HomeMy WebLinkAboutRES NO 074-2020RESOLUTION NO. 074-2020 A RESOLUTION PROVIDING FOR THE COLLECTION OF RESIDENTIAL AND COMMERCIAL SEWER AND STORM SEWER SERVICE USER FLAT RATE CHARGES BY THE KERN COUNTY AUDITOR -CONTROLLER'S OFFICE WHEREAS, Chapter 14.12 of the Bakersfield Municipal Code provides for the billing of sewer user fees; and WHEREAS, the CITY has calculated the annual rate for residential and commercial user fees; and WHEREAS, the fees and charges set forth in Exhibit "A," attached hereto and incorporated by reference, do not exceed the reasonable estimated cost of providing the services for which the fees are charged; and WHEREAS, the City Council has determined that the collection of said charges is necessary for Fiscal Year 2020/2021, and that the rates set by City Council action on June 8, 2016 for Fiscal Year 2016/2017 will not change for Fiscal Year 2020/2021. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals and findings are true and correct and are incorporated herein by reference. 2. The fees and charges set forth in Exhibit "A" are hereby adopted by separate resolution and shall become effective on July 1, 2020. 3. The adoption of these fees and charges complies with Proposition 218 and Proposition 26. 4. The minimum sewer charge for all properties is equal to the single family residence rate. Costs may include, but are not limited to outside commercial laboratory fees, city staff hourly rates and fringe benefit costs, equipment costs, reimbursement for damages, administrative costs, overhead costs and other costs incurred by the City.
