Department Budget Presentation Meeting
SPECIAL MEETING - 9:00 AM
1. ROLL CALL
Present: Mayor Goh, Vice -Mayor Parlier, Councilmembers Rivera
(participated by telephone), Gonzales, Weir, Smith
(participated by telephone), Freeman (participated by
telephone), Sullivan

SPECIAL NOTICE
Public Participation and Accessibility
May 27, 2020 Bakersfield City Council Special Meeting
On March 18, 2020, Governor Gavin Newsom issued Executive Order N-29-20,
which includes a waiver of Brown Act provisions requiring physical presence of
the Council or the public in light of the COVID-19 pandemic.
Based on guidance from the California Governor's Office and Department of
Public Health, as well as the County Health Officer, in order to minimize the
potential spread of the COVID-19 virus, the City of Bakersfield hereby provides
notice that as a result of the declared federal, state, and local health
emergencies, and in light of the Governor's order, the following adjustments
have been made:
1 . The meeting scheduled for May 27, 2020, at 9:00 a.m. will have limited
public access.
2. Consistent with the Executive Order, Councilmembers may elect to
attend the meeting telephonically and to participate in the meeting to
the some extent as if they were physically present.
3. The public may participate in the meeting and address the City Council
as follows:
If you wish to comment on a specific agenda item, submit your comment
via email to the City Clerk at City_Clerk@bakersfieldcity.us no later than
1:00 p.m. the Tuesday prior to the Council meeting.

If you wish to make a general public comment not related to a specific
agenda item, submit your comment via email to the City Clerk at
City_Clerk@bakersfieldcity.us no later than 1:00 p.m, the Tuesday prior to
the Council meeting.
Alternatively, you may comment by calling (661) 326-3100 and leaving a
voicemail of no more than 3 minutes no later than 1:00 p.m. the Tuesday
prior to the Council meeting. Your message must clearly indicate whether
your comment relates to a particular agenda item, or is a general public
comment. If your comment meets the foregoing criteria, it will be
transcribed as accurately as possible.
2. PUBLIC STATEMENTS
a. Jasmene del Aguila, Leadership Counsel for Justice and
Accountability, emailed comments in support of a participatory
budgeting process.
3. WORKSHOPS
Fiscal Year 2020-21 Proposed Budget Overview.
(Staff recommends receiving and Ong the presentation.)
City Manager Clegg and Assistant City Manager Huot made staff
comments and provided a PowerPoint presentation.
Finance Director McKeegan made additional staff comments and
continued the PowerPoint presentation.
Mayor Goh recessed the meeting at 10:16 a.m. and reconvened the meeting at
10:32 a.m.
b. Department Budget Presentations
1. General Government
City Manager Clegg and Assistant City Manager Huot made
staff comments and provided a PowerPoint presentation.
Vice -Mayor Parlier requested the Budget and Finance
Committee discuss the possibility of assigning field
representatives to the Mayor and City Council.
2. Visit Bakersfield
Visit Bakersfield Manager Lyman made staff comments and
provided a PowerPoint presentation.
Mayor Goh recessed the meeting at 11:32 a.m. and reconvened the meeting at
1 1 :38 a.m.
Councilmember Weir left the meeting at this time.

Mechanics Bank Arena General Manager Eckerson made
staff comments and provided a PowerPoint presentation.
Councilmember Freeman left the meeting at this time.
4. City Attorney's Office
City Attorney Gennaro made staff comments and provided
a PowerPoint presentation.
5. Finance
Finance Director McKeegan made staff comments and
provided a PowerPoint presentation.
6. Police Department
Police Chief Terry and Assistant Police Chief Mullins made
staff comments and provided a PowerPoint presentation.
Councilmember Gonzales requested staff identify the
s neighborhoods that have been hit by violent crime and
C explore ways to enhance the security and improve safety in
those areas.
Mayor Goh recessed the meeting at 1:21 p.m. and reconvened the meeting at
1:26 p.m.
7. Fire Department
Fire Chief Galagaza made staff comments and provided a
PowerPoint presentation.
4. ADJOURNMENT
Mayor Goh adjourned the meeting at 2:01 p.m.
