CANDIDATE FOR SERVICE MAINTENANCE WORKER *01340
Arthur Carmona 111 is competing in the examination process for the position of Service Maintenance Worker. His
father, Arthur Carmona Jr.. is currently employed as a Solid Wade Equipment Operator in the Solid Waste Division
of the Public Works Department. Due to the possibility of Arthur CarmonaIII being considered for appointment to
a Service Maintenance Worker, the issue of nepotism must be addressed. Arthur Cormono III is currently employed
as a Service Maintenance Worker in the Parks Division of the Recreation and Parks Department.
The following information has been compiled for your review and determination of whether nepotism creates an
adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Service Maintenance Worker is as follows: Under
direct supervision, performs routine and semiskilled manual work of limited difficulty in the maintenance of: water
canals, storm drainage basins, parks/trees, sewers, solid waste, streets, traffic painting, or related areas. Performs
a wide variety of duties related to maintenance and equipment operation. A broad range of equipment may
beoperated. Employees may be required toworkon a 24-hour rotational shift basis including weekends, holidays
and declared emergencies. Employees are on-call for emergencies after regular hours and must be willing to
work overtime. Performs related duties as required.

general supervision, performs manual and semi -skilled work in the operation of heavy and complex automotive
refuse collection and recycling equipment such as (but not limited to) front loader, side loader, roll -off, grinder,
screen plant, and compost turner; and performs other work as required.
EMPLOYMENT OVERLAP
If Arthur Carmona III is appointed as a Service Maintenance Worker in any division/department other than the
Solid Waste Division of the Public Works Department, there would be no potential for creating an adverse impact
on supervision, safety, security or morale. or involve a significant potential for conflict of interest. Performance
appraisals would not be reviewed or conducted by either employee for the other, neither employee would be
directly supervised by the other and they would not report to each other within the chain of command as they
would be assigned to different divisions/departments.
RECOMMENDATION
The Human Resources Division recommends approval of the nepotism waiver with the condition that Arthur
Carmona III not be appointed to a position in the Solid Wade Division of the Public Works Department. If this
request is approved, however, nepotism considerations may adversely affect future appointment, transfers or

This is a mulfrdiscipline classification for use in Technology Services (TS( Division. Under general supervision,
incumbents may be assigned to perform a wide variety of duties to support the Cityaudio-visual,
udio-isu ll,
communications, desktop support, Geographic Information Systems (GIS), networking, programming
security needs. Assists users, provides instruction, and installs hardware and software. The Technology
Systems Technician I is an entry level position. The Technology Systems Technician II is an intermediate level
position.
A summary of the duties and responsibilities for the position of Traffic Painter III is as follows: Under general
supervision, acts as the crew leader; performs all aspects of traffic painting and marking; makes, installs and
maintains all signs and traffic control devices; drives and operates light equipment such as stencil trucks
and heavy equipment such as the paint striper truck; and performs other work as required.

The Human Resources Division initiated a reclassification review to determine
whether the actual duties of a Clerk Typist II staff member have significantly
changed in relationship to the customary duties, responsibilities, and
requirements of the position.
The individual in this position has been progressively assuming and performing
the duties outside of the scope of a Clerk Typist Il. The Clerk Typist II position,
performs general typing and a variety of moderately difficult clerical work. The
incumbent's daily tasks require review and exposure to confidential and often
sensitive material/matters. The incumbent currently assists in administering
various leave of absence programs, such as, Family Medical Leave Act (FMLA),
California Family Rights Acts (CERA), Pregnancy Disability Leave Act (PDLA),
and the Americans with Disabilities Act (ADA). The incumbent also has
technical knowledge of the City's health insurance benefit plans, assists in the
Open Enrollment process, maintains personnel files and updates the applicant
tracking system.
Based on the review, City staff recommends the duties performed by the
incumbent more appropriately align with the Human Resources Clerk position
of performing technical personnel support activities and responsible
confidential clerical functions.
If the proposed reclassification request is approved the reclassification will not
result in an increase to the department's authorized complement. Additionally,
the salary adjustment will be absorbed from the vacant Human Resource

The City Attorney's Office requested a reclassification review to determine
whether the actual duties of a Legal Secretary incumbent have significantly
changed in relationship to the customary duties, responsibilities, and
requirements of the position.
The individual in this position has been progressively assuming and performing
the duties outside of the scope of a Legal Secretary since the retirement of a
tenured team member in April 2018. The difference in the two positions lies
primarily in the clarity that this individual is the primary contact for the City Attorney
and assumes all responsibilities connected with that function. This includes all of the
duties of a legal secretary plus an advanced -level of experience in order to
address complex and sensitive matters, exercising a higher degree of judgment
and independence, which one would expect as the secretary for the City Attorney.
In addition, it is anticipated and expected that this position will provide general
lead direction for administrative staff.
Based on the review, Human Resources recommends the duties performed by
the incumbent more appropriately align with the duties of a Senior Legal
Secretary position of performing advanced -administrative support activities for
the City Attorney and lead functions. This recommendation has been reviewed
and authorized by the City Attorney.
If the proposed reclassification request is approved the reclassification will not

the salary adjustment will be absorbed from the vacant Deputy City Attorney II
