing one or more electricians for installation and
maintenance of electrical wiring, devices, appliances, apparatus or equipment on
premises owned or occupied by the applicant for the permit. The application for such
annual permit shall be made in writing to the building official and shall contain a
description of the premises within which work is to be done under the permit. Within not
more than fifteen days following the end of each calendar month, the permit, firm or
corporation to which an annual permit is issued shall transmit to the building official a
report of all electrical work which has been done under the annual permit during the
preceding month; or
(c)Homeowners. The building official may issue to an individual a homeowner's
permit authorizing said individual to install, alter, change or repair any electrical wiring,
devices, appliances, apparatus or equipment in, on or about a single family dwellin~e[~+

which said individual is owner and in which he resides or intends to reside, but not
elsewhere, provided that electrical work authorized under any such homeowner's permit
shall be done personally by the owner.
15.32.031 Section 80.19((D) deleted--Annual Permits.
Section 80.19(D) of article 80 of the 2002 National Electrical Code is deleted.
15.32.032 Section 80.19(F)(1) amended-Inspections and Approvals.
Section 80.19 (F)(1) of Article 80 of the 2002 National Electrical Code is amended to
read as follows:
(1)Upon the completion of any installation of electrical equipment that has been
made under a permit, it shall be the duty of the person, firm, or corporation making the
installation to notify the Electrical Inspector having jurisdiction, who shall inspect the
work within a reasonable time.
15.32.033 Section 80.19(F)(3) amended--Inspections and Approvals.
Section 80.19(F)(3) of Article 80 of the 2002 is amended to read as follows:
(3)When any portion of the electric;'l installation within the jurisdiction of an
Electrical Inspector is to be hidden from view by the permanent placement of parts of the
building, the person, firm, or corporation installing the equipment shall notify the
Electrical Inspector, and such equipment shall not be concealed until it has been
approved by the Electrical Inspector, provided that on large installations, where the
concealment of equipment proceeds continuously, the person, firm, or corporation
installing the equipment shall give the Electrical inspector due notice in advance, and
inspections shall be made periodically during the progress of the work.
15.32.034 Section 80.19(F)(4) deleted--Inspections and Approvals.
Section 80.19(F)(4) of Article 80 of the 2002 National Electrical Code is deleted.
15.32.035 Section 80.23(B)(2) and (B)(3) deleted-Penalties.
Sections 80.23 (B)(2) and (B)(3) of Article 80 of the 2002 National Electrical Code
are deleted.
15.32.036 Section 80.25(A) amended-Authorization.
Section 80.25(A) of Article 80 of the 2002 National Electrical Code is amended to read
as follows:
Except as otherwise provided in 80.25, it shall be unlawful for any person, firm,
corporation to make connection to a supply of electrici~ or to supply electricity ~

electric equipment installation for which a permit is required or that has been
disconnected or ordered to be disconnected.
15.32.037 Section 80.25(C)(D)(E) deleted-Connection to Electric Supply.
Sections 80.25 (C)(D)and(E) of Article 80 of the 2002 National Electrical Code are
deleted.
15.32.038 Section 80.29 deleted-Liability for Damages.
Section 80.29 of Article 80 of the 2002 National Electrical Code is deleted.
15.32.039 Section 80.31 deleted-Validity.
Section 80.31 of Article 80 of the 2002 National Electrical Code is deleted.
15.32.040 Section 80.33 deleted-Repeal of Conflicting Acts.
Section 80.33 of Article 80 of the 2002 National Electrical Code is deleted.
15.32.041 Section 80.35 deleted-Effective Date.
Section 80.35 of Article 80 of 2002 National Electrical Code is deleted.
15.32.045 Section 80.26 added-Meter Re-sets.
Section 80.26 of Article 80 of the 2002 National Electrical Code is added, to read as
follows:
Except for emergency and maintenance conditions, a permit and inspection shall be
required before such person, firm or corporation re-sets an electric meter.
15.32.050 Section 230-43 added-Special residential requirements.
Article 230(D) of the National Electrical Code is amended by adding the following
section:
230-43(17) Special Residential Requirements.
(a)For residences, the service entrance conduit shall be rigid metal conduit for
overhead services.
15.32.060 Section 230-62(c) added-Service equipment protection-Residential.
Article 230(E) of the National Electrical Code is amended by adding Section 230-62(C~!~KF .~
to read as follows: ~
(c) Residential: Electrical meter installation.
(1) To minimize the possibility of energizing incomplete circuits, one of the
following shall apply:
a. Install one breaker only for temporary power requirements. This breaker
shall energize a duplex receptacle outlet, which shall be GFCI protected during the
period of construction.
b. If additional breakers are installed, only the breaker serving temporary
power shall have a circuit conductor connected.
(2) The electrical panel dead-front shall be secured in place at all times.
(3) In the event the residence is not served by natural gas, and a temporary
power permit is issued, an electrical release must be approved by the building official
prior to occupancy.
15.32.070 Section 230.70(d) and (e)-deleted-Location of Service Disconnects.
Section 230.70(d) and (e) of 2002 National Electrical Code is deleted.
15.32.080. Section 680-25(d)(1) amended-Swimming pool 13anelboard grounding.
Article 680(B) of the National Electrical Code is amended by adding the following
sentence to Section 680-25(d), (1) An "existing remote panelboard" is one that has been
in place for no less than 6 months.
SECTION 3.
This Ordinance shall be posted in accordance with the Bakersfield
Municipal Code and shall become effective thirty (30) days from and after the date
of its passage.
